Agenda:"La Triennale di Milano Foundation and its activities". The following will be present at the Commission:

OUTCOME:

Starting from a general report of the work carried out in the last five years, as well as from the consequent positive feedback received in terms of financial availability and budget, the activities of the "La Triennale di Milano Foundation" were presented, an institution which allows the City of Milan also to dialogue with the world, through the involvement of professionals, artists and intellectuals, not only Italians.
The city councilors who attended asked questions and requested clarification, especially regarding the recent dissolution of the "Amici della Triennale" association.

Council Commission Budget and Real Estate (Chaired by Councilor D'Amico Simonetta)
Agenda: Resolution no. 4389-2022 with the subject “AMENDMENT AND INTEGRATION OF THE REGULATION OF THE SINGLE EQUITY FEE ESTABLISHED BY ART. 1, PARAGRAPHS FROM 816 TO 836, OF LAW N. 160/2019 AND APPROVED BY RESOLUTION OF CCN 23 OF 11/03/2021 WITH PARTICULAR REFERENCE TO THE DISTRIBUTION OF ADVERTISING MESSAGES, STARTING FROM THE YEAR 2023". They will be present:

OUTCOME:

The Budget Councilor illustrated resolution no. 4389-22, concerning the amendments and additions to the Single Property Fee Regulation, then answering the Councillors' questions. The President then declared the measure discussed, sending it to the Council for debate.

Council Commission House and Neighborhood Plan (Chaired by Councilor Bottelli Federico)
Agenda:Proposal for Council Resolution No. 4286-2022 - "Proposal for approval of the annual plan for the provision of public and social housing services for the year 2023". The following were invited to the Commission's work:

  • the Councilor for Housing and Neighborhood Plan Pierfrancesco Maran;
  • the Director of the ERP Accommodation Assignment Area dr. Carlo Lopedote;
  • the Director of the Home Management arch. Franco Zinna;
  • the dr. Angelo Zito Director of the Housing Policy Area and Support for Housing Fragility.

OUTCOME:

In the presence of the Councilor for Housing and Neighborhood Plan and the top managers of the Housing Management, as well as a trade union representative, the presentation of the annual plan for the provision of public and social housing services for the year 2023 took place, a programmatic document carried out by the Housing Department which not only allows us to make an evaluation compared to previous years, but above all allows us to prepare the calls for tenders for the assignment of public housing and foresee the housing services as a whole. The councilors present were able to ask their in-depth questions which were adequately answered.

Joint Council Commission Budget-Real Estate e Urban Regeneration (Chaired by Councilor D'Amico Simonetta and Councilor Ceccarelli Bruno)
Agenda:Proposal for Council Resolution N/4421-2022 “Location of urban functions in an area intended for mobility infrastructure, located in via Bisceglie, pursuant to art. 8 paragraph 3 point 11 of the Implementation Rules of the Service Plan of the PGT in force and contextual exchange with privately owned area located in via Parenzo/Ernesto Rossi.” The following were invited to the Commission's work:

  • the Councilor for Urban Regeneration Giancarlo Tancredi,
  • the Councilor for Budget and Real Estate Emmanuel Conte,
  • the Director of Urban Regeneration arch. Simona Collarini,
  • the Director of the Real Estate Area arch. Massimo Marzolla,

OUTCOME:

The Councilor for Urban Regeneration, with the help of his managers, illustrated the proposed resolution no. 4421 which provides for the acquisition of an area located in via Parenzo, privately owned, with building volumes, which will be used as a park to integrate with the other neighboring green areas and the transfer in exchange to the private operator of another area, now used as a car park, located in via Bisceglie where the volumetric rights will be transferred and it will be possible to build a building there. The Councilors asked for some clarifications which were promptly answered and at the end of the debate the resolution was considered discussed.

Council Commission Sport, Tourism, Youth Policies-Policies for Wellbeing e Control of Participatory Bodies (Chaired by Councilor Angelica Vasile and Councilor Marco Bestetti)
Agenda: Inspection at the Suzzani swimming pool in via Luigi Beccali n. 7. The following were invited to participate:

  • the Sports Councilor, Marina Riva,
  • the Councilor for Budget and Real Estate, Emmanuel Conte.

