Performance

Article 6 of Legislative Decree 9 June 2021 n. 80, containing "Urgent measures to strengthen the administrative capacity of public administrations functional to the implementation of the National Recovery and Resilience Plan (PNRR) and for the efficiency of justice" converted, with amendments, into Law 6 August 2021 n. 113, establishes that "to ensure the quality and transparency of administrative activity and improve the quality of services to citizens and businesses and proceed with the constant and progressive simplification and re-engineering of processes also in relation to the right of access, Public Administrations, with the exclusion of schools of all levels and educational institutions, referred to inarticle 1, paragraph 2, of the legislative decree 30 March 2001, n. 165, with more than fifty employees, by January 31st of each year adopt the integrated activity and organization plan, hereinafter referred to as the Plan, in compliance with current sector regulations and, in particular, the legislative decree 27 October 2009, n. 150 and  law 6 November 2012, n. 190".

With the issuing of the Presidential Decree of 24 June 2022 n. 81 containing "Regulation identifying the obligations relating to the Plans absorbed by the Integrated Activity and Organization Plan", the previous obligations regarding planning and programming have been abolished, including the Performance Plan, the Objectives Plan and the Work Organizational Plan Agile, now absorbed into the PIAO.

The Performance Cycle is powered by the following documents valid for the entire administrative mandate:

  • Programmatic Guidelines relating to the actions and projects to be carried out during the mandate.
  • DUP (Single Planning Document), attached to the Forecast Budget, identifies, over a three-year time horizon, the Administration's programs and projects and defines the impact and result objectives, understood as strategic level objectives consistent with the guidelines programmatic.
  • PEG (Executive Management Plan), a document that allows the operational planning contained in the DUP and in the budget forecast to be set out in greater detail.
