Agenda:

1) Resolution N/1681-2023 Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 3 executive judicial measures unfavorable to the Municipality for a total of €20.233,30.=.

The Director of the State Property and Heritage Department, Dr. will be present. Claudio Bisi.

2) Resolution N/1802-2023 Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of €83.099,13

3) Resolution N/1654-2023 Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 10 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 71.834,43

OUTCOME:

The Directors of the competent Areas illustrated the content of the unfavorable judicial executive measures of Resolutions No. 1681-23, No. 1802-23 and No. 1654-23 and explained the reasons for the sentences, which generated the debt and saw the Municipality of Milan defeated. 
At the end, the Presidents declared the Resolutions discussed, sending them to the council for debate.

The Director of the National Association of the Visually Impaired illustrated to those present the "DescriVedendo" method, already widely and successfully tested, aimed at making the contents of the work of art accessible to those who see little or nothing, through the evocative power of language. constructed with dedicated and carefully selected sentences. It was specified that numerous museum institutions (Castello Sforzesco, Casa Museo Boschi - Di Stefano, Pinacoteca Ambrosiana, Museum of Natural History, etc.) are involved in the project and others, hopefully, will be in the immediate future.

Council Commission Subcommittee on Prisons, Penalties and Restrictions (Chaired by Councilor Nahum Daniele)
Agenda:Presentation of the report "Beyond that door - A year of observation from the keyhole of the Permanence Center for Repatriation in Milan". The Report is edited by Naga in collaboration with the "Mai Più Lager -No to CPR" network. Speakers:

  • Manuela Crippa, NAGA Legal Desk;
  • Teresa Florio, Rete Mai Più Lager - No to the CPR OdV;
  • Valentina Alberta, Lawyer and President of the Milan Criminal Chamber

OUTCOME:

Representatives of NAGA first illustrated the illegal legal status with which CPRs (Permanence Centers for Repatriation) are used to lock up immigrants awaiting repatriation and subsequently presented the terrible conditions in which the one in via Corelli in Milan finds itself. In particular, they focused on the failure to respect the rights of the people who are welcomed in these structures and on their poor management. The Councilors who attended proposed the closure of the Milan CPR and in the meantime expressed the request for an immediate improvement in the living conditions of the inmates in these facilities

Joint Council Commission Urban Regeneration e Anti-mafia (Chaired by Councilor Ceccarelli Bruno and Councilor Pantaleo Rosario)
Agenda: Information on the new regulations for environmental remediation. The following were invited to the Commission's work:

  • Councilor for Urban Regeneration: Giancarlo Tancredi;
  • Director of the Urban Regeneration Directorate: Simona Collarini;
  • Director of the Reclamation Area: Mario Lagorio.

OUTCOME:

The Director of the Reclamation Area provided clarifications in relation to the interventions regarding environmental remediation with a focus on the regional law with which the Lombardy Region, on the basis of state law, has once again conferred on the Municipalities the exercise of the functions relating to remediation in the municipal sites.
A debate followed during which clarifications were requested to which the Offices provided responses.

Agenda: Inspection for the presentation of the urban art project promoted by the Arrigo and Pia Pini Foundation, with the contribution of Fondazione di Comunità Milano in the Gallaratese district of Municipality 8. The following will be present:

  • President of the Arrigo and Pia Pini Foundation: Veronica Pini;
  • Another Scratch in The Wall Association "Manifestival" project: Clara Amodeo;
  • Director of the Museum of Cultures Area: Marina Pugliese;

OUTCOME:

The visit itinerary, which developed along the Appennini, Torrazza and Consolini streets, essentially involved 5 large murals, curated by international artists, on specific themes ("Right to Live", "Sport", "Nature and Roots of Neighborhood”, “Music, Anonymity, Celebrities and Youth Culture” and “Women Who Rule the World”) and is the outcome of the MANI (Milan Art Nature Inclusion) Festival project and promoted and financed by F.ne Arrigo and Pia Pini in collaboration with F.ne di Comunità.

Agenda: Proposed resolution no. 997/2023 - "Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter e) of Legislative Decree no. 267/2000 relating to the interpreting, translation and linguistic-cultural mediation service for the 'orientation to the services of foreign citizens referred to in the technical extension of Contract no. 13/2019 for the period from 1 January 2023 to 28 February 2023. Amount Euro 20.629,70 (VAT at 5% included)"; Proposal for resolution no. 1729/2023 - "Acceptance with benefit of inventory of the inheritance of Mrs omissis". Participate:

  • Director of the Welfare and Health Department Dr. Michele Petrelli.

OUTCOME:

The Directors of the Welfare and Health Directorate first illustrated the content of Resolution no. 1729-23 relating to an unspecified bequest from a lady who died in 2013, "in favor of the poor", the estimated value of which is 1.400.000 euros. The affair continued for ten years due to a dispute between the presumed heirs and the Municipality of Milan who, following investigations, revealed himself to be the only heir. 
The second Resolution discussed is n. 997-23, concerning the recognition of an off-balance sheet debt, relating to a delay by the Municipality, in the payment of a linguistic and cultural mediation service due to alleged irregularities of the company. 
At the end, the Presidents declared the Resolutions dismissed, in accordance with the Regulation pursuant to art. 8 paragraph 6 of the Regulations of the Council Commissions (ex art. 62 of the Regulations of the City Council) by sending them to the council for examination.

OUTCOME:

The Deputy Mayor, as well as Councilor for Education, provided specifications relating to the Memorandum of Understanding for the implementation of the regional protocol, signed on 31 August 2022 and aimed at the development and consolidation in the school context of good practices for the prevention and the fight against phenomena linked to different forms of addiction, bullying and cyberbullying, other forms of social disadvantage among minors and for the promotion of legality. An important protocol not only in addressing critical issues with a plurality of actions but also in tracing paths that touch some crucial points in the growth of young people. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

In the presence of the Councilors for Urban Regeneration and Sport, Tourism and Youth Policies, the update of the Greco Conti PII was illustrated, especially in relation to the adjoining sports center envisaged by the urban planning intervention. The subject of the debate were some problems related to the costs of carrying out the urbanization costs, of which the sports center is part, following the increase in the price of raw materials due to the recent war conflict in Ukraine. The councilors present were able to analyze the critical issues regarding the changes that occurred in the overall remodeling, already in the implementation phase, to which exhaustive answers were provided.

Agenda:ZEROGRAPHIC hearing for social entrepreneurship activities in Milanese prisons. Will participate:

  • Gualtiero Leoni, President of Zerografica Cooperativa Sociale Onlus;
  • Monica Gasparini, Head of Social and Work Integration Unit/Labor Mediation Center - Rights and Inclusion Area - Welfare and Health Directorate.

OUTCOME:
The guests presented the coop's activity. Sociale Zerografica which deals with the social reintegration of prisoners by teaching them graphic techniques; operates at the Bollate prison. They explained the areas of intervention and highlighted the intention to expand them, as has already happened in Piedmont penitentiary institutions. They indicated the supports that the Municipality could put in place for the benefit of people who need to reintegrate through work. The offices highlighted how to operate in certain areas and what actions the Administration can activate, while the Director of the Bollate prison specified which are the areas in which the institute intends to act.
