The Councilor and the Offices illustrated the characteristics of the conservative restoration intervention of Palazzo Reale, focusing on the commitment to building a mapping of its artistic heritage and a network between the various offices and institutions that today conserve the works. The commitment for the partial recovery of the furnishings and works that will be destined for the part of the Palace which will be rearranged with the original pieces was also recalled.

Agenda: State Property and Heritage Directorate Facility Management AreaA RESOLUTION No. 53 /2023 Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of the Legislative Decree. Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Third Party Civil Liability policy, following n. 2 executive judicial measures unfavorable to the Municipality for a total of €27.795,39.=. OUTCOME:

The proposed Resolution no. 53/2023, relating to the recognition of debts outside the budget and concerning two separate sentences which see the Municipal Administration losing for a total of €27.795,39, was declared discussed during the session and sent to the Municipal Council for subsequent obligations. Upon explicit request, the Director of the Facility Management Area reported that the average time for such practices is 6 months if there are no personal injuries and 8 if there are recorded ones. He also responded to further clarifications advanced.

Agenda: "Approval of the technical and economic feasibility projects of the interventions envisaged in the integrated social residential building program "Corvetto Universal City" in particular the ERP complexes viale Omero 15 and via Barzoni 11". They will be present:

The Director of the Housing Department illustrated the Corvetto Univesal City project, which involves the renovation of two buildings in via Omero and the demolition and reconstruction of 60 dwellings in "minimal houses", in via Barzoni. The Director himself then responded in detail to the questions posed by the Councilors and citizens present.

OUTCOME:

The session was dedicated to in-depth analysis of the issues, and related problems, relating both to the job placement of post-sentence prisoners and to work for third parties carried out within the prison. The Directors of the three Milanese penitentiary institutions (San Vittore, Bollate and Opera) were heard and carried out an extensive examination of their individual situations. The resulting debate was fueled by the presence of the person responsible for the educational treatment of prisoners under the Superintendency's charge, as well as by the contribution of the representatives of the major training agencies present in the area and of the Municipality managers who coordinate these interventions, who provided an overview of the projects in be in the training and implementation field with a view to real social inclusion which cannot ignore the work dimension.

OUTCOME:

The Councilor, the Management Offices and the proposing Company have illustrated in depth the Implementation Plan pursuant to the PGT concerning the area in question, specifying that this is a procedure under the jurisdiction of the Council. They pointed out that the intervention is part of a broader scope, the "mosaic study", and underlined its contents which include social, free housing, neighborhood shops, nursery schools, gyms and public green areas. The councilors carried out assessments, expressed opinions and asked questions to which the interlocutors provided answers and highlighted other peculiar aspects.

Agenda: 1) Urban Security Directorate General Affairs Area, RESOLUTION 28 / 202328 / 2023 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for the unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the ecological operators Amsa and other public inspectors, for a total of €. 13.979,35.
2) Urban Security Directorate General Affairs Area, RESOLUTION N. 52/2023 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for the unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the ecological operators Amsa and other public inspectors, for a total of €. 13.047,16
3) Specialist direction Collections and collections area of ​​compulsory collection and CDS sanctions, RESOLUTION N/67-2023 Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of €17.104,61. The measure involves expense. 

OUTCOME:

The Director of the Specialized Collection and Collection Department and the Director of the Sanctioning Procedures Area illustrated Resolutions no. 67, no. 28, and n. 52 concerning a series of off-balance sheet debts deriving from judicial measures unfavorable to the Municipality of Milan. At the end the Presidents declared the measures discussed and sent to the City Council for examination.

Agenda: "The Social Custody Service, where are we at" Participants will be:

OUTCOME:

The Councilor for Welfare and Health, with the help of the Director of the Home Care Area, illustrated the new home care system, focusing in particular on social custody. This last service consists of a series of interventions for the fragile population, essentially residing in public residential housing, aimed at avoiding marginalization, isolation and promoting a sense of trust and socialization. A description of the interventions carried out by the social custodians was carried out and the numbers of those assisted in the last quarter of 2022 were provided, divided by Municipality as well as providing the list of bodies accredited for this service. The Councilors asked some questions which were promptly answered.

Council Commission Special for the Civil Economy and the Development of the Third Sector (Chaired by Councilor Pedroni Valerio)
Agenda: Visit to the Attimi social enterprise, Piazza Wagner 2, which employs the beneficiaries of the mental health services of the iSemprevivi+ Onlus Association. For the Association will be present:

  • the President Don Domenico Storri.

OUTCOME:
The Councilors went to visit the iSemprevivi Association, at the Parish of San Pietro in Sala, in Piazza Wagner and were led by the Parish Priest, who is also President of the Association and graduated in Psychopedagogy, to visit the hosting spaces people, especially young people, suffering from mental health problems. There are two day centres, one in the Parish, which takes care of around a hundred people, with an average age of 25 to 28, and the other, in via Raffaello Sanzio, dedicated to adolescents, which takes care of around 40 young people. , from 14 to 18 years old, where there are various workshops (Art, Theatre, Goldsmithing, Cosmetics) and a Web Radio, which takes its name from the "iSemprevivi" Association. The association also manages three apartments where a total of 15 people temporarily reside and manages a cinema, inaugurated in its new shape last Sunday and an ice cream bar, established two years ago through the "ATTIMI" cooperative, which manages to give work to 10 young people, all coming from experiences of mental distress.

OUTCOME:

The President of the High Gravity School illustrated to the Commission the initiatives and activities carried out by the amateur sports association. You therefore responded to the requests for information made by the Councilors regarding costs, number of members and organization of events.

Agenda:"Support for parenting: consultants and postpartum services. Dr. Nadia Rovelli will be present. Invited:

  • the Councilor for Welfare, Lamberto Bertolè".

OUTCOME:

Young women today do not have the history of primary care that was typical of their mothers and grandmothers. It therefore becomes essential to provide a whole series of postpartum services, useful for dealing with the first days and months of the newborn's life in the family. 
The topic of parenting support was addressed, to be guaranteed above all through home visits, dedicated toll-free numbers, telephone-obstetric triage, community homes, counseling centers etc.
The topic aroused the interest of the Councilors present, who asked questions and requested clarifications.