The following will be present in the Commission:

  • Rosanna Volpe - President of Milanosport SpA,
  • Andrea Galbusieri – Director of MM SpA Ordinary Maintenance of Plants and Infrastructures Division,
  • Roberta Pezzulla – MM SpA Users and Ordinary Maintenance Programming Manager.

OUTCOME:


The group of visitors and the guests gathered took note of some anomalies within the structure being inspected, although less significant than feared. The managers of the two subsidiaries (MM SpA and Milano Sport SpA), between which an insufficient, but improving, collaborative relationship regarding maintenance operations was highlighted, have reassured us that the anomalies found have been overcome. The existing contract between the two companies will be reviewed.

Council Commission  Welfare-Health (Chaired by Councilor Marco Carlo Fumagalli)
Agenda:"Community homes and hospitals in the ATS Milan area. One year after the presentation to the council commission of the project lines for the implementation of the new territorial socio-health facilities". Will participate:

  • the Welfare and Health Councilor: LAMBERTO BERTOLE';
  • the General Director of ATS Milan: WALTER BERGAMASCHI.

OUTCOME:

The Councilor for Welfare and Health and the General Director of ATS Milan have provided specifications relating to the "Community Homes and Hospitals" in the ATS Milan Territory, highlighting that this is a very complex but strategic issue for promoting local medicine suited to the needs of the city ​​and citizens. The community homes, financed partly by European funds and partly by regional funds, guarantee primary health care functions and prevention activities. The Councilors asked questions on the merits to which exhaustive answers were given.

Council Commission  Subcommittee on Prisons, Penalties and Restrictions (Chaired by Councilor Nahum Daniele)
Agenda: Hearing relating to the agreement stipulated between Municipality 8 and the Milan-Bollate Prison on the possibility of detained persons admitted to art. 21 OP to carry out social activities in favor of the community within the territory of Municipality 8. The following will be present:

  • the President of Municipality 8 Giulia Pelucchi,
  • the Councilor of Municipality 8 Fabio Galesi,
  • the Director Giorgio Leggieri,
  • the Director of UEPE Teresa Mazzotta.


OUTCOME:

The Director of the Bollate prison and the Councilor of Municipality 8 illustrated the contents of the agreement stipulated between the two institutions, noting the positive aspects for the prisoners who benefit from the benefits of the art. 20 OP and the positive effects on the entire Municipality, specifying in which areas the public utility work contemplated in the agreement is carried out and hoping for the involvement of other city Municipalities. The guests and councilors noted that the agreement is going in the right direction, underlining the need for it to include projects in long-lasting areas and to be a real introduction to the world of work for prisoners. The speakers underlined the correctness of this request by asking to also involve training agencies.

Agenda:Presentation of Civil Week 2023. The speakers will be:

  • Andrea Fanzago - President CSV Milan,
  • Marco Pietripaoli – Director of CSV Milan,
  • Filippo Petrolati – Director of the Milan Community Foundation,
  • Rossella Sacco – President of the Third Sector Forum in Milan.

OUTCOME:

The Director of "Buone Notizie" of Corriere della Sera announces that the third edition of Civil Week, entitled "I take care of myself: people, territory and environment", will be held in Milan from 4 to 7 May 2023. The President and Director of the CSV of Milan, the President of the Third Sector Forum of Milan and the Director of the Community Foundation of Milan announce that events will be held throughout the entire territory of the Metropolitan City of Milan, with the involvement of schools, Municipalities and Milanese entrepreneurial realities. The Commission expresses its appreciation for this initiative, suggesting that particular attention be paid to youth issues.

OUTCOME:

The guests illustrated the characteristics of the sporting, social and educational activities proposed by the associations they represent.
A debate followed during which some Councilors formulated considerations relating to economic and energy sustainability to which Councilor Riva provided a response.
