OUTCOME:

The Councilors viewed the spaces in which the non-profit social solidarity cooperative Cidiesse carries out projects for the insertion and work training of young people who have ended up in the penal circuit.
The representatives of the cooperative reported that the percentage of young people who, once included in the work path proposed by Cidiesse, never returned to crime is equal to 90%.
The Councilors expressed their praise for the quality of the project and the results achieved.

OUTCOME:

The President of the DIAZaccademy Sports Club illustrated to the Commission the sports disciplines carried out by the amateur sports club. You therefore drew the Commission's attention to some critical issues that characterize the tenders for the assignment of municipal spaces for sporting activities. You pointed out, in particular, the short duration of the concessions. The Commission saw the opportunity to contact the Sports Councilor in order to ask whether it is possible to contemplate multi-year concessions and different assignment criteria.

Agenda:RESOLUTION N. 29/2023 Technical Management and Street Furnishings Recognition of off-balance sheet debt, pursuant to art. 194 paragraph 1, letter. a) of Legislative Decree 267/2000, deriving from the payment of the sum of €39.491,43 for default interest in addition to €3.823,61 for legal expenses in execution of the sentence. 4705/2022 of the Court of Milan - Civil Section 7. He will participate in the commission:

OUTCOME:

The Director of the Plant Management Area and the Official of the Monitoring and Management of Various Contracts Unit described in detail the origin of the off-balance sheet debt referred to in resolution no. 29 of 2023. At the end the President declared the provision discussed, sending it to the Council Chamber for debate.

Agenda: VITTORIO FORMENTANO PARK - LARGO MARINAI D'ITALIA - due to maintenance, degradation and neglect problems. Meeting at 11.30 am at Palazzina Liberty inside the park.

OUTCOME:

The group of citizens who welcomed the Councilors agreed, complained about the serious deterioration, the poor cleaning and maintenance and the insufficient presence of the PL inside the park. The present structures (bowl club and other equipped areas), according to them, are in poor condition and poorly managed. They also reported the presence of noisy drunks, drug dealers and homeless people and illicit trade activities. They asked for more attention from the FFOO, the PL and the Municipal Administration. The Councilor at the match illustrated the PL Corps' recruitment plan, reported the number of agents who will be assigned to the Local Command and ensured greater commitment.

OUTCOME:

The ATM Manager illustrated the situation concerning the Company in relation to the expected hirings, 650 in the various profiles in 2023; you highlighted the difficulties encountered in managing to satisfy the need for personnel for each profile. You clarified that the Company is trying to tackle them also in collaboration with Galdus, Rete ITIS and AFOL whose managers have highlighted which tools can be put in place. The Trade Unions they highlighted how the main problems are represented by wages, the cost of living and housing in Milan and the risks to the personal safety of drivers. They argued that solutions need to be found at both the national and local levels. The councilors agreed with what was supported by the trade unions. and invited the Administration to work to reverse the situation. The Councilor underlined how the situation of difficulty in finding staff is common to the whole country and underlined that the Administration is operating through the "House for workers" project for the housing problem and with the "Pact for the work” for the remuneration issue.

Agenda:Presentation of the initiatives and projects for the 1873-2023 sesquicentennial of the incorporation of the Municipality of Corpi Santi into the Municipality of Milan and the 1923-2023 centenary of the aggregation into the Municipality of Milan of the neighboring municipalities and their villages, which became new peripheral districts, today an integral part of the city. OUTCOME:

During the session, several representatives of associations were heard asking for the recovery of the historic villages absorbed, over the years, by the Municipality of Milan. In these sites there are architectural and agricultural elements of particular value that deserve to be saved and proposed in urban tourist itineraries as part of the history of the city. The Councilors expressed their intention to collaborate in saving them by proposing to prepare a list of them with the related problems, to ask for the Superintendent's bond for those places that do not yet have it, to take action to find European and national resources in order to to proceed with their recovery. They suggest taking advantage of the initiatives planned on the occasion of the 150th (1873-2023) anniversary of the incorporation of the Holy Corps into the Municipality of Milan and the 100th (1923-2023) of the aggregation of the neighboring Municipalities and their villages into the Municipality of Milan , to raise awareness among the population on this issue

Council Commission Sport, Tourism, Youth Policies and Wellbeing Policies (Chaired by Councilor Vasile Angelica)
Agenda: “SAN CRISTOFORO ROWING CLUB” via Alzaia Naviglio Grande,122.

OUTCOME:

The Councilors went to the headquarters of the San Cristoforo Rowing Club, located in Alzaia Naviglio Grande 122, to view the activities of this association and to find out about the problems it faces in carrying out its activities. The President of the Club informs that there are more than 650 members and the sporting activities carried out are all related to the use of the oar: rowing, canoeing, Venetian rowing and more and citizens of all ages participate. He then goes on to illustrate all the activities carried out by the Club and the problems that arise, which create difficulties in carrying them out, among which he points out the cumbersomeness of the procedures for using the Darsena for sports competitions and the long periods of dryness of the Naviglio which prevent the use of boats. The Councilors undertake to intervene on what is reported by the President of the Club.

OUTCOME:

The session focused on the state of affairs and the prospects for increasing university studies within Milanese prisons. The current situation was presented by the managers of the Observatory for the Right to Study in Prison of the State University of Milan, which is the leading university in Italy for this particular type of teaching. The interventions focused on the results obtained, especially in light of the growing number of enrolments, and the critical issues still to be overcome to better develop this opportunity for personal growth for prisoners, with a view to their desired social reintegration.

Agenda: "Urban Regeneration Directorate - Project Management Rationalization of Administrative Procedures - Proposal for Resolution No. 284-2023: Update of primary and secondary urbanization and waste disposal charges, due for authorizations for new construction interventions, expansion of existing buildings and building renovation. The following were invited to the Commission's work:

The Councilor for Urban Regeneration and the Managers reporting to him illustrated resolution no. 284-23, relating to the updating of urbanization charges, then responding to the questions posed by the Councillors. Once the debate was over, the President of the Commission declared the provision discussed and sent it for discussion in the Council Chamber.

The managers, on behalf of the European Commission, of the Directorate General for the Internal Market, Industry, Entrepreneurship and SMEs illustrated the "Action Plan for the Social Economy", the motivations that led to its drafting and initiatives for its full implementation. They also reported on the centrality of the Third Sector for the national economy and clarified some problematic aspects (access to credit and direct access to European Union resources).

Agenda:Presentation of the “Neighborhood Coach” project, a community welfare project promoted by the non-profit educational agency L'ORMA. Participants:

OUTCOME:

The Founder and Brand Ambassador of the non-profit educational agency “L'Orma” provided specifications regarding the “Neighborhood Coach” project; the latter was born in 2020 as a social innovation project, free outdoor games and sports, for children aged 6 to 11. The activities are managed by young volunteers who live in the area, appropriately guided by professional educators. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The Councilor underlined the importance of promoting Volunteer Guardians in the area, a figure introduced by Legislative Decree no. 47 of 2017 regarding protection measures for unaccompanied foreign minors. He also referred to the need for a systemic approach on this issue, pointing out that there are around 1300 people currently in charge of the Municipality of Milan.
The Guarantor for Children and Adolescents of the Lombardy Region has communicated that there are approximately 270 Volunteer Guardians who belong to the area pertaining to the Juvenile Court of the Municipality of Milan and that the tender for the selection of new ones is still open Guardians.
The guests placed specific focuses on the role of Volunteer Tutors and the importance of dialogue between the institutions and the actors involved.
