Off-network unit mapping: Indication of cognitive elements

The managing bodies that intend to activate an out-of-network social welfare structure in the municipal territory (i.e. a structure not regulated by the Lombardy Region and not included in the experiments of the Municipality of Milan), must present the municipal administration with theIndication of cognitive elements (IEC) for the purposes of mapping the offering units present in the territory.

All those structures that carry out commercial activities and, in any case, not social and welfare activities do not fall into this category.

The manager must guarantee compliance with regional or national regulations regarding hygiene and public health, plant safety, urban planning and construction and, in the case of the use of non-voluntary personnel, compliance with employment relationships.

The Offer Units must be located in properties with a cadastral category compatible with the activity carried out; the usually suitable categories are those from "A/1 - Stately home" to "A/10 - Private offices and studios" and the category "C/1 - Shops or workshops" (with direct access to the street). The use of properties in categories other than those mentioned is possible only following verification of compatibility with the Cadastral Center of the Municipality of Milan in Via Cenisio, 2 mail: dep.catasto@comune.milano.it

Any locations in the basement must necessarily be provided with a prior favorable opinion, together with an exemption (art. 65 of Legislative Decree 81/2008) for work activities in basement or underground rooms (BURL 26/11/2014 – New Building Regulations of the Municipality of Milan, art. 88).

After the presentation of the Indication of Cognitive Elements (IEC - requested exclusively for the mapping of the structures active in the territory of the Municipality of Milan), the Territorial Services Monitoring and Control Unit verifies its completeness and inserts the structure among those operating in the territory of the Municipality from Milan.

The Indication of Cognitive Elements presented does not determine the qualification to carry out the activity; therefore, the manager must check in advance with the SUAP or the competent bodies any obligations necessary for the functioning of the structure.
