Agenda:ASSOSHARING hearing on the trend of the sector with a specific focus on Milan. Will participate:

  • Member of the ASSOSHARING Association: Andrea Giaretta.

OUTCOME:

The Dr. Giaretta, from Assosharing, illustrated slides showing data relating to the situation of soft mobility sharing in Italy and some concerning Milan. He focused on the increased use of vehicles and kilometers travelled, even when separated between scooters and bicycles. He also analyzed the data regarding accidents, noting that there has been a clear decline compared to 2021 and hypothesizes the reasons. It also shows the development prospects of the sector, indicating what contributions the Administrations could provide. The councilors expressed considerations on the merits and asked questions on some aspects touched upon by the report and on other points, such as the method of booking, removal and sanctions for vehicles abandoned outside the dedicated areas, on the possibility of introducing an educational users and ways to encourage the use of these means of transport. The guest provided a complete response to all of them.

Joint Council Commission Sport, Tourism, Youth Policies-Policies for Wellbeing e Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda:Examples of urban regeneration projects linked to the world of sport. Hearing of the company "Brand for the city" which will also present the artistic project "SCALOdARTS" created at the construction site of the Olympic and Paralympic Village and hearing of the Mazzola Foundation which will also present the Azzurrini project by Yousport. They will be present:

OUTCOME:

The session focused on hearing the major representatives of various associations and organizations on the topic of urban regeneration with a view to greater sporting practice. In particular, a specific focus was activated on the SCALOdARTS project, which was created at the construction site of the next Olympic and Paralympic village in the former Porta Romana airport, a cultural project of an artistic but also social nature, thanks to the important implications under the aspect of the destination for charitable purposes of the proceeds of the works of art that have been created. A further aspect discussed was how, in general, both by Brand for City and the Mazzola Foundation, these so-called "inclusion accelerators" can help the Municipality to create playgrounds or other elements integrated into the urban furnishings that complete the city ​​of Milan from a sports facility point of view, effectively contributing to the well-being of people at risk of marginalisation, and expanding the opportunities available to people with disabilities through sport. The hearing generated a lively debate among the councilors present who were able to put forward their proposals which were adequately accepted.

Agenda:"Proposal for Resolution N/1545-2023 Recognition of the off-balance sheet debt pursuant to art. 194, paragraph 1, letter a), of Legislative Decree 267/2000 for the amount of €85.831,20 due as refund of the increase in the construction contribution, in relation to the Cascina Merlata Integrated Intervention Plan, paid by Santerno Società Cooperativa in liquidazione and by San Martino Società Cooperativa in liquidazione (now Investire SGR SpA), in addition to legal interest amounting to €7.724,57, 2.275,00 and the unified contributions of the appellants amounting to €95.830,77 for the total sum of €7880, failure to comply with sentence no. 2023/XNUMX, issued by the Council of State." They are invited:

OUTCOME:

The Director of the Administrative Procedures Rationalization Project Directorate illustrated the content of Resolution 1545 of 2023, reporting on the merits of the debt generated following the unfavorable executive sentence, issued by the Council of State, against the Municipality of Milan, relating to the increase in the construction contribution, paid by two companies in relation to the Cascina Merlata Integrated Intervention Plan.
The Councilors asked questions relating to the Dusaf and the construction costs for the transformation of agricultural areas, which sparked a heated political debate.
At the end, the Presidents declared Resolution 1545 of 2023 discussed and can therefore continue its process in the City Council.

OUTCOME:

The MM representatives illustrated the works carried out in the buildings in via Saint Bon 6 and explained that they mainly concern the bringing the fire prevention systems up to standard, the facades, the positioning of the insulating panels and the replacement of damaged parts, the waterproof coverings, the flues and external downpipes.
Compared to the estimated figure, there have been increases for additional works such as: The lighting of common areas, new fences, the supply and installation of cameras. 
A preliminary project has been drawn up for the further works to be carried out, based on the needs identified by the Tenants' Committees, who report to those present regarding the various inconveniences caused by the works carried out.

OUTCOME:

The guest clarified that the Ciclo Accoglienze project was born with the aim of relaunching and revitalizing the Naviglio della Martesana through the inclusion of rest areas which were not only spaces for cyclists, but spaces for sociality and movement for everyone.
A debate followed during which the Councilors and Offices expressed their approval of the project described, hoping for its activation also in other places in the city.

OUTCOME:

The guests gathered, some school managers and Councilors of Municipality 3 presented the project "Growing up without side effects", intended, through their respective teachers, for girls and boys, which derives its name from the House series of the same name Milanese publisher CARTHUSIA. The titles of the same and therefore, the details of the project, address training themes of great importance (courage, identity, responsibility, etc.).

Agenda:"The situation of building bonuses, with particular attention to 110%, with a focus on the metropolitan city area as a function of fraud with related prevention/repression interventions". The following Revenue Agency officials will be present at the hearing as speakers:

  • dr. Andrea Caruso, Head of the Lombardy territorial section - Crime Prevention Sector;
  • dr. Andrea Alesse, Head of the Consulting Office of the Lombardy Regional Directorate.

OUTCOME:

The speakers invited to the Commission provided a general overview of the existing building bonuses, of the evolution following the 2023 budget law which remodulated the rates, especially those of the superbonus, of the applications of the transfer decree which limited the exercise in place of the deduction, on subsidized credits and on invoice discount options, on the fight against illicit conduct also in relation to concessions. The Councilors asked questions on the merits which were given exhaustive answers.
