OUTCOME:

A video was shown, describing the Interscholastic Games which every two years involve the four Italian military schools. Therefore, the representatives of the Teuliè Barracks first carried out a brief historiography of the Barracks, then illustrated the activities that take place there daily and the training principles that are supported. Finally, they asked for the collaboration of CONI and the Municipality for possible involvement in the events that will accompany the 2026 Olympics and Paralympics.

OUTCOME:

The councilors went to Cascina Monluè where the managers of the coop. Soiale “Cascina Monluè” illustrated the project which concerns the recovery of the entire space for social use. They provided data and timing of the intervention, assisted by the State Property Management Offices. They then went to the reception facility for asylum seekers, where the managers of the Farsi Prossimo association, who manage it, described the methods of intervention they implemented in compliance with the requirements dictated by the Prefecture. They specified that, at present, the building hosts refugees from Ukraine.

OUTCOME:

The representative of Action Aid Italia illustrated the "Youth for Love" project, brought to schools, for the prevention and recognition of situations of mistreatment, discrimination, violence and abuse. Representatives of the Association of Parents of Homosexuals (AGEDO) and AFOL (Work Training Agency) also spoke, all of them answering the questions posed by some councillors. At the end, the Presidents agreed to explore in depth in specific Commission sessions some issues that emerged today, especially of a political nature and of direction in the national educational field.

OUTCOME:

During the meeting, the conclusion of the works at the residential complex in via Bisnati 7 was reported and more precisely the safety measures and restoration of the ceilings of the property units located on the eighth floor and the execution of extraordinary maintenance interventions of requalification and compliance aimed at obtaining the fire prevention certificate, static suitability, making the systems safe and eliminating architectural barriers.
A debate followed during which the presence of numerous critical issues still present in the residential complex was reported. Some clarifications were then provided and the willingness to carry out an inspection of the building was declared.

OUTCOME:

The head of Area V of the Lawyers and the Councilor for the Environment and Greenery illustrated the reasons expressed by the TAR which annulled the municipal measures which provided for the entrusting of greenery maintenance to MM. They announce that an appeal will be lodged against the sentence with the Council of State and the Councilor reiterates her intention to entrust this service to MM in an integrated and long-term vision. Some Councilors express their doubts in entrusting the management of the greenery to a company that has no experience in this sector but the Councilor reiterates that the service will certainly be better than that provided so far by whoever has managed the contract.

Agenda:“Initiatives on the occasion of the 150th anniversary of the death of Alessandro Manzoni”. Present at the Commission will be:

The Councilor for Culture and the speakers invited to the Commission provided specifications relating to the initiatives on the occasion of the 150th anniversary of the death (22 May 1873) of Alessandro Manzoni. It was a choral work, carried out with the sharing of some institutions, which was born precisely from the City's desire to retrace the intellectual and cultural legacy that Alessandro Manzoni left. The Councilors have given some reflections on the merits.

Agenda: RESOLUTION N. 681/2023. Green and Environment Directorate - Energy and Climate Area Act of direction for the definition of a program to promote widespread self-consumption of energy from renewable sources and energy communities in the Milan area. Will participate:

OUTCOME:

The Management illustrated the content of the provision, specifying its aims, organizational methods, projects and explaining the proposal to join the regional call for the "Expression of interest for the presentation of renewable energy communities". It defined the forms of self-consumption of interest to the Municipality, specifying the differences and specifying the advantages, critical points and possible pilot projects for each. She focused on the strategies and guidelines of the Municipality and on the tasks of Municipalities and Council. It showed the areas on which the projects focus. At the end of the illustration the President declared resolution no. discussed. 681 and sending it to the Chamber for the continuation of the process.

The Councilor for Urban Regeneration, assisted by experts from the Urban Regeneration Directorate, illustrated the urban planning study called "North-East System", consisting of an implementation plan of intervention on a scale that includes a certain number of neighborhoods located in the Municipalities 2 and 3. The objective and its fundamental contents are that the Administration considers it very important to investigate this territorial dimension and this scale of intervention, which can constitute a reference framework for planning, especially at the level of regeneration of public spaces and therefore it can constitute guidelines for future urban regeneration interventions, which go in the direction of the so-called "proximity city", linked to the functionality of local services. The councilors present expressed their in-depth questions which were adequately answered.

The Memorandum of Understanding, signed by the Metropolitan City of Milan, the Municipality of Milan, the Regional Department of Penitentiary Administration, AFOL Metropolitana, CGIL, CISL and UIL and relating to the establishment of the “Work Desk” and “Rights Desk” in the Milanese prisons, it will guarantee, according to the guests who, during the session, illustrated the main aspects, the principle of the re-educational function of punishment. Furthermore, the high degree of coordination was highlighted, through a dedicated discussion table, between the signatories of the Protocol and it was specified that AFOL Metropolitana will be entrusted with the management of the Work Desk while it will be managed by the Municipality of Milan, the Trade Unions and of the subjects who operate within the penitentiaries the management of the Rights Desk.

The representatives of MM provided clarifications regarding what was contained in the question presented by President Bestetti, in particular they made it known that, from 2015 to 2023, MM had 31 disputes of a value law nature, which the company's vehicle fleet, under the rental regime, is currently made up of 175 cars, 101 minivans and vans and 5 trucks, which the brick canning plant of the so-called "Acqua del Sindaco" is active and which produced approximately 2022 thousand units during 45. Specific focuses were also placed on the costs of litigation and management costs.
A debate followed during which more detailed clarifications on MM's investments and income statement were requested to which MM will have to provide a response.
