Railway yards - Program Agreement (AdP) for the urban transformation of abandoned and disused railway areas and the strengthening of the Milanese railway system

Following a long debate, the Agreement associates the urban regeneration objectives for the seven disused railway yards present in the city area with the strengthening of the structure and the railway service in the Milan area, the Program Agreement ratified by the City Council on 23.06.2017 .2017 and subsequently approved by the Lombardy Region in XNUMX, concerns seven city airports Farini, Romana, Porta Genova, Lambrate, Greco-Breda, Rogoredo, San Cristoforo.

For the transformation of these areas, the Agreement identifies a set of punctual and coordinated urban planning, urban planning and transport forecasts, aimed at improving the urban and environmental structure and quality, increasing the green areas accessible to citizens, strengthening of public services, to strengthen the offer of social residential housing and public transport.


The program includes buildings for urban functions (residences, commercial, office), subsidized, subsidized, rented and social residential construction, open space equipment intended for new parks and public spaces and public services (of general interest), new road and cycle-pedestrian connections aimed at reconnecting parts of the city that are currently separated, design competitions for the Masterplans and for the most relevant public projects, public listening and debate courses, the study and creation of an ecological network along the railway belt, the rationalization and strengthening of the infrastructure and city railway services (circleline project) also through the construction of new railway stations and the adaptation of existing ones and the reuse of capital gains from the development of the areas, agreements for temporary uses pending the implementation of the transformations urban planning. 

Already starting from 2005 the City of Milan and state Railways have begun to define the objectives and the path for the urban transformation of the disused railway areas and for the strengthening of the Milanese railway system.

- framework agreements signed envisaged a close relationship between the redevelopment of the areas occupied by the no longer functional railway yards - also present in semi-central areas of the city - and the strategies for improving the Milanese railway service.

In July 2007 the Municipality of Milan promoted a Program Agreement (AdP) with Ferrovie dello Stato S.p.A. and with the Lombardy region.

It is developed in this way, in coordination with the Territorial Government Plan (PGT) a proposal for a Variation to the PRG is being prepared.

In December 2009, the AdP's urban planning proposal was published, as a variant of the PRG, associated with the Environmental Report of the Strategic Environmental Assessment (VAS), foreseen for programs with territorial value.

The contents of the AdP are subsequently absorbed by the PGT.

With the approval of the PGT in 2012 the municipal administration in fact confirmed its desire to use the Program Agreement instrument to define the future of the disused railway areas.

For Railway Yards the PGT envisaged the use ofUnitary Program Agreement, which would link urban development with the redevelopment of the Milanese railway system and public rail transport.

During 2013 and 2014 the municipal administration appoints the Department of Architecture and Urban Studies of the Polytechnic of Milan to carry out a phase of aexamination of citizenship in the Municipalities affected by the urban planning transformations of the Program Agreement which will represent a valuable contribution and an opportunity for citizens to represent their needs and expectations.

In September 2016 the Council Urban Planning Commission restart the debate on the Agreement, following the failure to ratify the hypothesis signed on 18 November 2015.

On 14 November 2016 the city council approved the guidelines for urban transformation of abandoned railway areas (C.C. Resolution no. 44/2016).

The council initiative document identifies the priority themes of strategic interest for the sustainable development of these relevant areas and the strengthening of the urban railway system and, through the Urban Planning Commission, initiates an intense comparison and debate with citizens, Municipalities, Metropolitan City and external Municipalities.

The guidance resolutions of the Municipalities

From 22 October 2018 to 11 April 2019 the International competition for choosing the Masterplan for the urban transformation of the Farini and San Cristoforo airports, announced by FSSU with Coima.  
The Masterplan is the reference framework for the presentation of the Implementation Plans for the development of the Farini Special Zone (divided into two Units) and the San Cristoforo Special Zone (entirely intended as a Park).
Winning project of the competition: “Climate Agents". 

From 17 April to 24 May 2019 the public consultation on the Masterplan. 

Numerous citizens, associations and interested municipalities participated in the information meetings on the winning project, held at the Urban Center in the Triennale, and in the public consultation days.

Based on the results of the public consultation the Final masterplan was refined by the project team. 

FARINI SPECIAL AREA - AIRPORT UNIT and SAN CRISTOFORO SPECIAL AREA

Pending the presentation and approval of the implementation plan for the Farini and San Cristoforo airport, the establishment of the Campus of the Arts of the Brera Academy in a pre-existing property in the Farini airport. This function of public interest will constitute a qualifying element of the future implementation plan and therefore of the entire urban development.

