Agenda:OXFAM Report: Inequality knows no crisis. Speaker: Misha Maslennikov, Oxfam Italia policy advisor on economic justice dossiers and author of the report. Also participating will be:

OUTCOME:

The OXFAM 2023 Report on Inequalities, illustrated by its author and Head of the same Observatory, highlights the significant increase in the concentration of wealth, at a global level and especially during the pandemic, in the hands of 1% of the world population to the detriment of the remainder 99%. The same phenomenon, it is reported, concerns our country. Furthermore, the unfair tax system, the increase in the working poor, the absolute poverty rate and the damage caused by inflation on labor income were highlighted. Finally, a document was presented relating to the measures undertaken by the Municipal Administration to combat poverty.

Agenda:"Directives regarding the identification and registry registration of prisoners". They will be present:

OUTCOME:

The Councilors for Welfare and Civic Services and the offices illustrated the contents of the work that the Municipality of Milan has carried out in synergy with the Guarantor of prisoners' rights and the directors of the Milanese penitentiary institutions to respond in a unique and shared way to the problems related to identification, issuing of documents and residence of prisoners. The importance of these directives was underlined, as they are fundamental in preventing the deprivation of many fundamental rights.
A debate followed during which some Councilors formulated considerations and asked questions which were answered.

Joint Council Commission Olympics-Paralympics Milan Cortina 2026 e Education and Food Policy  (Chaired by Councilor Giungi Alessandro and Councilor Pontone Marzia)
Agenda: Presentation of the competition for the choice of the mascot for the Olympic and Paralympic Games in Milan with:

  • Councilor Martina Riva,
  • the school director Elisabetta Trisolini of the Sabin Comprehensive Institute,
  • the Vice President of CONI Claudia Giordani,
  • the representatives of the Territorial School Office.

OUTCOME:

Preceded by the Vice-President of CONI, special guests of the session were the school director and part of the teaching staff of the AB Sabin Comprehensive Institute of Segrate, as the finalist school in the competition for the choice of the mascot of the Milan-Cortina Olympics and Paralympics 2026. The professors explained how they proceeded, step by step, from the design to the illustrated creation of the two characters by the students, hoping to reach the coveted final award thanks to the voting that will take place online. Participation in the competition, as an experience of active citizenship, had above all the meaning of promoting and raising awareness among girls and boys about the values ​​of sporting practice shared through the various institutions of the country.

Joint Council Commission Mobility, Environment, Greenery and Animals e Control of Participatory Bodies (Chaired by Councilor Carlo Monguzzi and Councilor Marco Bestetti)
Agenda: “Research and innovation programs in the energy sector to achieve decarbonisation. Presentation of the Plato Project”. They will be present:

  • prof. Antonello Monti (RWTH) of the Technical University of Aachen;
  • Ilaria Losa, RSE engineer and researcher.

OUTCOME:

An Italian professor at the German University of Aachen and a researcher from the RSE Society illustrated an experimental project, financed by European funds and aimed at achieving the European decarbonisation objectives, set by 2050. They then responded exhaustively to the questions posed by the Councillors.

Agenda:Resolution no. 68/2023: "Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter a), Legislative Decree 267/2000, deriving from the payment of the total sum of €78.455,11=, plus monetary revaluation from the date of the sentence to the balance, in execution of the ruling of the Court of Appeal of Milan - Labor Section no. 1125/2022 pronounced on 01.12.2022. ". Will participate:

OUTCOME:

The Offices illustrated the content of resolution No. 68, specifying that, while in the 1st degree the Judge rejected the employee's reasons, the 2nd degree Judge reversed the decision, condemning the Municipality to pay. He highlighted that the reasons have not yet been received and we are awaiting those to decide which path to take. The councilors asked some questions aimed at better understanding the case in question; the Offices have provided answers to these questions within their competence. At the end of the clarifications, the President declared the provision discussed and sent it to the Chamber for subsequent action.

OUTCOME:

The Commission carried out an inspection at the Opera Prison. The tailoring shop, where bags and accessories are produced, the decoder regeneration laboratory and the bakery laboratory were visited.

Agenda: "Nursery and nursery school rankings". Will participate:

OUTCOME:

The Deputy Mayor of the Municipality of Milan as well as Councilor for Education provided specifications relating to childcare services, the educational offer, the nursery and nursery school rankings, the available places and the scoring criteria, the on-line procedure line to accept, opt out or request a transfer. The Welfare Councilor highlighted the importance of encouraging collaboration and integration between educational services and Welfare services. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda:"TAR ruling on the appeal against the assignment to MM of the management of municipal green areas, and updates on the appeal relating to the management of urban waste". Will participate:

OUTCOME:

The Councilor for the Environment and Greenery has announced that the TAR has canceled the municipal provisions which provided for the entrusting of greenery maintenance to MM. So now we are waiting for the TAR's reasons for appealing against the sentence to the Council of State. You reiterate your intention to entrust this service to MM in an integrated and long-term vision. Some Councilors express their doubts in entrusting the management of the greenery to a company that has no experience in this sector but the Councilor reiterates that the service will certainly be better than that provided so far by whoever has managed the contract.

OUTCOME:

The guests illustrated the activity of the Paly2Give Association, underlining that it was born from the National Hip Hop team and that it aims to involve young people, especially from suburban neighborhoods, in carrying out charitable initiatives and bringing them closer to the world of disability. They highlighted the ways in which this happens and, answering questions posed by the councillors, declared themselves willing to collaborate with the Administration.

OUTCOME:

Various representatives of LGBT+ associations told the history of LGBT+ movements and shared their experiences of activism.
Subsequently, the proposal to name a place in Milan after these movements and/or characters symbolizing this activism was illustrated.
The topic aroused the interest of the Councilors present, who asked questions and requested clarifications, especially regarding what the place to dedicate could be.
