OUTCOME:

The Director of the Commercial Activities and SUAP Area, as well as the Director of the One Stop Events Area illustrated provision no. 314-2022, concerning the modification of the "Municipal plan for the regulation of sales for solidarity purposes". At the end of the illustration, the President of the Commission declared the measure discussed, so that it can be subjected to examination by the City Council.

Agenda:

  • Resolution no. 320/2022 SPECIALIST COLLECTION AND COLLECTION DIRECTORATE Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €31.958,35. The measure involves expense.
  • RESOLUTION N. 177/2022 LAWYER DIRECTORATE: Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 35 executive judicial measures against the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €152.875,61. The measure involves expense.

OUTCOME:

The Managers of the Lawyers and the Collections and Collections Office illustrated resolutions 177 and 320, then responding to the Councillors' questions, mostly focused on off-balance sheet debts in general. The President declared the two measures discussed and sent them to the council for debate.

OUTCOME:

The session focused on the presentation of the annual report "Quality of life in Milan 2021" conducted by Il Sole 24 Ore, as always including the ranking, relating to the year just concluded, of the Italian provinces based on the survey of well-being indicators of their citizens. It was thus possible to make a comparison with the previous year, strongly characterized by the height of the pandemic phase. The councilors took into consideration the data expressed, expressing assessments based on possible measures and interventions in the territories concerned.

Council Commission Institutional Affairs and the Metropolitan City  (Chaired by Councilor Enrico Fedrighini)
Agenda: Metropolitan urban agenda for sustainable development. Hearing with Simone Negri, Councilor delegated for the Environment and Legality of the Metropolitan City of Milan and Cinzia Davoli, responsible for "Agenda 2030" of the Metropolitan City of Milan. Will participate:

OUTCOME:

The Councilor delegated for the Environment and Legality and the head of "Agenda 2030" of the Metropolitan City of Milan presented the metropolitan urban Agenda for sustainable development which provides for the definition of guidelines and governance to achieve this objective. This is an action program based on economic growth, social inclusion and environmental protection signed in September 2015 by the governments of the 193 UN member countries. It includes 17 Sustainable Development Goals - "Sustainable Development Goals, SDGs" - divided into a total of 169 goals which can be associated with 5 macro-categories (the 5 Ps): People, Prosperity, Peace, Partnership, Planet. The guidelines of the metropolitan urban agenda for sustainable development will be integrated with the Strategic Plan of the Metropolitan City of Milan and pilot actions will be used that will allow good sustainability practices to be implemented. The Councilors expressed their appreciation of the presentation and suggested convening other sessions to further explore the topics related to the 2030 Agenda

Agenda: A2A SpA: Update of the 2021-2030 Business Plan. The presence of A2A SpA top management in the Commission is expected:

A2A's managers illustrated in detail the Company's Industrial Plan for the decade 2021 / 2030, delving into some fundamental aspects including the increase in the use of renewable sources for energy production, the acceleration of the energy transition , the strengthening of city networks and the expected increase in investments. The directors analyzed the situation and asked questions on specific topics, to which the company top management provided answers.

OUTCOME:

The Offices illustrated the contents of resolution no. 361 which was declared discussed by the President to be subjected to examination by the City Council.

Agenda: Presentation of the "There was a turning point" competition. They will be present:

OUTCOME:

The speakers, invited to the commission, provided specifications relating to the "There was a turning point" competition, aimed at primary schools and aimed at overcoming stereotypes; the latter generate discrimination to the detriment of women, sterilizing that right which is enshrined in the constitution, i.e. equality. The Councilors asked questions on the merits which were given exhaustive answers.

Joint Council Commission Urban Regeneration e Security-Social Cohesion (Chaired by Councilor Ceccarelli Bruno and Councilor Albiani Michele)
Agenda: "Inspection after safety and cleaning of Liberty buildings in Viale Molise, 68." Will participate:

Meeting point with independent vehicles at the Liberty buildings in Viale Molise, 68.

OUTCOME:

The councilors carried out the inspection at the area of ​​the Liberty buildings in Viale Molise and the former slaughterhouse in order to take note of the progress of the works to make the area safe. They were welcomed by representatives of Redo, operator for the area of ​​the former slaughterhouse and temporary custodian for that of the buildings, by the technicians of AMSA, in charge of cleaning and disposing of the waste found in the area, by the Security Councilor and by the Offices of the Urban Regeneration Directorate. They explained, each for their own part, what work they have completed and what is planned. The councilors asked for some clarifications regarding some aspects and concluded the inspection.

Agenda: CASVA. Updates and insights from the Institute Center for Advanced Studies on the Visual Arts at QT8. The participation of:

OUTCOME:

The Director of the Special Cultural Projects Sector illustrated the CASVA project, an architectural archive, which will be built in the QT8 district, in place of the former municipal market which has long been in a state of abundance and decay. Responding to the Councilors' questions, he explained that the currently scheduled completion date is December 2022. The CASVA will not be a "static" archive, but a dynamic one and will constitute a cultural and aggregative reference point for the neighborhood, having provided spaces open to public catering, exhibition, audiovisual and debate events, which can also be used beyond the normal visiting hours of the archive, which will specifically be transferred there from the Castle archives, in a space separate from the meeting places, on the ground floor.

Agenda: Presentation of the state opportunity called Ecobonus. Officials from the Revenue Agency will be present

OUTCOME:

The experts from the Revenue Agency illustrated the legislation that allows the different types of building renovation contemplated in the government provisions regarding the so-called "Ecobonus 110%". They also reported on the risks linked to possible fraud, the crimes that actually occurred and the regulatory measures identified to remedy them.
