OUTCOME:

The Councilor for Culture and the Director of the Heritage Enhancement Area provided information regarding the Milano Museo Card and museum rates. They communicated data on the number of receipts and admissions to the Milanese civic museums and discussed the topic of user profiling. The Commission was of the opinion to guarantee the widest possible opening hours to allow citizens and tourists to visit the museums.

Agenda: IFEL support to Municipalities and PNRR progress: between the Court of Auditors' report and the new FSC rules. Guest:

OUTCOME:

There were essentially two reasons for calling this session, which saw the hearing of the head of the IFEL Foundation, promoted by ANCI. The first was to monitor the state of progress by the Local Authorities, six months after having done the last check, as this sector involves approximately 20% of the entire PNRR, while the second theme was the assessment that the Court of Conti has drawn up his report with particular reference to the progress of spending in the Local Authorities sector. However, in the meantime a third important element was added to the discussion and therefore it was decided to address it in the session itself, as the proposal that the Italian Government had made to revise the Plan was approved in the last few hours by the European Commission. The evolution of this new implementation of the Plan, and the consequent changes, is extremely precious, because it implies important repercussions on the resources that are at stake for the Municipality of Milan and for the metropolitan city. The councilors were able to carry out their in-depth reflections to which a comprehensive response was provided.

Agenda: Resolution N/1761-2023 Approval of amendments to articles 3, 9, 10,11,12,14 and 17 of the Arexpo SpA Statute. The following will participate:

OUTCOME:

The Budget Councilor illustrated the proposed resolution no. 1761 which provides for changes to some articles of the Arexpo Statute. In particular, these can be attributed to three areas, the first of which, implementing the provisions of Legislative Decree no. 13 of February 2023, gives this company the opportunity to operate in the urban planning field at a national level; the second provides for an update of forecasts that are no longer consistent with the current situation and the third group of changes allows for greater flexibility in the organization of meetings of both the Assembly and the Board of Directors which may be completely electronic. At the end of the presentation, as there were no Councilors asking questions, the two Presidents declared resolution no. discussed. 1761 which can continue for the council debate.

OUTCOME:

The President of the APS (Social Promotion Association) “Il Telaio delle Arti” and one of her collaborators illustrated to those present, after a brief presentation of the history of the Association itself (founded in Milan in 2014), the operational methodologies adopted, in especially in the public housing blocks of the San Siro district and the social objectives pursued. The Association, it was specified, makes use of the contribution of artists and therapists (dance therapy, art therapy, music therapy and theater therapy). Of the numerous projects conducted by the Association, the one called "Women in action" was described with particular attention. At the end of the session, President Bottelli reported on his participation in the "Manifesto for a new City Making" Festival, held in Turin on 15 October.

Agenda:Inspection of the Community Charity Project of the Union of African Communities of Italy, an organization committed to assisting needy families - presentation of the operational reality and sharing of a project vision. The presence of:

OUTCOME:

The representatives of UCAI explained to the councilors the aims of the Association, the methods of intervention adopted by them and underlined that they were certified by an external body. They highlighted their vision and explained what, in their opinion, could be the best approach to dealing with the "immigration" topic. They then showed the commissioners the platform with which members/users are monitored and the warehouse in which the products are stored and distributed to members who request them.

Agenda: Proposal for Resolution N/1558-2023 Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000 for the amounts, due as reimbursement of the increased construction contribution, in relation to the Cascina Merlata Integrated Intervention Plan, of €115.339,79, paid by Città Contemporanea Spa, and of €215.826,02, paid by Euromilano Spa (incorporating Cascina Merlata Spa), in addition to legal interest equal to €10.797,39 and unified contributions equal to €2.275,00 for the total sum of €128.412,18 in favor of Città Contemporanea Spa and in addition to the legal interest equal to €21.859,93 and the unified contributions equal to €2.275,00 for the total sum of €239.960,95 in favor of Euromilano Spa, in compliance with sentences no. 07874/2023 and n. 07877/2023 issued by the Council of State. OUTCOME:

Through the projection of graphic slides, the Councilors illustrated the content of Resolution no. 1888-23, relating to the single property fee, the market concession fee and the changes to the road code, specifying the objectives of the proposal and analyzing the regulatory changes, with the aim of re-evaluating the urban fabric, then responding exhaustively to the questions of the Councilors .
