Fines and sanctions: payment reminders and friendly warnings

The payment reminder and the friendly advice are issued for:

  • payment of a fine not carried out or paid to a lesser extent as due 
  • payment of a reduced fine of 30% carried out after the 5th day from the notification 
  • payment of a fine beyond the 60th day from the notification
  • no payment in the absence of an appeal duly forwarded within 60 days of notification.

In addition to the amount of the administrative fine (infringements of the highway code and municipal regulations), the payment reminder and the friendly warning also include the recovery of any investigation and notification costs.

The payment, if made within the deadlines, will give the possibility to pay the sum due without the increase, equal to 10% for each semester, provided for by the art. 27 of Law 689/1981. The increase is calculated from the date of execution of the report (sixtieth day) until the issuing of the payment order.

The payment reminder and the friendly notification are informative documents and therefore cannot be contested. However, they interrupt the credit limitation periods.

The administration may cancel or modify its documents, partially or totally, if they are vitiated by the presence of errors. By submitting a request for self-defense, you can report to the Municipality of Milan any errors in the reminder or friendly notice or communicate that you have already paid the requested amount. 

Remember that the self-defense request:

  • it can be presented on plain paper by the recipient of the reminder or good-natured notice
  • does not suspend the terms for payment of the deed
  • does not provide a response timescale for the administration.

The reminder and friendly notice are based on documents that have become definitive pursuant to current legislation. Any review may therefore only concern:

  • defects in form and notification of the document;

  • occurrence of facts extinguishing the right being enforced and no longer the merit of the provision that gave rise to the credit (original report).

Payment must be made within sixty days of the notification date, using exclusively the attached PagoPa.

  • Follow the instructions and channels explained below
  • if the expiry day is a Saturday or holiday, the deadline is extended to the first following non-holiday day
  • in case of non-payment of the sum indicated in the reminder or in the friendly warning, the Municipality of Milan will subsequently issue apayment order
