OUTCOME:

The Councilor illustrated the contents of resolution no. 240 and resolution no. 356: the first relating to the new Accounting Regulation, provided for by the local authorities finance reform law, and the second to the Management Report for the 2022 financial year.
At the end of the illustration, the Vice President declared the provisions discussed and sent them to the Council Chamber for debate.

Council Commission Institutional Affairs and the Metropolitan City (Chaired by Councilor Enrico Fedrighini)
Agenda: Metropolitan Urban Agenda for Sustainable Development, drawn up and approved by the Metropolitan City.03.20. Will participate:

  • Deputy Mayor and Councilor of the Metropolitan City delegates for the environment: Francesco Vassallo,
  • Head of the Sustainable Development Service of the Milan Metropolitan City: Cinzia Davoli

OUTCOME:
The Deputy Mayor and the Head of the Metropolitan City Sustainable Development Service presented the Metropolitan Urban Agenda for sustainable development approved by the Metropolitan Council on 22 December 2022. In particular, they illustrated the objectives to be achieved set out in the UN Agenda for 2030 and the actions necessary to reach the established goals. The Councilors expressed their appreciation for the proposals presented and suggested creating coordination with the Municipality of Milan on these issues.

Council Commission Subcommittee on Prisons, Penalties and Restrictions (Chaired by Councilor Nahum Daniele)
Agenda:Inspection at the headquarters of the Ciao Association, Via Magliocco, 2, (first shelter for detained mothers). They will be present:

  • the Association Managers: Andrea Tollis and Elisabetta Fontana

OUTCOME:

The Councilors carried out an inspection at the headquarters of the CIAO Association which hosts detained mothers with their children. The association's managers provided data on the number of guests, the activities carried out and the ways in which the association supports itself. The Councilors asked several questions which were promptly answered.

Trijoint Council Commission Equal Opportunities and Civil Rights, Sport, Tourism, Youth Policies and Wellbeing Policies Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor De Marchi Diana, Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda:"ASD Bimbe nel balloon hearing". They will speak:

  • Joanna Borella, President of ASD Bimbe nel Pallone,
  • Simone Locatelli, President of Municipality 2,
  • Martina Costa, operator and psychologist at the Milano Donna 2 Centre.

OUTCOME:

The President of the Bimbe nel Pallone sports association illustrated the inclusive goals of girls and also adult women in playing football, which is often reserved only for boys. The President of Municipality 2 and a psychologist from the Women's Action Center of Municipality 2 then spoke to confirm the usefulness of sporting activity, of any type, for women.

Joint Council Commission Active Mobility and Accessibility Council Subcommittee e Welfare-Health (Chaired by Councilor Mazzei Marco and Councilor Fumagalli MarcoCarlo)
Agenda: "Monitoring architectural barriers in Municipality 8: results and a method to share". Participants:

  • Giacomo Marini, President of the Mobility and Safety Commission, Municipality 8.

She was invited:

OUTCOME:

The session was dedicated to an initiative tested at Municipality 8, consisting in the creation of a map of the architectural barriers existing in the entire area. The person responsible and coordinator of the monitoring was present and presented the genesis of the project, the mapping detection methods as well as the execution methods. The map has been digitized and made public online, and it is possible to continuously update it with appropriate reports from citizens. The Mobility Councilor and the councilors present were thus able to delve deeper into one of the most priority issues in the urban planning field, which particularly affects the quality of life of citizens, hoping that this intervention will extend to the rest of the city.

Agenda:  1)"Proposal for City Council resolution N/482-2023 "Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 25 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 93.845,72" Will be present:

  • the lawyer Antonello Mandarano.

2) "Proposed resolution of the City Council N/620-2023 Subject: "Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter. a) of the Consolidated Law on Local Authorities (TUEL), deriving from judicial measures unfavorable to the Municipality of Milan in cases falling under the jurisdiction of the Tax Management Area for a total of €91.351,44. This provision has accounting implications." They will be present:

  • the dr. Massimiliano Bianchimano.

OUTCOME:

The Head of the Municipal Attorney's Office and the Director of the Tax Management Area illustrated, respectively, the proposal for Resolution no. 482/2023 and the proposed Resolution no. 620/2023, both concerning some judicial proceedings in which the Municipality of Milan succumbed (off-balance sheet debts). Furthermore, during the meeting, the convening of a Commission session was announced with the report of the disputes relating to the year 2022 and the first months of the current year on the agenda. At the end of the debate, the two measures were declared discussed and sent to the City Council for subsequent compliance.

Agenda:Presentation "Inequalities Report" by the Cariplo Foundation. They will be present:

OUTCOME:

The Presidents of the Commissions and the President of the City Council introduced the session by noting the importance of the study and underlining that this is presented in the Council Commissions since the City Council is the place in which policies to reduce inequalities are implemented. The Councilors and guests illustrated to the councilors the "Inequalities Report 23" developed by the Cariplo Foundation, delving into its peculiar aspects and focusing on the data concerning the increase in inequalities in the last five years and the causes of this evolution. They specified that their work, for which they specified the methods of analysis, analyzed above all childhood and adolescence since it is necessary to intervene in that age group to reverse the trend detected. The councilors intervened to stigmatize the trend that emerged from the study and indicate with which actions, albeit limited to the specific field of intervention, the Municipality could intervene to help reverse the current trend.

OUTCOME:

The Vice President of the SkateMi Association provided specifics regarding skateboarding, highlighting the need to be able to dedicate spaces in the city to be able to practice it. The idea is to imagine and create, through skateMi, a different Milan that creates inclusion even for those who experience disadvantaged situations. The Councilors asked questions on the merits which were given exhaustive answers

Agenda: The European funds directly managed by the Municipality of Milan: an overview and development lines. Guests:

  • dr. Marco Mazziotti - Manager of Unit/Office - Direct EU Funds - Specialist Directorate of Plan Management and Monitoring Authority - Municipality of Milan.

OUTCOME:

The Director of the Direct EU Funds Office of the Specialist Management Authority and Plan Monitoring Directorate explained to the Commission what directly managed European funds are and the strategic projects in place at the Municipality of Milan. He therefore provided a response to the requests for information formulated by the Councilors regarding the integration and implementation of the projects.

Agenda:"The bicycle seen from the point of view of women: a tool for sport, leisure, participation, mobility, emancipation, work, civic commitment. 1st commission in a series". Will participate:

OUTCOME:

During the session the invited guests shared the experiences they had, thanks to the use of the bicycle (the “If I did it myself” project) and reported the initiatives promoted (Ciclobby, Upcycle by Cafè), regarding the promotion of the use of the bicycle, especially aimed at women. Furthermore, the issue of the inadequacy of the city's cycle paths was highlighted and the delay in the application of the 30 km/h limit throughout the city was complained about, which was contested by some.

OUTCOME:

The Director of the State Property and Heritage Directorate illustrated Resolution no. 307-23 relating to an off-balance sheet debt deriving from a sentence of the Court of Milan for a dispute initiated by a cleaning company, in which the Municipality was unsuccessful and sentenced to compensate the sum of Euro 622.703,43.
After the Manager responded exhaustively to the Councillors' questions, the President of the Commission declared resolution no. 307-23 discussed, launching it for debate in the Council Chamber.
