OUTCOME:

In the presence of Dr. Marco Edoardo Maria Minoja, Director of the Culture Department, and Dr. Marco Pogliani, in charge of the Mayor for Communication, the topic of communication in the cultural field was addressed, with particular reference to cultural signage.

Agenda: Inspection of Viale Monza 325 due to deterioration and illegal sale of products. Will participate:

OUTCOME:

During today's inspection, the citizens complained about the degradation the area is experiencing due to the illegal market which takes place every Saturday morning in the small square in front of number 325 in Viale Monza and also due to the flows of users who pertain to the headquarters of “Daily Bread”. The need for more frequent control of the area by the Local Police was highlighted.
The Councilors present underlined the opportunity for a discussion with Pane Quotidiano and affirmed the need for targeted interventions by the Police Force.

Agenda:"Inspection of the property in viale D'Annunzio 15". Will participate:

OUTCOME:

The Councillors, accompanied by the Councilor for Education, visited the construction site of the building in via Gabriele d'Annunzio 15, destined to become the new headquarters of the school now located in via Vivaio, where they were able to view the state of progress of the works which should be completed, barring complications, next December. If the deadline for the works is respected, the school transfer could take place during the Christmas holidays. At the end of the visit some Councilors asked for clarifications on the work which was promptly responded to by the Councillor.

OUTCOME:

In the presence of representatives of the major trade unions, the hearing of the managers of SEASpA was held, to illustrate the situation of the workers of the Malpensa and Linate airport infrastructures, in relation to the closure of the related canteens as well as cases of outsourcing of part of the staff employed in services paid by SEA itself. A substantial debate ensued, which brought the attention of the councilors present to the numerous aspects connected to the working conditions in Milan's airports.

Council Commission Urban Regeneration (Chaired by Councilor Ceccarelli Bruno)
Agenda: Resolution no. 3539-2022 Correction of material errors in the current PGT documents, pursuant to art. 13 paragraph 14bis of LR 12/2005 and subsequent amendments. They are invited:

OUTCOME:

The offices described the material errors of the PGT, corrected with resolution 3539-22, then responding to the questions posed by the Councillors. At the end, the President declared the resolution itself discussed, sending it to the council for debate.

Agenda: In-depth analysis and analysis of the situation of mixed condominiums under the jurisdiction of the Municipality of Milan. They will be present:

OUTCOME:

The managers of the Housing and Neighborhood Plan Department illustrated the state of affairs relating to the municipal housing stock in condominiums in the city and outside the city, the management methods, the problems connected to them and some projects for the recovery of vacant housing in mixed condominiums to be assigned to workers and/or to be reserved for the housing emergency. Some councilors have raised concerns regarding the choice of condominium administrators and the excessive amount of condominium expenses borne by economically weak individuals.

OUTCOME:

The Councilors were informed of the activities carried out and planned by the Spazio Donna - We World in via Romilli, 4 and visited the premises of the headquarters.

Joint Council Commission: Institutional Affairs and the Metropolitan City e Control of Participatory Bodies (Chaired by Councilor Enrico Fedrighini and Councilor Marco Bestetti)
Agenda:"Update on the status of the administrative appeals regarding the tender for the assignment of the waste management and urban cleaning service and the resolution to assign the urban green management and maintenance service to MM. Hearing by the lawyer Antonello Mandarano, Director of the Lawyers Directorate of the Municipality of Milan".

OUTCOME:

The Lawyers' Directors illustrate the status of the appeals presented by private individuals against the decisions taken by the Administration regarding the awarding of the cleaning service and the maintenance and care of public green areas. They clarified the merits of both, highlighting how in the case of greenery management the TAR's decision is expected by January 25th; while, for the tender concerning environmental hygiene, the public hearing was held yesterday, so the TAR's ruling will be known shortly. They stated that, depending on the sentences, the presentation of appeals will be normal, either by the appellant companies or by the Administration itself. After answering some questions posed by the councillors, they assured that they will take care of keeping the Presidents and councilors informed.

Agenda: "Italian language and culture teaching courses for migrants: the experience of mothers at school". Will participate:

OUTCOME:

The speakers invited to the commission provided specifications relating to the "Mothers at school" project; teaching is an indispensable and fundamental element to promote paths of integration, autonomy, independence and freedom. It was highlighted that in each school there is a team of volunteer teachers, a team of educators for the management of the children's space, both of which are coordinated by professional teachers and educators. A weekly desk for linguistic-cultural mediation and service orientation is available for mothers.

OUTCOME:

The Sports Councilor of Municipality 1, the President of the Sports Commission of Municipality 1 and the President of Municipality 1 illustrated to the Commission the sporting activities organized at the PlayMore sports facility and at the Civic Arena. They underlined the importance of carrying out sports initiatives in collaboration with schools. The importance of the sports facilities present in the parks and gardens of Municipality 1 was also highlighted.

Agenda:"Analysis and evaluations on the positioning of street furniture in public areas in order to protect citizens' peace and quiet at night."

OUTCOME:

During the session, a debate developed aimed at finding ways that allow young people to have fun using public space without preventing those who live nearby from sleeping at night. The hypotheses put forward were different and it was decided to continue the discussion on this topic in other sessions, involving the Councilors who can play an important role on this topic by giving their contribution.

Joint Council Commission Equal Opportunities-Civil Rights e Welfare-Health (Chaired by Councilor De Marchi Diana and Councilor Fumagalli MarcoCarlo)
Agenda:Reflections on the care of foreign people, asylum seekers, victims of torture or inhuman and degrading treatments, with psychological vulnerability". The following will be present:

  • Dr. Marzia Marzagalia, contact person for the Ethnopsychiatry Service of the ASST Grande Ospedale Metropolitano Niguarda in Milan;
  • Dr. Lia Lombardi Professor of Sociology and Anthropology at the Degree Courses in the Health Professions of the University of Milan.


OUTCOME:

The guests clarified that the ethnopsychiatry service, present at the Niguarda Hospital in Milan since 2000, provides support to refugees seeking asylum and victims of torture. Currently, 320 patients are being followed, mostly men (80%) aged between 25 and 35.
The health education program, "Health Without Borders", promoted by LILT and aimed at foreign communities, in partnership with the ISMU Foundation, was also mentioned.
