The Commission carried out an inspection at the Beccaria Penal Institute for Juveniles. The pastry laboratory and the school classrooms were visited.

OUTCOME:

The Councilors and Offices illustrated the 2023 Budget Forecast relating to the Green and Environment Directorate, clarifying that it provides for a spending commitment consistent with the 2022 forecast. They highlighted some aspects.
The councilors asked questions aimed at defining some items more precisely and asking for clarifications on some topics. The Councilors and Offices responded fully to these requests.

OUTCOME:

The Councilor for Housing and Neighborhood Plan, assisted by the major managers of the Housing Directorate, as well as the Technical and Urban Furnishings Directorate, presented the 2023 Budget of the aforementioned Directorate, in addition to the update of the Three-Year Plan for Public Works (PTO). The Councilor highlighted the similarities and differences with the previous year, in order to analyze the current situation in order to set the next intervention strategies in the short and medium term. As regards the PTO, the works already underway, those awaiting tender and those postponed to the next few years were presented. The councilors expressed their assessments which were adequately responded to.

The Budget Councilor briefly summarized what was already illustrated in the first presentation session of Resolution no. 7-23, relating to the DUP 2023-2025, integrating the information with a new slide, with a focus on the history of revenue and exit, from 2017 to 2023. Only the President asked two questions, relating to dividends and the Doubtful Credit Fund, questions to which the Councilor answered exhaustively. Agenda: Presentation of the initiatives and projects for the 1873-2023 sesquicentennial of the incorporation of the Municipality of Corpi Santi into the Municipality of Milan and the 1923-2023 centenary of the aggregation into the Municipality of Milan of the neighboring municipalities and their villages, which became new peripheral districts, today an integral part of the city. Participants:

Agenda: Accessibility and usability of places of cultural interest and sports facilities in view of the 2026 Olympics and Paralympics. Speakers:

The representative of the National Association of Sighted Persons, not before having described the institutional aims of the Association itself, illustrates the possible initiatives to be adopted to make the city effectively accessible to anyone. More or less significant critical issues were also reported by the managers of some other associations present regarding the projects for the future Olympics and Paralympics in 2026. Other delays and shortcomings are recorded in the application of the UN Convention on the Rights of Persons with Disabilities.

OUTCOME:

The Commissioners carried out an informal visit to the Giuseppe Mezza stadium, as the legal number of Councilors present, capable of making the session valid as required by the art., was not reached. 8 paragraph 1 of the Council Commission Regulations. In particular, information was given on the capacity of the stadium, the number of events and matches hosted annually, on the problems of the structure, especially those relating to the opening ceremony of the 2026 Winter Olympics. OUTCOME:

The Councilor and the Management illustrated the contents of the co-programming path (as established by the law on the Third Sector) implemented with the APS that manage the CSRCs to achieve a renewal allowing to better intercept the elderly population. They explored the listening methods adopted and the path that will lead to a document that starts the co-planning. The councilors asked for further information and asked questions, mostly aimed at asking for confirmation regarding the possibility that the current Associations that manage the CSRCs can continue on their path, being an expression of those who live in the area and aware of its needs. An answer was given to this, specifying that only at the end of the co-programming process can the phase of developing a shared plan with the APS themselves and the Municipalities be started which will lead to an overall proposal.

Agenda: "Presentation of the #giroinbici project, a challenge between schools with videos dedicated to cycling. A challenge with videos dedicated to the last classes of primary school (fourth and fifth) and to lower secondary schools. The Municipality of Milan - in As part of the European project LIFE-PrepAIR - launches the video challenge #GIROINBICI. OUTCOME:

The session focused on the presentation of the #giroinbici initiative which is part of the European LIFE-PrepAIR project. This is a proposal aimed at the entire school community, in particular at the comprehensive schools of Milan and in general at all citizens, the aim of which is to promote the use of bicycles among children, girls and boys to form a cycling culture, since it is the period of life in which certain choices are made and in any case the little ones are still very sensitive to environmental issues, therefore this form of climate-friendly mobility is spread in a much more effective way. Assisted by the Mobility Councilor, the specialist management and monitoring authority management and the education management who coordinate the LIFE-PrepAIR project for the Municipality of Milan, which has already been active for a few years. The result was a debate with the councilors present which explored the open logistical issues and other initiatives in this regard.

OUTCOME:

An economic criminal law expert illustrated the ways in which organized crime launders the money obtained through illicit activities. In particular, you reported that several European countries have adopted a regulatory system that favors the money laundering mechanism by allowing the creation of anonymous companies. To prevent recycled illicit resources from being used to obtain public contracts, he suggested that the Municipality of Milan equips itself with a team of specialists who, using the available databases, verify who the owners of the companies that propose to do business with the Public Administration in order to avoid contact with suspicious companies. The Councilors asked some questions which were promptly answered.
