OUTCOME:

The Councilors gathered at the Milan Conservatory and welcomed by the Director, the President and the Head of the Communication and Press Area of ​​the structure, were able to visit the most significant places of this Institution (Sala Verdi, Library and Historical Archive). The history of the Conservatory was briefly explained to them (established in 1807 by Royal Napoleonic Decree and inaugurated on 3 September of the following year), and they were told about the illustrious students (Pollini, Dobatoni, Chailly, etc.) and the personalities who taught (Quasimodo, Pivano). They examined the premises of the specialist library and the historical instruments and relics displayed both in the foyer of the Verdi Room and in the Sala delle Colonne.

Agenda: "Presentation of the Real Eyes five-a-side football team, involved in the 5-team football championship - for sighted and blind people - promoted by the Italian Sports Center (CSI), which is played at the PalaIseo. The following will be present:

  • the Sports Councilor, Martina Riva;
  • the world and European water skiing champion and member of the National Council of the CIP (Italian Paralympic Committee) as well as founder of the Real Eyes Sport Sports Association of which the team is part, Daniele Cassioli;
  • the President of CSI Milano Massimo Achini;
  • the President of the Italian Paralympic Committee of the Lombardy Region, Pierangelo Santelli;
  • the Vice President of CONI Claudia Giordani;
  • Francesco Cusati, President of the Milan non-profit sports group for the blind"

OUTCOME:
The world and European water skiing champion and member of the National Council of the Italian Paralympic Committee, as well as founder of the Real Eyes Sport Sports Association, illustrated to the Commission his sporting career and the "Space to gesture" project, dedicated to physical activity and to the promotion of sports practice for children and young people with visual disabilities. The President of the Italian Sports Center in Milan informs about the 5-a-side football championship, in which 12 teams of sighted and partially sighted people participate, promoted by the CSI at Pala Iseo. The President of the non-profit Milan Blind Sports Group illustrated some initiatives organized by the association. The Commission welcomed the excellent initiatives being carried out.

Agenda: Vision of the critical ERP municipal building in via Labus 21. The following will be present:

OUTCOME:

The councilors examined the existing situation at the ERP buildings in via Labus 21. One councilor highlighted the critical issues present while the MM technicians illustrated the interventions underway and those planned to resolve the uncomfortable situations.

OUTCOME:

The Delegate for Gender Equal Opportunities and the competent offices of the Culture Directorate have provided specific initiatives regarding the "8 March 2023". Furthermore, a focus was placed on the site dedicated to women https://www.comune.milano.it/web/milano-citta-delle-donne explaining that it collects all the initiatives organized by the Municipality and local associations who received the patronage of the Municipality. The Councilors asked questions on the merits which were given exhaustive answers.

Joint Council Commission: Mobility, Environment, Greenery and Animals e Control of Participatory Bodies (Chaired by Councilor Carlo Monguzzi and Councilor Marco Bestetti)
Agenda: Update of the 2021-2030 Business Plan - Focus on the city of Milan. The following will be present in the Commission:

  • Renato Mazzoncini – CEO of A2A,
  • Stefano Granella – Head of Strategy and Growth A2A Group,
  • Fabio Maisto – Head of Regional Affairs A2A Group.

OUTCOME:

The CEO of A2A illustrated the update of his group's strategic plan for the period 2021-2030, paying particular attention to the investments made and planned for Milan both in the energy and environmental hygiene sectors. Furthermore, he presented data regarding the group's current energy production and how this will develop in the coming years, always paying attention to all initiatives aimed at saving energy. The Councilors asked various questions on energy issues and on the collection and recycling of waste carried out by AMSA, a group company, who were given the requested information.

Joint Council Commission Urban Regeneration e Mobility, Environment, Greenery and Animals (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: Situation of Piazza d'Armi, with particular reference to the possibility of inserting the Boschetto dell'Averla into the Park. They were invited to participate:

  • the Councilor for Urban Regeneration, Giancarlo Tancredi,
  • the Councilor for the Environment and Green, Elena Grandi,
  • the representatives of the "Le Giardiniere" Association,
  • representatives of the Invimit company.

