Pass for parking and circulation of vehicles of people with disabilities

The Municipality of Milan issues residents the parking and circulation permit in the European format.

The duration of the disabled pass is established on the basis of the health documentation presented and, in any case, not exceeding 5 years renewable, even in the case of permanent disabilities.

Request

You can submit your request online:

  • the person directly interested
  • the parent of minor children
  • a delegate, attaching the delegation form completed and signed
  • the legal representative of the disabled person, if appointed guardian/protector/support administrator and equipped with the necessary powers.
Alternatively

You can also request the issue and renewal of the pass at the counter, by booking your appointment online or by telephone.

In this case, the application must be submitted:

  • by the disabled person concerned
  • by parents of disabled minor children
  • by a delegate
  • by the legal representative of the disabled person, if appointed guardian/protector/attorney/support administrator and equipped with the necessary powers
  • by a relative up to the third degree (in case of inability of the interested party to sign).

Requested documents:

  • identity document of the pass holder
  • vehicle registration document, to be used mainly for the transport of disabled people, to allow access to Area B, Area C, ZTL, preferential lanes and parking
  • only if you are applying for another person, identity document of the applicant
  • recent color photograph in passport photo format of the pass holder
  • health documentation proving the state of disability
  • delegation on plain paper or deed of appointment as legal representative.


Documents for issuing a new disabled pass
To submit the request for the issuance of a disabled pass, you will also be required to submit one of the following documents:

  • certificate of significantly reduced walking
  • disability or handicap report
    You are required to deliver a document containing all the pages of the OMISSED version. The report must conform to the original, must not have undergone revocation, modification, alteration or replacement since the date of issue and must be valid. Download an example of a Disability Report or with recognition of the status of blind person (L. 382/70) or with the indication of significantly reduced walking ability (art. 381 of Presidential Decree 495/1992)

The Administration will also evaluate the approved sentences that recognize one of the rights mentioned above.

Documents for the renewal of disabled passes with permanent disabilities

If in the past you have already obtained a disabled pass from the Municipality of Milan on the basis of one of the aforementioned regulations recognized on a permanent basis and still valid, you will have to renew the disabled pass by showing one of the following documents:

  • certificate from the doctor certifying that "to date, the health conditions that led to the issue of the disabled pass persist
  • disability or handicap report with the following references:
     
    • Presidential Decree 495/92, art 381 with certification of non-audit or exemption from future audits pursuant to Ministerial Decree 02/08/2007
      or
    • L. 382/70 blind status with certification of non-audit or exemption from future audits pursuant to Ministerial Decree 02/08/2007.
