Agenda: Urban Regeneration Directorate - Implementation Planning Area 1: Proposal for Council Resolution Number 394/2023 “Approval of amendments to the provisions of the Service Plan of the current PGT, pursuant to art. 9 paragraph 15 of Regional Law n. 12/2005, connected to the Mandatory Implementation Plan called ''PA7 (Trotto)'' concerning the areas of via Piccolomini 2-4.” The following were invited to the Commission's work:

OUTCOME:

The modification to the PGT Service Plan, the subject of the proposed Resolution no. 394/2023 examined during the session, was necessary following the need to materialize the Mandatory Implementation Plan called "PA7 (Trotto)", envisaged by DdG n. 1965/2022. The Provision, if approved by the City Council, will allow the green redevelopment of the central parterre of via Palatino, the depaving of significant portions of land, with relative reduction of parking spaces, in Piazzale dello Sport and finally, the construction of a new school complex public on the east side of the same square. The proposed resolution, referred to above and declared discussed at the end of the session, can therefore continue its institutional process in the City Council.

OUTCOME:

The Councilor and the Municipal Managers of the Civic Services Area explained to the Commission the recent legal events which led the Municipality of Milan to suspend the existing agreements with newsstands and tobacconists for the issuing of registry certificates and to no longer allow the electronic issuing of registry certificates through the national registry of the resident population. They have announced their intention to soon restore the local database of the Municipality of Milan, in order to be able to issue registry certificates to residents of the city of Milan.

OUTCOME:

The General Director of the Pio Albergo Trivulzio explained the PAT's disposal plan, specifying that in the next Board of Directors of the Institution a building to be sold will be identified, among the possible six. The Councillors, some tenants of the buildings and their union representatives then intervened, all agreeing to block the sale plan, even if it were only one building, which many of them doubt it is, but which instead concerns more stable interests. The President of the Commission asked the Director General to bring this proposal to block the sale at least temporarily before the Board of Directors, to allow the Board to also delve deeper into the general economic state of the Institute, during a subsequent session, jointly to the Participatory Bodies Commission. At the same time, a motion will be presented in the Council, on behalf of the Housing Commission, which asks the three representatives of the Municipality within the PAT Steering Committee to intervene to block any sale of properties. The General Director of the Pio Albergo Trivulzio has assured his maximum availability and declared that he will present this request before the Board of Directors of the institution.

Agenda: Proposal for Resolution No. 523/2023: "Correction of a material error in the current PGT documents, pursuant to art. 13 paragraph 14 bis of LR 12/2005 and subsequent amendments with reference to the area located on Strada Paullese no. 9. " The following were invited to the Commission's work:

OUTCOME:

The offices illustrated the content of the provision, due to an appeal promoted by the owner of the area and subsequent ruling against the Municipality by the Lombardy TAR, which set a deadline of 60 days to approve the resolution. They explained that the Service Plan attached to the PGT shows a different destination as the area had previously been expropriated but later demoted and returned to the possession of the current owner with the new destination which was expected to comply with a cumulative provision by brief. Having clarified the terms, the President declared the examination of provision No. 523 concluded and sent it to the Chamber for the conclusion of the process.

Agenda: 1) RESOLUTION N. 208-2023 - "Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter a), Legislative Decree 267/2000, deriving from the payment of the total sum of €78.455,11 =, plus monetary revaluation from the date of the sentence to the balance, in execution of the ruling of the Court of Appeal of Milan - Labor Section no. 1125/2022 pronounced on 01.12.2022.

2) RESOLUTION N/358-2023 Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000, deriving from the payment of the total sum of €60.795,27 in execution of the sentence of the Court of Milan - Labor Section n. 2876/2022 published on 30.01.2023. Participants will be: -dr. Monica Mori, Director of Organization and Human Resources -dr. Francesco Longoni, Director of the Human Resources Administration Area, Organization and Human Resources Management.

OUTCOME:

The session was dedicated to the illustration of Resolutions no. 208 and 358 of 2023 which provide for the recognition of two off-balance sheet debts, both following a judicial dispute whose outcome saw the Municipality of Milan as the losing party. The Director of the Human Resources Administration Area briefly explained the events concerning the measures. At the end, the President declared how the Resolutions under consideration had been discussed.

During the meeting, specific focuses were placed on autism spectrum disorders, highlighting in particular the importance of timely diagnosis and taking charge of the person and the need for support and accompanying measures that favor their full integration in all the life stages.

The Councilor for Welfare and the speakers invited to the commission provided specifications relating to the presentation of the "Open rehearsals at La Scala", an important initiative which once again sees a strong collaboration between the Milanese Third Sector and the municipal administration. This proposal allows the public to attend the creation of great concerts at affordable prices, but at the same time contributes to important projects in the social field aimed, in 2023, at combating educational poverty. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: "The work of the representation in Milan of the European Commission in favor of the city and its metropolitan area". Will be present at the hearing:

• Massimo Gaudina, head of representation of the European Commission in Milan.

OUTCOME:

The Head of Representation of the European Commission in Milan, being assigned to a new role, reviewed the work carried out in the last six years for Europe and provided a brief overview of the investments envisaged in the PNRR for Milan and the related projects. Furthermore, he recalled the additional funds allocated to the city from other European tenders. The President of the Commission and some Councilors asked questions which were promptly answered.

Agenda:"Civil society: a value against the mafias". Will be present: - Giuseppe Teri, from the “A. Caponnetto Training School” will speak on the topic “Reasons and methods of civil anti-mafia in Milan”; - Pietro De Luca, of the “A. Caponnetto training school” will speak on the topic “Citizenship education and coordination of Milanese schools, for legality and active citizenship”; - Giovanna Procacci, "A. Caponnetto Training School" will speak on the educational research project "Miserie and Nobility of Milan". Some students from the Carducci High School will be present and will speak for the "Miserie and Nobility" project: - Cesareo Giuseppe; - Mella Mattia; - Sommese; Del Liceo Beccaria for the experience of hosting a group of French teachers visiting Milan in various contexts and in a confiscated property: - Lucia Calabretta.

OUTCOME:

The session focused on the presentation of the activities of the "Antonino Caponnetto Training School" which has been dedicated for years to the dissemination of a culture contrary to the mafia culture and that of organized crime. Some students from the Carducci and Beccaria high schools in Milan, protagonists of the recent demonstration on March 21st, and some teachers as well as representatives of the Coordination of the associations that belong to Libera were heard. Some activities and actions in the area were exemplified, especially in terms of assets confiscated from the mafias and their reuse for a social function.
