OUTCOME:

The Councilor for Culture and the Managers of the same Department illustrated the Public Notice relating to the “Milan is Alive” Project. This program, financed by state funds, although significantly reduced compared to the last edition, has the aim of promoting and supporting the creation of cultural and entertainment events and demonstrations spread throughout the city and in particular in the suburbs. The requirements for participation in the tender, it was specified, are quite rigid and on the basis of this, some of those who spoke highlighted the risk that the cultural realities of the territories would be excluded.

Agenda: Inspection of the Fighters Club Via Alessandro Volta, 23. Participants will be:

OUTCOME:

The Commission went to visit the spaces of the National Association of Fighters and Veterans - Volta - Garibaldi Section, in view of the next urban redevelopment intervention for the construction of the Museum of Memory. The proposal was made to obtain, during the redevelopment works, the temporary occupation of a space, in order to be able to continue the socio-cultural activities of the Association. The opportunity to protect the tree species present in the area was also highlighted, in view of the opening of the next redevelopment works.

Agenda:Budget and Subsidiaries Management - Tax Management Area RESOLUTION no. 464 / 2023 "Approval of the TARI tariffs - Waste Tax - Year 2023 and of the concessions". 3) Budget and Subsidiary Management - Tax Management Area RESOLUTION: n. 506 / 2023 Approval of the changes to the Municipal Regulation for the application of the Waste Tax - TARI. The following will be present:

OUTCOME:

The Budget Councilor illustrated the proposed resolution no. 506 where some changes to the TARI regulation are reported to implement the provisions contained in resolution no. 15/2022/R/rif of 18.01.2022 of the Regulatory Authority for Energy, Networks and the Environment (ARERA) as well as other clarifications on some particular situations. Subsequently he moved on to present resolution no. 464 which shows the new TARI tariffs applicable in the current year. At the end of the presentation, as there were no Councilors asking questions, the President of the Budget Commission declared resolutions no. discussed. 464 and 506 which can continue for the council debate.

OUTCOME:

The Councilors illustrated the plans and projects studied by the Administration to respond to the need for ERS and subsidized housing. They explored the most relevant aspects by providing data and indicating priorities. The guests underlined the needs and suggested some possible ways of intervening on the matter, also noting the changes that have occurred in the real estate market and, consequently, the changing needs for housing in the population. The councilors intervened, some expressing doubts and criticizing the policies adopted so far, others noting how, with the projects indicated and trying to involve other institutions that have expertise in the matter, it is possible to offer a concrete response.

Agenda:Interventions underway to strengthen the irrigation system of green areas. Participants:

OUTCOME:

The Green Department Councilor, the Director of the Green Department and the Director of the Water Service Division at MM SpA provided specifications regarding the ongoing interventions to strengthen the irrigation system of the green areas. It is underlined that to date the irrigation systems are already active and this is necessary to face the upcoming summer and related drought; Furthermore, the water supply sources of the cities of Milan are highlighted. the Councilors express their reflections on the merits.

OUTCOME:

The Director of the Arteka Dance School illustrated to the Commission the initiatives and sporting activities carried out by the amateur sports association. There was discussion about communication strategies to promote sports activities, the interaction between sports associations and schools and sports activities dedicated to adolescents.

OUTCOME:

During the meeting it was clarified that Fondazione Milano-Cortina 2026 has the task of preparing and managing the sporting and cultural events of the 2026 Olympic and Paralympic Winter Games.
A focus was placed on the Foundation's core business, i.e. the organization of services relating to logistics, transport, accreditation, medical services, security and relations with the media.
Considerations were then formulated and some questions asked about the costs, the sustainability of the event and the progress of the works of the works to which exhaustive answers were provided.

OUTCOME:

The representatives of the professional associations involved (Architects, Engineers, Industrial Experts) explained what the main obstacles are in the application of current legislation in terms of safety, both with regards to new constructions and what concerns existing buildings. The offices described what has already been done and what will be done, at the level of the Building Regulations, to ensure that the existing rules are respected, especially by private citizens and condominium administrators.

