OUTCOME:

The Councilor for Culture and the Mayor's representative for Communication illustrated the Plan relating to Communication, both traditional and social, which aims to make it more effective and pervasive towards citizens by simplifying access and information methods. We are proceeding with the preparation of a uniform model in which each Area of ​​the Administration will provide its own contents. In particular, in the part relating to cultural initiatives, information will be given on exhibitions and opening times also for those structures, such as some museums, which do not directly depend on the Municipality. Agenda: "Prevention and local basic medicine: situation and proposals to relaunch public health in the area". Hearing of

  • Dr. Vittorio Carreri, Coordinator of the Cultural Movement for the defense and improvement of the NHS,
  • of Dr. Edgardo Valerio, of the technical secretariat of the Movement.

OUTCOME:

The representatives of the Cultural Movement for the Defense and Improvement of the NHS carried out in-depth analysis and reflections on the national and regional legislation on health matters and showed some graphs on the progress of the pandemic. The Commission debated the role of local medicine, as well as the attenuation of preventive medicine.

The guests described the business areas of MM SpA, its positioning on the market, the macro organizational model with a total workforce, as of 31/01/2022, equal to 1.323 resources.
The key aspects of the 2022 budget relating to the company's different areas of intervention (water service, engineering, housing, plant and property management, ordinary plant and infrastructure maintenance, greenery) were also clarified.
A debate followed during which some Councilors asked questions to which the guests provided answers.

The Housing Councilor and the Director of the MM Home Management illustrated the progress of the extraordinary maintenance interventions for energy efficiency, linked to the "Eco Bonus 110%" mode, already in the final investigation phase and also with respect to those scheduled, on the ERP assets managed by MM, then answering the questions posed to them by the Directors.

Joint Council Commission Olympics-Paralympics Milan Cortina 2026 Sport, Tourism, Youth Policies and Wellbeing Policies (Chaired by Councilor Alessandro Giungi and Councilor Angelica Vasile)
Agenda: INSPECTION of the SAINI Sports Center. Meeting point at the entrance to the Center (piazzale del Saini where there is the car park and terminus for bus 38). They will be present:

  • the director of the Sports Area Dr. Mario Almasio,
  • the President of MilanoSport Dr. Antonio Iannetta,
  • the Director of MilanoSport Dr. Lorenzo Lamperti.

The councilors gathered, in the presence of the leaders of MilanoSport and the Sports Directorate of the Municipality of Milan, were able to view the main sports facilities housed within the Saini Sports Center (football, rugby, tennis, swimming, athletics, basketball, volleyball, etc. .). the Councilors were also informed that the Faculty of Sports Sciences of the University of Milan has spaces inside the Sports Center, where various educational activities are carried out. The same institution financed part of the redevelopment, which is still underway.

Agenda: "Inspection in Piazza Mercanti" The meeting for the councilors will take place independently and will be in Piazza Mercanti in front of the Palazzo della Ragione.

Councilor Marco Granelli will participate.

OUTCOME:

The Councilor illustrated the work planned to guarantee greater security at the Loggia dei Mercanti, which has been the scene of episodes of hooliganism and petty delinquency perpetrated by gangs of young people who, especially during the weekends, bivouac under the loggia and in the small square behind it. Guests recalled the historical value of the place for the city and the need to preserve it from vandalism. Some councilors argued that such practices can be avoided by declaring the place and closing it at night as well as strengthening the presence of PL and the police. Others, however, have highlighted how it is necessary, by maintaining a visible presence of police forces, to connect the Lodge to tourist routes, highlighting not only its architectural aspect, but also that of testimony to the Resistance, opening it up to cultural initiatives that involve young people .

Joint Council Commission Control of Participatory Bodies e Mobility, Environment, Greenery and Animals  (Chaired by Councilor Marco Bestetti and Councilor Carlo Monguzzi)
Agenda: "Information on industrial and corporate transactions between A2A and Ardian"; 3) "Update of the A2A Industrial Plan 2021-2030". They are invited:

The top management of A2A illustrated to those present the signing of two agreements between A2A and the ARDIAN Fund (a world-leading private investment company) which kick off the acquisition operation of two plants for the production of electricity from renewable sources. The parties, they specified, have signed two agreements worth 452 million euros of investment, for 352 MW of total power. At the request of some Councilors regarding the high energy costs, they also clarified that measures are envisaged to contain the cost of energy (long-term contracts, etc.)

