How to open a nursery

The legislation of the Lombardy Region has defined four different types of Offering Units aimed at early childhood (0-3 years) and has established the rules and methods that managers must follow for their opening. In particular, the following types are foreseen:

  • Nursery
  • Micronido
  • Early Childhood Center
  • Family nursery.

Daytime service, public or private, of accommodation capacity from 11 to a maximum of 60 girls aged from three months to three years, with educational and social purposes ensured on a continuous basis through qualified personnel, in structures, including corporate ones (Company Nursery). Collaborates with families on the growth and education of minors, respecting individual, cultural and religious identity. It also provides canteen and rest services.

Managers who intend to open a nursery must submit the Prior Operation Communication (CPE).

Daytime service, public or private, as well as promoted and managed by family associations, with a maximum accommodation capacity of 10 girls from three months to three years old, with educational and social purposes ensured on a continuous basis through qualified personnel, in facilities , including corporate ones (Corporate Micro Nursery). Collaborates with families on the growth and education of minors, respecting individual, cultural and religious identity. It also provides canteen and rest services.

Managers who intend to open a micro-nursery must submit the Prior Operation Communication (CPE).

Structures similar to the nursery that offer a temporary educational and socialization assistance service, welcoming, on a non-continuous basis, girls/girls from zero to three years old in a number not exceeding 30, possibly with the presence of parents and/or adults reference, and for a maximum of four consecutive hours. They cannot provide meal delivery services.

Managers who intend to open a nursery must submit the Prior Operation Communication (CPE).

Home nursery, with educational and social purposes for a maximum of 5 girls from zero to three years old, carried out on a non-profit basis, promoted by associated user families / family associations, choosing the educational and management model deemed most suitable in compliance with individual, cultural, religious identity.

The family nursery is promoted by family associations (pursuant to Regional Law 23/99) or by associated families/users established in compliance with the regulations of non-recognised associations and therefore regulated by agreements between the members also through the stipulation of a private agreement according to the current legislation.

Managers who intend to open a family nursery must submit the Prior Operation Communication (CPE).
