OUTCOME:

The Councilors and Directors invited to the Commission illustrated the new project "ANPR Registry Services in Libraries" whose objective is to make libraries multifunctional access centers accessible to citizens registered in the National Registry. The project involves the activation in library offices of a computer station through which citizens will be able, with their credentials (SPID, CIE), to independently access and print personal and civil status certificates. There is also the possibility for citizens, on certain days and time slots, to access this service in assisted mode. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda:Proposal for Resolution no. 1340/2023 Single Programming Document (DUP) 2024-2026 Participants will be:

OUTCOME:

The Budget Councilor illustrated resolution no. 1340-23, relating to the Single Planning Budget 2024-2026, then answering the questions posed by the Councillors. At the end, the President declared resolution no. discussed. 1340-23, sending it to the Council debate.

Agenda:"Return of results of the Participation Forum and research path with codes for a new model of participatory governance". They will be present:

OUTCOME:

The Councilor for Civic Services proposed the ways in which the Administration intends to develop citizen participation in the life of the Municipality and presented examples in which this has been achieved. Subsequently, the following speakers spoke: the founder of Codici, an association that had the task of preparing a feasibility study aimed at implementing citizen participation processes and a representative of Avventura Umana who illustrated the results of the Participation Forum held from 19th to June 21, 2023. The Councilors asked some questions which were promptly answered.

Agenda: Preventive evaluation and definition of a maximum threshold of admissible audience in urban areas for large events, based on the urban and environmental characteristics of the site: the case of summer concerts in equestrian areas. Participate:

OUTCOME:

The Presidents of Municipalities 7 and 8, together with some exponents of the San Siro Stadium Committee, informed the members of the meeting Commissions of the serious inconveniences (noise pollution, impaired traffic, illegal parking, etc.) caused to residents by the numerous concerts, in growth compared to the previous year, held during the summer at the La Maura space, the Hippodrome and, albeit to a lesser extent, the Meazza Stadium. the Municipal Administration has proposed a measure to limit the number of spectators for each event and yet the guests present consider it insufficient and ask for a different organization of the shows and a programming that is more attentive to the needs of the territories. Finally, regarding the concerts scheduled in Piazza del Duomo, a request was made to limit them only to events organized by the Teatro alla Scala.

Joint Council Commission Sport, Tourism, Youth Policies-Policies for Wellbeing e Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda: Hearing on the condition of the sports facilities and sports facilities of Municipality 7. Participants will be:

OUTCOME:

Today's session dealt with sports practice in Municipality 7, hosting the relevant area commission complete with its institutional representatives, led by the Vice President of Municipality 7 as well as Councilor for Culture, Parks, Agriculture and Sport. The latter illustrated the existing relationship with the concessionaires and the state of conservation and use of the sports facilities in the local area, with a particular focus on the organized events. The councilors present were able to express opinions and ask questions which were convincingly answered.

OUTCOME:

The Councilor and ATM recalled the changes made to surface roads following the opening of the new M4 stations, focusing in particular on the suppression of line 73, the activation of line 973, the adaptation of line 27, the creation of the night bus service replacing the M4 line between Linate and Duomo and on the new stops of line 54.
A debate followed during which city councillors, municipal representatives and citizens expressed opposition to some changes and asked for the restoration of line 73.

OUTCOME:
The Councilor, the Offices and Covivio illustrated the transformation of the areas affected by the intervention, inserted in a context of extensive territorial revisions. They explored the characteristics of the intervention intended for the latest generation tertiary sector and characterized by spaces for public use with green areas and water paths. Councilor Marcora expressed appreciation for the project, but criticized the Administration's choice to spend millions of euros on the project for via Crema and the A2A tower, instead of favoring social housing projects. The Councilor invited the President to convene a session on the topic to show the interventions carried out and planned, which lead Milan to be the first city in Italy for volumes of intervention in this sense.

Agenda:Proposed Resolution N/1337-2023: Approval of the changes to the provisions of the Service Plan of the current Territorial Government Plan pursuant to art. 9 paragraph 15 of Regional Law n. 12/2005 and subsequent amendments in order to allow the University of Milan Bicocca to create a university research center consisting of scientific laboratories, for the area located in via Antonio Boschi and Marieda Di Stefano 2, identified in the land registry on sheet 105 maps 261, 376-377. OUTCOME:

Some representatives of the ManagerItalia Lombardia Volunteer Group (22.454 members), guests at the hearing, illustrated the main elements of the complete system of services and consultancy offered to the community as a point of reference for all individual support but not only. It organizes and offers training and in-depth meetings, cultural and leisure activities. This Association has within it managers and former managers of various production sectors, willing to share their skills (accounting, organisational, management and training), in order to promote active policies for work and allow the realities of the territory and the Third Sector to carry out their interventions more effectively.

OUTCOME:

The Director of the Urban Safety Area illustrated the proposed resolution no. 883 and 1197 relating to off-balance sheet debts arising following 38 measures which saw the Municipality of Milan lose before the Justice of the Peace. All generated by violations of the Highway Code but which were rejected due to various defects. At the end of the presentation, as there were no Councilors asking questions, the President of the Security Commission declared resolutions no. discussed. 883 and 1197 which can continue for the council debate.