Agenda:"Design Week 2023". Will participate:

OUTCOME:

The Councilor for Economic Development and Labor Policies, assisted by the major managers of the Directorate of the Urban Economy, Fashion and Design Project Directorate, as well as of the Youth Work and Sport Directorate, presented the extensive program of one of the most important events that Milan organizes every year, and which will begin in the next few weeks, namely Milan design week, promoted by the municipal administration and which annually sees the Municipality publish a public notice to build the official schedule of the event, for which the first part of the session concerned a description of the steps useful for the construction of this schedule. A further objective, equally important as the series of planned events, is also the discovery of places that the city, which are beautiful, which are not in the centre, which are truly to be rediscovered, which remain unused and which instead design offers the possibility to make them discoverable to all citizens, and therefore at the same time carry out urban regeneration, animating these peripheral neighbourhoods. The councilors present were able to ask their in-depth questions which were adequately answered.

OUTCOME:

During the session some officials from the Welfare Directorate presented the first level of the territorial Social Services system of the Municipality of Milan. In particular, they illustrated the ways in which these services can be accessed, the locations of first access and a series of data relating to the type of requests for assistance received, age groups of those assisted, subdivision by municipality of the people who turned to the Social services. The Councilors asked several questions which were promptly answered.

Agenda:"Ancma hearing - National Association of Cycle Motorcycle Accessories: the bike market in Italy, trends and prospects". Participate:

OUTCOME:

The Head of the cycle sector of ANCMA (National Association of Motorcycles and Accessories) presented the updated data relating to the bicycle market in Italy, the overall turnover (three billion and 200 million Euros), the total number of employees (approximately 50.000 between production, related industries and sales), the composition of sales (traditional or pedal-assisted bikes) and finally, the comparison between imports and exports of the finished product and/or parts of it. The rapidly growing trend of the e-bike market and the constantly decreasing trend of traditional bicycles were also highlighted. The following aspects were also highlighted: 80% of national production is concentrated in the North, as are a large part of retailers and buyers; the less expensive bikes are simply assembled in Italy while the medium-high range ones are entirely produced in the country; the batteries come from China.

Agenda: Urban Regeneration Directorate - Project Management Rationalization of Administrative Procedures:
1) Proposal for resolution no. 450-2023: Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000 for the amount of €221.813,42 due as a refund of the increased construction contribution paid by Lendlease Srl in addition to legal interest equal to €3.646,25 for the total sum of €225.459,67, in compliance with sentence no. 95/2023 issued by the Regional Administrative Court for Lombardy. 
2) Proposal for resolution no. 511-2023: Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000 for the amount of €17.356,42 due as a refund of part of the increased construction contribution, in relation to the Cascina Merlata Integrated Intervention Plan, paid by Primavera '83 Soc Coop. Construction and Sant'Ilario Soc. Coop. Construction, in addition to legal interest equal to €246,09 for the total sum of €17.602,51, in compliance with sentences no. 02716/2022 and n. 02717/2022, issued by the Regional Administrative Court for Lombardy. The following were invited to the Commission's work:

The Director of the Project Management Rationalization of Administrative Procedures illustrated resolutions no. 450 and n. 511 relating to the recognition of two off-balance sheet debts deriving from judicial measures unfavorable to the Municipality of Milan. At the end, the President declared the provisions discussed and sent them to the Council Chamber for debate.

Agenda: Illustration of the “Mammamia” project: wellness project to support motherhood. He will speak:

  • Dr. Elisa Accornero (Project Coordinator).

OUTCOME:

The managers of the "Mammamia" project exposed the contents of the project which aims to promote a help network for new mothers so that they can regain their well-being. They illustrated the various services they offer, almost all free of charge, and noted how this project immediately found favor with many mothers who needed help and many others who declared themselves willing to make their skills and experience available to provide support. The councilors intervened to express their satisfaction with the project, to indicate possible actions by the Administration and to indicate areas of intervention of "Mammamia" at participating entities.

Joint Council Commission Security and Social Cohesion e Civic Services, Relations with Municipalities, Digitalisation (Chaired by Councilor Albiani Michele and Councilor Arienta Alice)
Agenda:Update on the topic "Digitization of fines" Speakers will include:

  • the Director of the Technological and Digital Innovation Department Guido Arnone;
  • the Specialist Director Luca Curioni;
  • Layla Pavone Technological Innovation Directorate.

OUTCOME:

The Security Councilor, assisted by the top managers of the Technological and Digital Innovation Directorate, as well as the Deputy Commander of the Local Police, illustrated the main innovations introduced in the Digital Infringement Alerts system, which can be used via a specific digital application of the Municipality of Milan, in such a way that both citizens and councilors can have a clear understanding of how the digitalized Highway Code sanctioning system works. In this way, by accessing their Citizen's File, anyone who has entered their vehicle's license plate can be notified of an infringement against them and pay it within the established deadlines. Numerous questions were asked and adequately answered.
