M4. The proposals for the surface improvements of the eastern section were presented

Milan, October 3 2019 – During a well-attended public meeting held yesterday, the Municipality presented to citizens the first lines and plans for the surface improvements along the eastern section of the M4.

These are proposals for the future of the areas currently affected by the Blu construction sites (as well as some interventions in the neighboring streets) from Linate to Tricolore. They therefore represent the vision for the future of the areas once the metro works have been completed (January 2021 in the section from Linate to Forlanini FS, July 2022 up to Dateo, December 2022 Tricolore). 

The evening was attended by Marco Granelli, councilor for Mobility and Public Works of the Municipality of Milan, the President of M4 SpA Fabio Terragni, the president of Municipality 3 Caterina Antola, the delegate of the president of Municipality 4 and representatives of the Urban Planning Department of the Common.

"Our design for this axis, from Forlanini to Tricolore - declares Marco Granelli, councilor for Mobility - is a long green arm that connects the Nord-Forlanini Park to the center of Milan. The presence of the metro line 4 and the consequent lower load of vehicles allows us to encourage gentle mobility and give continuity to the pedestrian and cycle paths that will run alongside and under the trees, protecting parking for residents. More spaces equipped for children, shady benches, dog areas are the fulcrum of our proposals. A way to return renewed and redeveloped spaces to the city, together with the M4, after long years of construction sites".

In summary these are some of the qualifying aspects of the Municipality's proposals.

The idea is to create and enhance the complete cycle path connection Tricolore, Forlanini district, Linate and Idroscalo through the central parterre of the Tricolore-Argonne road axis, a route in zone 30 in the Acquabella district from Argonne to the Forlanini FS M4 station, the underpasses of the metro and railway stations, the Forlanini park with the new walkway over the Lambro and the Segrate cycle path. The objective is also to guarantee a cycle connection through the Forlanini district to Rogoredo M3.

What emerges from the project presented is a clear redevelopment of the central parterre of the Tricolore-Argonne road axis with a greater presence of greenery (also with replantings and over 200 new plants) and particular attention to pedestrian paths, as well as the increase in services such as play areas and dog areas. Particular attention was paid to the pedestrian crossings that cut into the parterre from the side streets: they are raised with "castellans" to improve pedestrian safety.

The Municipality proposes maintaining the width of the carriageways which will maintain two lanes in each direction in both directions and parking on both sides in parallel. This means protecting regular parking, or rather expanding it since until now it was not foreseen along one side, preventing irregular parking placed under the trees and which damages them. In this sense, regulated parking (blue lines) will be introduced in the Forlanini district where it does not exist today, while the parking reserved for residents along the Tricolore - Argonne axis and in the side streets will be further increased, reducing that for those coming from outside, instead promoting the use of the subway and its external interchange car parks.

These interventions also take into account the future lower pressure from the cars of non-residents in these neighborhoods thanks to the presence of the subway.

The Municipality has also proposed some redevelopment interventions on roads adjacent to the construction sites. In particular (Dall'Ongaro - Battistotti Sassi, Bronzetti - Castelmorrone, Lomellina - Aselli) the projects envisage the defense of greenery and trees from wild parking, however introducing new "fishbone" spaces as compensation on one side of the road and in line on the other side.

On the Pisacane-Fiamma transversal axis, the possible reduction of one-way road traffic has been hypothesized, thus obtaining sufficient and protected space for cycling and trees in some sections. Along the transversal axis of Viale Romagna it is planned to guarantee cycling in the side streets transformed into zones 30.

For Corso Concordia the Administration has proposed two solutions: one involves the widening of the side sidewalks which would "incorporate" the side lanes intended for road traffic; in this way circulation and parking would be left in the central parterre. The second hypothesis involves circulation and parking in the current side lanes, using the central parterre as greenery.

The project lines - illustrated thanks to slides and panels (see links at the end of the page) - stimulated many interventions from committees and citizens present at the meeting. The considerations and proposals that have emerged will now be examined by the Administration.
