OUTCOME:

The Commission went to visit the Civic Archaeological Museum of Corso Magenta n. 15, with a view to carrying out a series of inspections at Milanese cultural institutions, in order to verify the cultural offer of the city of Milan.

Agenda:  Resolution N/817-2023 Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 2 executive judicial measures unfavorable to the Municipality for a total of €18.142,73.=. They will speak:

OUTCOME:

The Director of the Facility Management Area, State Property and Heritage Directorate, illustrated Resolution no. 817/2023, detailing the ruling that determined the off-balance sheet debt contained in the provision. The Presidents intervened on the merits, then declared the resolution discussed and sent it to the Council for debate.

OUTCOME:

The Chief Lawyer illustrated to the Commission the situation of the dispute of the Municipality of Milan as of 1.1.2023. He therefore provided a response to the requests for information formulated by the Councilors regarding disputes regarding the environment, educational and social services, sport, the Piazza Aspromonte affair and incorrect notifications of measures.

Agenda:Resolution No. 863/2023 - Housing Directorate: "Three-year plan for the provision of public and social housing services in the city of Milan for the three-year period 2023-2025". They will be present:

OUTCOME:

The Housing Councilor illustrated resolution no. 863, which should have been only a mere update of the law pertaining to the Municipalities and which instead he wanted to transform into a strategic plan for future housing policies, which he illustrated, then responding to the questions posed to him by the Councillors.
At the end of the debate, Resolution no. 863 was declared discussed by the President, who sent it to the Council for debate.

Agenda: Geothermal energy and heat from underground: update on the number, regulation and functioning of geothermal plants activated to date and scheduled for activation in the territory of the Municipality of Milan and the Metropolitan City Municipalities. Participants:

OUTCOME:

The managers of the Air Quality, Noise and Energy Sector of the Metropolitan City of Milan described the state of the art in relation to the number, regulation and functioning of the system of geothermal plants launched to date and those planned for activation in the territory of the Municipality of Milan and the Municipalities of the metropolitan area. The majority of these systems are concentrated in the city and in particular, in the central areas and in those recently redeveloped. The limits were highlighted (distortions in the geothermal exchange) and the benefits on the city's ecosystem (cooling and heating of buildings without local emissions), the worrying increase in the temperature of the first aquifer was underlined and finally, the reopening of the navigli as a useful solution.

OUTCOME:

The Commission went to the San Vittore Prison to carry out an inspection of the women's section. The spaces and some detention rooms were visited.

OUTCOME:

The Councilor underlined the importance of the action carried out by the Administration in recent years, while the Offices illustrated the procedures adopted for the assignment of the properties covered by the Commission, specifying that the fourteenth tender will be held shortly. The ANBSC has highlighted how collaboration between organizations and associations leads to a virtuous path that allows properties to be assigned to individuals capable of managing them; they then anticipated the location of some areas and properties which may soon be made available to the Municipality. The councilors expressed some considerations regarding the strategies adopted and asked some questions aimed at better understanding the procedures implemented, which were promptly answered.

Agenda:Presentation of the research THE ATLAS OF THE DEAD [and badly injured] CYCLISTS IN ITALY / ITALIAN ATLAS OF THE DEAD [and seriously injured] BY BICYCLE on cycling accidents in Italy, with a specific focus on Milan. What is the size of the phenomenon today? What are the recent dynamics? Is it possible to identify and investigate the places where the most accidents occur? And the causes? And the profiles of accident victims? The importance of data to set policies that quickly lead us towards the realization of Vision Zero, zero road deaths, zero serious accidents. Participants:

OUTCOME:

Through summary slides of the project called "Atlas of the Dead", the representatives of the Polytechnic of Milan highlight the causes, nature, geolocation and times of accidents involving cyclists on a national scale.
From the data collected from Istat, Areu sources and statistical processing, an increase in accidents involving cyclists emerged, at the same time as the increase in the cycling community. 
The focus sees the city of Milan in first place for the number of accidents involving cyclists, therefore to manage the problem it is appropriate to exchange information between the various actors, in order to find solutions and establish an observatory to understand the importance of the phenomenon and implement measures to stop it.

Council Commission Urban Regeneration (Chaired by Councilor Ceccarelli Bruno)
Agenda:"Resolution N/954-2023: Counter-arguments to the observations and definitive approval of the Variant to the Rules Plan of the current Territorial Government Plan (PGT), having as its object the implementation of the "Variant to update the delimitation of the river bands of the Excerpt Plan for the Hydrogeological Structure (PAI) of the Po river basin of the Seveso torrent with the subsequent updating of the hazard and risk maps of the floodable areas of the PGRA, the modification of art. 45, paragraph 3, of the implementation rules of the Rules Plan and the reduction of the buffer zones of the watercourses of the minor water network within the Mind-post-Expo area, pursuant to and for the purposes of art. 13 of Regional Law no. 11 of 2005 March 12 and subsequent amendments Ai work of the Commission were invited:

  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini;
  • the Director of the General Urban Planning Area arch. Marino Bottini.

OUTCOME:

The Director of the General Urban Planning Area illustrated in detail the content of Resolution 954/2023 regarding the variant to the PGT regarding the delimitation of the river bands of the Seveso torrent and other provisions contained in the agenda. This measure had already been passed in the commission, but has now been proposed again in the council and then in the city council, for definitive approval, following the acceptance of some observations. At the end of the session the President declared a favorable opinion on the provision, entrusting it to its procedural process.

Council Commission Sport, Tourism, Youth Policies-Policies for Wellbeing (Chaired by Councilor Angelica Vasile)
Agenda: “Conversation and reflections between the members of the Sport, Tourism, Youth Policies and Wellbeing Policies Commission, on the Policies to be promoted in the coming months”.

OUTCOME:

The President and the Councilors defined the insights and priorities that will soon engage the Sports Commission. In particular, a focus was developed on the problems linked to the closure of some city seaside resorts, the increase in tariffs and the public/private partnership model. The Councilors welcomed the proposal, formulated by the President, to divide the topics to be followed among them.