Agenda: Proposal for Resolution N/227-2022: Recognition of off-balance sheet debt pursuant to art. 194 – paragraph 1 – letter. a) Legislative Decree 267/2000 for the amount of €26.572,27 due for the reimbursement of part of the increase in the construction contribution paid by San Martino Società Cooperativa and Santerno Società Cooperativa (now Investire SGR SpA) in addition to legal interest equal to €880,63 for the total sum of €27.452,90 in compliance with sentence no. 765/2017 issued by the TAR We inform you that the following will participate in the Commission's work:

OUTCOME:

The director of the One Stop Shop for Construction illustrated resolution 227-22, concerning an off-balance sheet debt for the reimbursement of part of the increase in the construction contribution paid by two companies that operated at Cascina Merlata. No questions were asked by the Councilors and the Vice President of the Commission, who chaired the session, declared the provision discussed and sent it to the Council for debate.

Agenda: Initiatives to support active mobility in Milanese schools and projects on the topic of air quality in Milanese schools: presentation of the We were born to walk project, presentation of the Clean Cities initiative, presentation of Massa Marmocchi Milano activities and presentation of the MapsMI project. In the presence of the Mobility Councilor, projects and initiatives were presented aimed at finding new ways to deal with the journey from home to school with the aim of improving the safety and well-being of girls and boys, especially through the activation of reserved routes to active mobility in complete safety and respecting sustainability. The projects were designed and tested by grassroots bodies and associations dealing with soft mobility and urban sustainability. The councilors were able to intervene by asking questions and proposals, appreciating and sharing the objectives of this increasingly widespread project in school communities.

Agenda: "Visit of the school complex in Via D'Annunzio as a possible new headquarters for the Nursery State Middle School for the Blind". They will be present:

  • the Deputy Mayor Anna Scavuzzo, with responsibility for Education;
  • the Councilor for Budget and State Property, Emmanuel Conte;
  • Councilor Diana De Marchi, President of the Equal Opportunities Council Commission;
  • the delegate for Equal Opportunities, Elena Lattuada.

The Councilors and a representation of the teachers and parents of the middle school in via Vivaio, accompanied by the Councilors for Budget and Education, visited the school complex in via Gabriele D'Annunzio, 15 which, from next September, will become the new headquarters of the the institute now located in via Vivaio. The Education Councilor has announced that the classrooms now occupied by the offices of the Work and Training Sector will be made available as the staff will be transferred to the headquarters in via Cantore. The same will happen for the four sections of the Cavalieri middle school, now present in this school due to some maintenance work in progress at their premises but which will be completed in the next few months. She adds that in the morning the school was visited by the principal of the middle school in via Vivaio who illustrated the space needs of her institute. We proceed to visit the school where it is noted that the spaces made available will be larger than the current location in via Vivaio and work on the arrangement of the classrooms, bathrooms and common areas will begin shortly. Some councilors and teachers of the school in via Vivaio ask for clarification on the methods of the transfer to which a broad response is given.

The debate continued on the issues that emerged during the commission session held on 18 January regarding the strategic industrial development plan of the ATM Group. The President and the General Director of ATM responded exhaustively to the questions posed by the Councilors and representatives of the main trade union organizations.

OUTCOME:

The Councilor and the Offices illustrated in depth the methods through which the training of newly hired agents and officials in the Local Police Force is carried out. They detailed the timing, the teaching subjects and described the steps that are carried out from a practical point of view, once the theoretical course is finished. The councilors expressed considerations on the merits and put forward proposals to integrate the training activity, referring above all to the relational aspect with citizens and to the ongoing training dedicated to agents already hired. The Councilor invited the councilors to send proposals which can be taken into consideration already in view of the next courses which will be held starting from June for Officers and July for Agents.

Agenda: Presentation of the Legality Protocol signed, at national level, by the Ministry of the Interior and ANCE. The following Assimpredil-ANCE managers will be present to explain the points of the Protocol:

  • The President, Eng. Regina De Albertis;
  • the General Director, Dr. Gloria Domenghini;
  • the Deputy General Director, Nicoletta Fayer.

OUTCOME:

The President of Assimpredil illustrated the ANCE Legality Protocol, signed in November 2021, aimed at preventing criminal infiltration attempts in the construction sector.
