Agenda: “Check the progress of qualification work on the ERP buildings in via G. Martinelli 55" Meeting at 10.30am via G. Martinelli 55. The following will be present:

OUTCOME:

The councilors examined the status of the works at the complex in via Martinelli 55 carried out using the Ecobonus. MM technicians explained that, out of 22 buildings, 4 are excluded from the works, since some apartments were not compliant from a construction point of view and the tenants did not regularize the situation before the deadline; have declared that the execution of 60% of the works will take place by 30/6/23, as required by the legislation to obtain the Ecobonus. Some councilors complained that MM and the Municipality should have intervened so that the tenants eliminated the irregularities and the entire complex could be redeveloped. The President highlighted how the legal times do not coincide with those prescribed by the Ecobonus, but reassured him about the possibility that the Municipality undertakes to intervene subsequently on the excluded properties, once the irregularities have been eliminated.

Agenda:1) City Council resolution proposal N/422-2023: Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter e) of the Consolidated Law on Local Authorities (TUEL), relating to obligations deriving from the Memorandum of Understanding of 02/09/2002 between the Municipality of Milan and the Ministry of Finance - Territorial Agency - Territorial Office of Milan for the opening of the Land Registry Office at the Municipality of Milan. Total amount €1.130,00. The measure involves expense.

  • Dr. Antonella Fabiano will be present.

2) Proposal for City Council resolution N/629-2023: Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal costs for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €31.315,77.

3) Proposal for City Council resolution N/724-2023: Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 11 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 119.698,08.

OUTCOME:

The Director of the Specialist Collections and Collections Directorate and the Director of the Lawyers Directorate described the genesis of the off-balance sheet debts referred to in resolutions 422-629 and 724 of 2023, then answering the questions posed on the merits by the President of the Commission . There were no questions from the Councilors and the President declared resolutions 422-629 and 724 of 2023 discussed, sending them to the council for debate.

OUTCOME:

The statutory changes of the National Museum of Science and Technology Foundation, the subject of the proposed Resolution no. 631/2023, became necessary following the modification of the name and responsibilities of the Ministries of the current Executive, to allow the meetings of the General Council to be held even only by videoconference, for the replacement of the Results Evaluation Body with the Supervisory Body, to correspond to the changed regulatory framework of reference and finally, to repeal some transitional and final regulations. The proposed Resolution no. 631/2023, at the end of the session, was declared discussed and therefore can continue its institutional process in the City Council.

Agenda:Inspection at the Provincial Fire Brigade Command - Entrance via Procaccini, 6 

OUTCOME:

The Commission went to visit the Provincial Fire Brigade Command. The Fire Brigade Commander communicated to the Commission some data relating to detachments, staff, available means, timing and number of interventions carried out during 2022. He therefore provided a response to the requests for information formulated by the Councilors regarding the types intervention, service accommodation to be made available to staff, renewal of the vehicle fleet and visits by school groups.

Agenda:Inspection at the Olona Rowing Club 1894, Towpath Naviglio Grande, 146.

OUTCOME:

The Councilors went to the headquarters of the Olona 1894 Rowing Club, located in Alzaia Naviglio Grande 146, to view the activities of this association and to find out about the problems it faces in carrying out its activity. The President of the Club tells the history of the club and highlights that the main activity is swimming, followed by rowing and tennis. He complains that the long dry periods of the canal prevent the practice of rowing and asks to find a compromise that reduces the time spent without water. The President informs you that you intend to dedicate a Commission session to this topic.

OUTCOME:

The Offices have clarified that the general objective of the Permanent Table on Accessibility is to monitor, implement, plan and implement coordinated interventions for the elimination of physical, perceptive and sensorial barriers both through infrastructural works and training, cultural, work and of social animation.
A focus was placed on the accessibility of the real estate assets of the Municipality of Milan and on the financial resources committed to overcoming architectural barriers.
A debate followed during which some Councilors formulated considerations, highlighting in particular the importance of a commitment that involves all the Departments.

OUTCOME:

The Deputy Mayor, Councilor for Education and Education, gave specifications relating to the topic of summer centers and holiday homes; a very important service for the city, both for the quality of the educational courses that are offered and as a tool for reconciling the life and work activities of families. It is highlighted that the canonical offer has been integrated with other projects. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The session focused on the presentation of the new Regulation of relations between Local Authorities and Third Sector Bodies, held by the Director of the Welfare and Health Directorate, Rights and Inclusion Area, in the presence of the Welfare and Health Councilor. The manager explained the salient points of the innovative cultural approach formalized in the provision, which confirms co-planning as a key tool for redeveloping relations between Local Authorities and the Third Sector. The councilors were thus able to delve deeper into the contents of the provision before addressing the debate in the City Council.

OUTCOME:

The group of visitors was informed by a manager of MM Casa that the works underway in via Valle Antrona are covered by the 110% Superbonus and concern energy efficiency interventions (thermal insulation, replacement of fixtures, etc.) and that three of the buildings in the complex will not be involved in the redevelopment, due to unremedied building irregularities. They also had the opportunity to listen to the reports of some resident citizens regarding the many critical issues present in the ERP complex (presence of colonies of rats, unusable intercoms, main gate out of order, piles of abandoned waste and full rooms used for their collection, parking unregulated interior, concierge not always manned, degradation, absence of internal circuit cameras, etc.). The attention of the Municipal Administration was guaranteed to them.
