Agenda:Inspection at the Chiaravalle cemetery, via Sant'Arialdo 86, Milan. They will be present:

OUTCOME:

The councilors viewed the two new structures that have been built in the Chiravalle cemetery. The cell building which consists of 2.632 cells and 32 columbaria, which will be used starting next September. The new common ossuary which adds another 8 ossuaries to the existing one. The overall budgeted cost was estimated at €1.100.000, while the actual expenditure was €830.000.

Agenda:"Actions to combat violence against women." The following will be present at the hearing:

  • the lawyer Manuela Ulivi House of battered women,
  • Dr. Alessandra Kustermann president of SVS DAD,
  • the dr. Fabio Roia President of the Court of Milan,

OUTCOME:

The Mayor's Delegate for Gender Policies, the President of the Court of Milan, the Councilor for Welfare, the Social Welfare Services Official of the Municipality of Milan, the head of the Home for Battered Women and the President of SVS DAD explained to the Commission the services offered by the anti-violence network of Milan and the data collected from 2018 to 2022 by the Court of Milan and the anti-violence centres. The Councilors raised the issue of organizing prevention courses in schools, training courses for the Local Police and Magistrates and the creation of an anti-violence desk for the LGBT community.

Agenda:Resolution N/1057-2023: Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 25 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €38.296,52. OUTCOME:

The Director of the Municipal Lawyers Area carried out a detailed analysis of the document, highlighting that it concerns 25 executive judicial measures unfavorable to the Municipality of Milan; the majority concern provisions of the TAR and the Council of State, where in reality the Municipality is called upon to reimburse the unified contribution, but not the costs of litigation, while others concern construction practices. At the end, the President declared Resolution no. discussed. 1057/2023 sending it to the council debate.

Agenda:"Digital Pact Update". They will be present:

OUTCOME:

The guests and offices clarified that the "Digital educational pact of the city of Milan" is a project promoted by the University of Milan-Bicocca and the municipal administration with the aim of presenting, at the end of a cycle of public meetings and following a survey with a questionnaire to families with minors and teachers in the city of Milan, a document of recommendations on the digital education of children and pre-adolescents that is an expression of the city community. During the debate some Councilors expressed their applause for the initiative in question, also highlighting the importance of a shared commitment, especially with the Municipalities.

Joint Council Commission Equal Opportunities-Civil Rights e Subcommittee on Prisons, Penalties and Restrictions (Chaired by Councilor De Marchi Diana and Councilor Nahum Daniele)
Agenda:“Inspection at CIPM Service for Social and Criminal Mediation, Municipality of Milan" Meeting at 10am via Tarvisio, 13. The following will be present:

  • dr. Paolo Giulini,
  • Dr. Francesca Garbarino. 


OUTCOME:

The Commission went to the CIPM, in via Tarvisio n. 13, to carry out an inspection. Having noted the lack of a quorum, the Presidents declared the inspection deserted.

Trijoint Council Commission Equal Opportunities-Civil Rights, Sport, Tourism, Youth Policies-Policies for Wellbeing Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor De Marchi Diana, Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda:"Update of the activity carried out by the ChangeTheGame association against the phenomenon of abuse in the sports world, with contextual analysis of the research by Lorenzo Facchinotti on the phenomenon of abuse in sport". They will speak:

  • Lorenzo Facchinotti, Head of Research at Nielsen Italia,
  • Patrizia Pancanti, President of the Equal Opportunities Committee of the Milan Bar Association,

OUTCOME:

During the session, the qualitative-quantitative survey on abuse and violence in the sports sector was presented, carried out by a well-known market research company on behalf of the ChangeTheGame association, which deals with cases of direct and indirect violence committed during the sporting activity for female and male athletes of developmental age. The hearing dealt in detail with the most delicate issues of the problem which unfortunately is much more widespread in our country than the media in general are able to disclose. In addition to the councilors present, some personalities from the legal and academic world participated in the debate.

Agenda:"Presentation of the 2023/2024 edition of the national competition "Adoption at school" as part of reception and inclusion projects in schools". Participants:

  • Dr. Rosa Rosnati, Professor of Psychology of Foster Care and Adoption at the Catholic University of Milan.

OUTCOME:

The representatives of "Italia Adozioni" and a psychologist professor from the Catholic University illustrated and praised the competition which for nine years now has involved schools throughout Italy, from nursery schools to secondary schools, in developing drawings and works that symbolize adoption. A debate followed, in which the need to disseminate the practice of correct adoption as best as possible and to try to erase the stereotype of the adoptive parent and adopted child as "second class" parents and children was discussed.

OUTCOME:

The issues of aging and the birth rate were analyzed and a scenario was proposed in which non-self-sufficient elderly people are in the majority compared to those of active age.
For this reason it is appropriate to strengthen Welfare in the wake of the recent National Law in favor of elderly people, creating a network of services to support living, to prevent an emergency.
Senior Housing presents itself as an aid and alternative to current solutions.

OUTCOME:

The Education Councilor presented the current state of services relating to nursery schools and nursery schools, listing the number of places available and the number of waiting lists that exist for nursery schools only. Furthermore, you highlighted the difficulty in finding educational staff and the request presented by the ANCI to unify the study path for nursery and nursery educators. The Councilors made various observations and also asked numerous questions which were fully answered by the Councillor.

The representatives of Legambiente illustrated the "Mille mila bici" cycling event, which will be held on 22 October 2023 on a 16 km city route, in which all citizens can participate free of charge, by bicycle.

Agenda:"Witnessed violence and help paths for children". The following will be present at the hearing:

  • Dr. Simona Agosti - psychotherapist Integrated family counseling center at Santi Paolo e Carlo hospital in Milan;
  • Dr. Annalisa Vicari psychotherapist Integrated family clinic at Santi Paolo e Carlo Hospital in Milan.

OUTCOME:

Dr. Anatra illustrated the book she wrote with the aim of trying to make children understand what witnessing violence is and not to pretend that it doesn't exist. Dr. Agosti and Dr. Vicari, however, explained the type of work they carry out in order to help children who are victims of witnessed violence, leading them along a path to escape the trauma. The commissioners and councilors of the Municipality applauded the editorial initiative and the work put in place by the guests; they focused on some peculiar aspects and declared their willingness to disseminate this experience in local schools. They also identified other aspects on which the President assured the Commission's commitment.

Agenda:"Presentation of projects for education on legality and protection of Italian cultural heritage in schools by the Carabinieri of the Cultural Heritage Protection Unit of Monza". Participants:

  • Major Claudio Sanzò, Commander of the Cultural Heritage Protection Unit - Lombardy.

OUTCOME:

The Commander of the Cultural Heritage Protection Unit (NTP) for Lombardy, after having illustrated the main operational aspects of the same, described the educational projects, intended for schools of all levels, aimed at raising students' awareness of the protection and valorisation of the cultural heritage of the country and specifically with regard to that preserved in the Lombardy territory. In the majority of cases, he specified, these projects, which have no cost, are carried out at school facilities.