OUTCOME:

After an overview by the Councilor for Urban Planning on the current situation of the area called Piazza d'Armi, a representative of the "Le Giardiniere" Association intervened to ask for the protection of the Boschetto dell'Averla, which is not restricted and on which new buildings could arise. This resulted in a debate, in which the Councilors also participated, at the end of which the Councilor invited us to always have an overall vision of the situations and recalled that the situation in the area has remained blocked and degraded for decades, with serious inconvenience for citizens and that a difficult agreement was reached in the PGT, providing that 75% of the 42 hectares that compose it were destined for parkland, from which 1,7 hectares of the Boschetto dell'Averla were excluded, but that will however send an invitation to the property to adopt a strategy to safeguard it.

Agenda: Ppresentation of the Notice: "PUBLIC SELECTION, FOR EXAMS, TO FILL 30 PERMANENT POSITIONS OF THE PROFESSIONAL PROFILE OF LOCAL POLICE OFFICER". They will speak:

OUTCOME:

In the presence of the Councilor for Security and the Director of the Urban Security Area of ​​the Municipality of Milan, the presentation of the new public selection notice aimed at hiring new Local Police officers took place. For the occasion it was possible to take stock of the situation regarding the staff available and the prospects for quantitative expansion, as well as the organization of work in view of the increase in new services. The councilors present were able to ask in-depth questions which were adequately answered.

Agenda: "Project activities of the office of the Guarantor of the Rights of Children and Adolescents". Will participate:

OUTCOME:

The Guarantor of the rights of children and adolescents illustrated the main events scheduled for the week of children's and adolescents' rights, from 22 to 28 May 2023, in particular the forum of the Municipal Councils of Children and Girls (ConsigliaMi) and the Festival of boys and girls at the Sforzesco Castle in the Municipalities.
He also described the "Teen Voice" initiative, which aims to create a table of minor consultants who interface directly with the Guarantor and also reported the work of the technical table on the Memorandum of Understanding for the adoption of interventions coordinated to protect minor victims of violent crimes.

Agenda: "Visit to the Aggregative Cultural Center: Evergreens" in Via Val di Bondo 13. Participants will be:

  • Director of the Health and Community Services Area: dr. MARCO PAPA;
  • Director of the Center: Dr. ANNA BINI.

OUTCOME:

The councilors examined the Aggregative Cultural Center managed by the “Sempreverdi” Association. The representatives of the management committee illustrated the activities that take place there and what needs they have. The directors asked questions aimed at better understanding some areas concerning both organizational and management aspects, which were answered. The Offices briefly illustrated the co-programming process that is being undertaken with the 29 Centers present in the city and which will lead to co-planning.

Agenda: 1) Update on the AGORA' Sports Center. 2) “CARRARO SPORTS CENTER” audition. Participants will be:

  • the Councilor for Sport, Tourism and Youth Policies Martina Riva;
  • Councilors of the Sports commission of Municipalities 5 and 6.

OUTCOME:

The Councilor for Sport, Tourism and Youth Policies updated the situation regarding the Ice Palace in via Ciclamini 23 (Agorà) and the Carraro Sports Centre. With regard to the first, he reported that the activities of the structure are suspended because the concessionaire company has renounced the continuation of the management following economic difficulties and he specified that a notice of expression of interest has been published, in which a single subject and whose proposal is being evaluated; all while waiting (approximately a year) for the thirty-year assignment, for which a specific announcement is foreseen. Regarding the Carraro Sports Centre, still awaiting completion of the redevelopment, he announced that, at the beginning of the year, the Municipality of Milan adopted a Council Resolution (253/2023) for the approval of the guidelines for the concession for the management of the sports facility. The members of the Sports Commissions of Municipalities 5 and 6 were reassured on some specific requests (speed of processes, reorganization of the green areas, safety measures, direct involvement).

Joint Council Commission Budget and Real Estate e Security and Social Cohesion (Chaired by Councilor Simonetta D'Amico and Councilor Michele Albiani)
Agenda: Urban Security Directorate - General Affairs Area N/188-2023 Recognition of off-balance sheet debts, pursuant to art.194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for the unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the ecological operators Amsa and other public inspectors, for a total of €6711,22. WILL INTERVENE:

  • Dr. Paola Zarba.

 

 SPECIALIST COLLECTION AND COLLECTION DIRECTORATE - FORCED COLLECTION AND SANCTIONS AREA CDS N. 239-2023 Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €38.954,73.

He will speak:

  • Dr. Antonella Fabiano.

OUTCOME:

The Director of the Specialized Collections and Collections Directorate and the Area Director of the Urban Security Directorate described in detail the origin of the off-balance sheet debts referred to in resolutions nos. 239 and 188 of 2023, answering the questions of the President, who at the end declared the two measures discussed, sending them to the Council Chamber for debate.
