OUTCOME:

The Sports Councilor and the general director of Milanosport presented resolution no. 408 which envisages making changes to the company's Statute, transforming it from a SpA into an Amateur Sports Club so as to be able to fall within the scope of application of the Sports reform (art. 90, Law no. 289/2002, as amended by Legislative Decree no. 36/2021). This would allow the Company, which would take on the name "Milanosport SSDSpA" to acquire all the legal and fiscal characteristics necessary to directly manage sports collaboration relationships with instructors and coaches, in accordance with the provisions of the Sport Reform (Legislative Decree n.36/2021), without further increases and constraints. The Councilors asked several questions which were promptly answered and at the end of the debate the resolution was considered discussed so that it could be forwarded for consideration by the City Council.

OUTCOME:

The “Michele Scarponi” Foundation, the designer and a teacher from the “A. Einstein” explained the reasons that led them to plan the renovation of via Einstein. They recalled that everything began after the death of Luca Marangoni, a student of the Institute who was hit by a tram while he was cycling to school. The members of the Institute tried to rethink the stretch of road in front of the school complex in order to make it safer for those traveling on foot or by bicycle, arriving at a project developed by the students themselves, who took inspiration from what had already been achieved in other cities and in Milan. The guests hoped that the Administration would welcome the project also to give a signal to young people. The sponsor and Municipality 4 intervened and contributed to financing the study work and the preparatory laboratories for the development, linking them to road education courses, not only in terms of knowledge, in schools. The councilors intervened to express appreciation for the project and highlight the need to free urban space from vehicular traffic as much as possible by putting people back at the center, thinking differently about the city's life times and inviting us to think about how to systematize this project.

Agenda:"Illustration of the restoration work on the facades of Palazzo Marino and via Marino 7". The following will be present:

OUTCOME:

The Councilor and the Offices have clarified that the restoration works of Palazzo Marino they will affect the four external facades and the internal ones on the main courtyard, which will be cleaned. The duration is expected to be approximately 16 months and the overall cost, equal to over 2,5 million euros, will be supported by the sponsor without any allocation from the Municipality of Milan.
The conservative recovery of the facade of via Marino 7 was also illustrated, the duration of which is estimated at approximately 6 months and the cost of which will be supported by the municipal administration.
A debate followed during which clarifications were requested on the tender notices to which the Councilor and the Offices responded.

The speakers invited to the Commission provided specifications relating to the functions and innovative settings to protect adolescents and prevent children under 13 from accessing the Instagram and Tik Tok platforms. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The managers of the Milan Marathon, the Director of the Opera Prison, the President of the Security and Social Cohesion Commission of Municipality 5 and the Delegate for Municipality 5 for Relations with Penitentiary Institutions illustrated the Milan Marathon event to the Commission, organized in collaboration between Municipio 5 and Opera Prison, in which some inmates will participate. They therefore responded to requests for information formulated by the Councilors regarding further projects for public utility works, the situation of prison police officers and phenomena of self-harm and suicides within prisons.

OUTCOME:

The session focused on the hearing of the CEO of ATM regarding the participation of the well-known subsidiary company of the Municipality of Milan in the tender for the management of the Paris light metro, in order to understand the motivations in terms of overall management strategies, as well as the possible repercussions on the investment plan in the Milanese metros and more generally in terms of local public transport. A substantial debate arose from which requests for further investigation and doubts emerged, to which an adequate response was provided, with a view to improving the company's competitiveness.

OUTCOME:

The councilors went to the property in via Bottoni 15 to examine the situation: They verified some problems related to the facades, infiltrations, parking and accessibility for disabled people. The MM technicians illustrated the extraordinary work plan which includes numerous interventions and which will presumably be started in 2026. The topic of renovating vacant housing was also addressed, an important issue to combat the housing emergency.

The Welfare Councilor, with the help of his managers, illustrated the FAMI project "Italian according to me" whose aim is to train 1.200 foreigners resident in the city in the Italian language in order to promote their integration. All the variations and particularities of the same have been provided, which affects all age groups from the youngest to adults. The initiative was particularly appreciated by the Councilors and the suggestion was made to give greater emphasis to the granting of citizenship by celebrating the event.

A debate followed during which the Councilors focused in particular on the importance of sharing the topic in question with schools and families.

OUTCOME:

In the presence of the Councilor for Education and Sport, as well as the top managers of the Evaluation, Control and Participatory Economic Management Area, of the Food Policy Area, of the Youth Work and Sport Area, in addition to the Budget and Participatory Management, it took place the session of the trijoint commission with the aim of taking stock to date regarding two findings that the Guarantor Authority for Market Competition (AGCM) has made against the Municipality of Milan with reference to the methods of assigning the services that the Administration has entrusted to Milanosport and Milano Ristorazione, raising critical elements or in any case requesting additional information relating to the adoption of the direct assignment system by virtue of the "in house" regime to which both investee companies are subject, with particular reference to the duration of the related assignments and the lack, according to the Authority itself, of technical elements justifying this choice. The managers explained in detail the procedural paths and management reasons, as well as the regulatory details, which underlie these choices. Comprehensive answers were provided to the questions that emerged from the resulting debate.

OUTCOME:

The offices of the Environment Directorate illustrated the contents of Resolution No. 562, specifying that the updating of the economic-financial plan is obliged by AERA which will decide on biennial revisions of the tariffs, specifying that the costs for 2024 and 2025 are established on the basis of the reports 2022 and providing an explanation on the composition of the sum.
The Budget Councilor illustrated Resolution No. 535 by observing that there will be a limited increase in the tariff for domestic users; he made an overview of the last 2 years of tariffs and indicated that new concessions for domestic users, alongside the historical ones, concern young people under 30, for whom there will be a 25% reduction in the variable part; while for non-domestic users the previous concessions are confirmed. He announces that the payment can be in 2 tranches, the first in July and the second between December and January, or in a single solution also with direct debit from the current account.
The councilors asked questions about the possibility of diversifying the costs depending on the location of the property and asked for information regarding the relief for those under 30, to which complete answers were provided.
At the end, the Presidents considered the debate on provisions Nos. 562 and 535 concluded and sent them to the Chamber for subsequent compliance.

OUTCOME:

The Head of the Legambiente Lombardia Action Center illustrated the dossier "Environmental Crime in Lombardy 2023" to the Commission. He therefore responded to the requests for information formulated by the Councilors regarding quarries, reclamation, environmental corruption, infiltration of organized crime in the environmental field and illicit waste trafficking.
