OUTCOME:

The session hosted the hearing of the representatives of the major trade organizations on the problems relating to entry into Area C. The crucial issues and critical issues relating to the incoming mobility of private vehicles in the city center were addressed, both from of resident citizens and of the city's daily "city users", in relation to the strengthening of public transport and so-called soft mobility. The Councilor for Mobility was present on behalf of the municipal council and expressed her opinion and strategies regarding this delicate issue.

Agenda: CLEVER Cities Milan project update. The following are invited:

OUTCOME:

The Director of the Urban Regeneration Area, assisted by collaborators, illustrated through the projection of graphic slides, the state of the art of the "Clever Cities" Project co-financed by the European Horizon funds.
Milan places itself as the leader of the project which is coming to an end and involves the cities of London and Hamburg, with the aim of providing best practices and models that can be replicated in other territories, as part of the experimentation of green infrastructures and "Naturalistic Solutions Innovative" (NBS).
It focuses on the three projects called CAL. carried out through the NBS, in the southern area of ​​Milan.

OUTCOME:

The President of Koinetica, the first organization in Italy dedicated to the communication of Corporate Social Responsibility, and the offices illustrated the characteristics of the CSR and Social Innovation Exhibition, clarifying that it is an opportunity to share sustainability strategies and offer moments of discussion between businesses, public administration and the third sector.
A debate followed during which the Directors placed specific focuses on the sustainable and inclusive corporate culture.

Agenda:Hearing of Rosanna Volpe, president of Milanosport and Lorenzo Lamperti, general director of Milanosport on the application of VAT to Milanosport courses, as imposed by the Revenue Agency.

OUTCOME:

The President and the General Director of Milanosport illustrated to the Commission the provisions envisaged by the Revenue Agency for the application of 22% VAT to Milanosport courses. For the year 2023 Milanosport has decided to discount the costs of the courses by 10%, to meet the payment of VAT by users. The Commission discussed possible solutions to be taken at a legal level to try to deal with this problem for future years.

Joint Council Commission Equal Opportunities-Civil Rights e Security-Social Cohesion (Chaired by Councilor De Marchi Diana and Councilor Albiani Michele)
Agenda: Zeus Protocol. The following will be present at the hearing:

  • Dr. Francesca Garbarino, criminologist CIPM Service for Social and Criminal Mediation, Municipality of Milan;
  • Dr. Maria Letizia Mannella, prosecutor of the Court of Appeal of Milan;
  • dr. Giovanni Cuciti - Anti-Crime Division Milan Police Headquarters.

Councilor Lamberto Bertolè and Councilor Marco Granelli were invited.


OUTCOME:

Councilor Granelli and the guests illustrated the "Zeus Protocol" prepared in 2018 to include those with excessive anger reactions in treatment programs in order to prevent escalation and which is accompanied by the warning provision by the Police Commissioner. They explained that reporting to the police takes place anonymously and that the Protocol is activated in cases of stalking, abuse and child pornography. They provided the data concerning the complaints to date and those concerning the invitations to follow a treatment path, highlighting how repeat offenders are a small part of those who have followed this path. The councilors asked questions aimed at better understanding the functioning of this Protocol and highlighting how such behaviors must be banned, intervening from a cultural but also repressive point of view. The guests provided further clarifications, while the Councilor assured the Municipality's intervention to combat these phenomena.

OUTCOME:

The Head of the Protocols and Authorizations Office of M4 illustrated the SILEG IT platform used to combat and avoid infiltration of organized crime on public works construction sites. In particular, it was highlighted that the IT system was designed by M4 and its effectiveness in achieving its intended purpose was demonstrated. The Councilors asked some questions which were promptly answered.
