The Head of the "Antigone" Lombardy Association reported the data relating to the report on Prisons for the current year, explaining the structure of the Report and the subdivision by theme with a focus on the crime of torture.
The problem of prison overcrowding was highlighted and the Lombardy Region stood out for its high rate of foreign citizens detained.
Through the Report, a situation of suffering in the Detention Facilities and penitentiary staff was made known.
Finally, the President asked questions relating to possible measures to be adopted to improve the current situation, to which the response was that it was necessary to expand the spaces or act in synergy with the various actors to try to reduce the presence in penitentiaries.

OUTCOME:

The Sports Councilor illustrated the progress of the projects planned for various closed Milanese sports facilities and reported on the reopening times of the same such as, for example, the Carraro sports center which will be available from October 1st. Both the City and Municipal Councilors asked for various clarifications on the execution times of the works, on the tenders to find new managers, on the current and future agreements, to which the Councilor promptly responded.

The complex, which will be built in the area of ​​the former Porta Vittoria station and whose completion is scheduled for 2026, will consist of two side-by-side and identical structures made of glass and metal.
A debate followed during which specific focuses were placed, in particular on the maintenance and management costs of the building.

The Deputy Mayor and the Offices illustrated the interventions on the school buildings that will be financed with PNRR funds, specifying which will be through the sums available to the Ministry of Education and which will be financed through those available to the Ministry of the Interior and describing timescales and characteristics of each intervention. The councilors intervened to highlight the need for the figures and deadlines to be respected and for the offices to check that these steps are carried out correctly, as well as hoping for the construction of zero energy consumption works. The Deputy Mayor highlighted how the path had to be clarified due to refinancing due to a different allocation of resources by the Government, resulting in a greater economic burden and, consequently, a reduction in the previously indicated projects. The Offices have highlighted that to access PNRR funding, buildings are required to be NZEB and that the Municipality has always respected the "stones mile" given by the European Commissioner.

The Councilor for Welfare and Health, the Health Area Director and the Presidents of the Associations invited to the commission provided specifications relating to the mental distress of young people; from the debate it emerged that this disorder is continually growing and that it has been significantly accentuated by Covid. It is therefore necessary to work in a network with the Third Sector and with the institutions so that the support interventions can be truly effective. The “Day for Young Dave” is remembered, a musical event made by young people for young people; it is a meeting moment entirely dedicated to their world, their tastes, their thoughts.

The representatives of Municipality 4 reported the work of hearing the sports organizations that have concessions for municipal sports facilities and also those that operate in their own facilities or at the oratories to have a complete picture of the situation of the facilities themselves and of the concessions. Some focuses were highlighted, in particular on the need to improve the entrances and accessibility to the Porto di Mare park and on the need for maintenance of the play areas.

Today's session saw the presentation of the activity of the "Children without bars" association, a reality that is an excellence not only in Milan but in Italy, carrying out widespread work throughout the national territory and also being part of European networks that deal with the condition of children who enter prisons following their detained parents. Their work is carried out inside and outside penitentiary institutions, in psycho-pedagogical, legal and communication support and raising awareness of a condition of heavy suffering. The top leaders of the Association and the Guarantor of the rights of persons deprived of personal liberty of the Municipality of Milan were present. For the councilors present it was an opportunity to delve deeper into this delicate topic and the problems connected to it.
