Private vehicles of hospital employees intended for healthcare activities whose performance requires the use of a private vehicle, in the event of insufficient vehicles owned or available by the hospitals
Pass for free non-residential parking
The pass is granted for reasons of public interest or for relevant reasons connected to one's activities and services that take place in the city of Milan for which the vehicle represents an essential tool in a logic of service to the city.
Allows you to park for free:
- in paid parking spaces (blue lines)
- in areas reserved for residents (yellow lines).
Here are the categories that can request it:
- Offices of the State, Local Authorities and Diplomatic Corps
- Territorial and Functional Public Bodies
- Private vehicles used for service reasons for the Municipality of Milan
- Welfare associations
- Institutions, companies and companies providing a public service
- Radio and television networks in general
- NHS accredited doctors and pediatricians
- Event organizers
- Functions of Primary Public Utility
- Vehicles used for the Car Sharing service
- Fully electric or hybrid vehicles
- Certified Hospitals/Managing Bodies
The permit exists in exclusively digital form and must be used exclusively by the holder limited to the time and necessity connected to the performance of the institutional or service activity, with the exception of permits issued for the benefit of vehicles used for car sharing and electric vehicles/ hybrids, which can be used without limitations.
In order to guarantee maximum transparency, the lists of final authorization provisions will be published and updated on the Municipality's website in the "Transparent Administration" section. The data will be published aggregated by category of beneficiaries.

Request and renewal
The duration of the permit and the method of submitting the request for issuance and renewal are specified, for each category, in the Regulations attached to DD no. 5036 of 22/06/2022 and subsequent amendments, published in "Regulatory references". "
Cost
- stamp duty, if due pursuant to Presidential Decree 642/72.
