Enhancement of public spaces and areas created by private entities

Public works independent of building procedures, carried out by private entities at their own expense and care

A public or private entity can make a proposal for the creation, at its own expense, of a public work aimed at enhancing public space and aimed at a variety of users.

The interventions must concern works on public land whose solution involves a modification of the road geometries, for example:

  • redevelopment/reorganization of public spaces aimed at increasing pedestrian and cycle spaces, with possible provision of greenery, furnishings and TPL stops, etc.
  • redevelopment/reorganization of green spaces.

In the event of a positive evaluation of the request by the municipal administration, an agreement will be stipulated to regulate the relationships between the Parties for the purposes of detailed planning and execution of the works.

Below are the main steps:

  1. request for preliminary information
  2. drafting and presentation of the proposal (technical-economic feasibility project)
  3. verification of documentation and evaluation of the project
  4. signing of the agreement
  5. presentation of the executive project
  6. project approval
  7. presentation of the SCIA
  8. execution of works

NB. The process described does not concern the building procedures connected to the public work that is intended to be carried out. In these cases, references must be made to the PGT and SUE Direct Implementation Specialist Directorate - Affiliated Building Permits Unit. Interventions directly linked to a building project will have a specific agreement aimed at regulating public and private interventions.

All investigations carried out by the Technical Table and declared worthy of public interest in relation to the requests

  1. presented in 2022
  2. submitted before 2022 with the process already started and not yet completed

they will follow a specific process to complete the investigation.

Applications submitted before 2022 and deemed to be of public interest by the Technical Committee, are considered lapsed if the proposing Party has not promoted the progress of the procedure with the competent offices.
 

Once the complete application has been received, the maximum deadline of acceptance and/or denial of the proposal is of 90 days (variable based on the complexity of the intervention). The deadline may be considered suspended in the event of a request, during the preliminary evaluation phase, for design changes for the purposes of consent.

The deadline for theapproval of the executive project complete is of 60 days (variable based on the complexity of the intervention and the authorizations to be acquired). The deadline may be considered suspended in the event of a request for specific further information.