Construction is underway at the San Cristoforo airport M4 station interchanged with the railway station, which will have to be reviewed in implementation of the Agreement.
A was carried out design competition for the San Cristoforo hub, the new cycle/pedestrian walkway, and the arrangement of the areas between Piazza Tirana, via Lodovico il Moro and via Martinelli.

The Agreement for the temporary uses of parts of the railway yard was signed pending approval of the implementation plan.

On 29 July 2022 for the Farini-Scalo Unit and San Cristoforo Special Area, the initial proposal was presented Integrated Intervention Program.

SPECIAL FARINI ZONE - VALTELLINA UNIT (IMPLEMENTATION PLAN)

On 22 July 2021, the definitive proposal for the Farini-Valtellina Unit of the Farini Special Zone was presented Implementation Plan

For the development of the Greco-Breda airport, the international competition "C40 Reinventing Cities - first edition".

IMPLEMENTATION PLAN FOR THE GRECO-BREDA SPECIAL AREA

Following the purchase of the area and the investigation of the initial proposal, the Redo SGR company presented a definitive proposal for Implementation Plan for the Greco-Breda Special Area in coherence with the "L'Innesto" project, winner of the first edition of Reinventing Cities.

The intervention envisages a new social housing district strongly characterized by the presence of greenery and pedestrian areas, connected to the neighborhood and the railway station. A reorganization of the road network involving Via Breda is expected. L'Innesto is also a pilot project for the Climate Area Plan. 
The final proposal for the Implementation Plan was presented on 17 March 2022.

At the same time, the redevelopment project of the Greco station envisaged by the Program Agreement is being completed by RFI, which also includes the construction of a new underpass connected to the urban transformation and the opening of functions for travelers also on the east side. 

The Lambrate airport was included in the international competition "C40 Reinventing Cities - second edition” which took place in June 2021.

To allow you to use part of the area pending the approval of the implementation plan that will develop the winning project, an agreement for Temporary Uses has been stipulated.

The Municipality of Milan defined and approved with FSSU, on 11 May 2020, the Guidelines of the international competition for the drafting of the Masterplan of the Romana airport, providing, in view of the XXV Winter Olympic Games "Milan-Cortina 2026", the inclusion of the Olympic Village convertible into a student residence, as well as the project for the translation and burial of the section of railway line within the airport and the definitive location of the railway station integrated with the M3 Lodi metro line. 

The competition for the private initiative Masterplan was announced on 10 December 2020 and ended on 31 March 2021.

In the spring of 2021 the public consultation of the winning project of the competition and information meetings with citizens and municipalities were organized in digital form due to the restrictions due to the Covid-19 pandemic. 

From the requests that emerged during the public consultation and from the implementation of the indications expressed by the Jury, the institutions and the Municipality of Milan, the Masterplan was modified by the project team in May 2021. 
 

IMPLEMENTATION PLAN FOR THE ROMAN SPECIAL ZONE AND AGREED BUILDING PERMIT

On the basis of the updated Masterplan, a initial proposal for the Implementation Plan whose investigation concluded in August 2021. 

The final proposal for an implementation plan (IIP) was presented in May 2022. 

For the development of the Olympic Village, an application for an agreed building permit was presented in October 2021 in accordance with the provisions of the law. 

The transformation area has been the subject of a competition with the patronage of various bodies and the Municipality of Milan which took place and concluded in March 2020 as part of the fifth edition of the “AAA Architects Wanted” 2019 tender, promoted by Confcooperative Habitat.

On 06 October 2023, the final proposal was presented for Scalo Rogoredo Scalo Rogoredo Implementation Plan.

While the transformation is pending, agreements have been stipulated for temporary uses. 

A new service structure for delivery workers will be added to the Porta Genova airport as well as a center for cultural and recreational activities in the former railway toll booth in via Pesto.

The Scali Program Agreement provides for interventions and investments to strengthen the Milanese railway hub.
To implement the circle-line project In particular, new stations and stops on the railway belt are planned (Stephenson/Mind, Dergano/Istria, Tibaldi) and the adaptation of some existing stations (San Cristoforo, Greco-Pirelli, Romolo, Rogoredo, Romana). 

The feasibility study for the inclusion of the new stations on the northern belt foreseen by the Scali Program Agreement was drawn up by the Italian Railway Network and the feasibility studies for the partial burial of the railway line at the Romana airport and the construction of the new one were approved. Porta Romana station, integrated into the future development of the area and public transport networks.

The new Tibaldi station on the southern belt has been built and work has started on the Porta Romana station.
