Council Commission Urban Regeneration (Chaired by Councilor Ceccarelli Bruno)
Agenda: Resolution N/2510-2022 - Update of the list of properties identified as "critically abandoned building heritage" pursuant to paragraph 1 of the art. 40 bis of the Regional Law 11 March 2005 n. 12 and subsequent amendments The following were invited to the Commission's work:

  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini;
  • the Director of the PGT and SUE Direct Implementation Specialist Directorate arch. Marco Porta;
  • Urban Regeneration Directorate arch. Marino Bottini.

OUTCOME:

The offices illustrated the contents of resolution No. 2510, specifying that, as required by the regional law and the previous resolution approved by the municipal council, for each of the properties included in the list a sworn appraisal was presented by the owners. The councilors asked some questions and requested clarifications regarding the procedures. They provided a complete response to all the offices. At the end, the President considered the discussion of the resolution in question concluded and, after declaring it discussed, sent it to the Chamber for completion of the process.

Joint Council Commission Culture e Control of Participatory Bodies (Chaired by Councilor Costamagna Luca and Councilor Marco Bestetti)
Agenda: Findings from the Ministry of Economy and Finance to the Piccolo Teatro Foundation of Milan - Teatro d'Europa and related counter-arguments. They were invited to participate:

  • the Councilor for Culture, Tommaso Sacchi, 
  • the Councilor for Budget and Real Estate, Emmanuel Conte.

The following will be present in the Commission:

  • dr. Salvatore Carrubba - President of the Piccolo Teatro Foundation of Milan - Theater of Europe;
  • prof. Claudio Longhi - Director of the Piccolo Teatro Foundation of Milan - Theater of Europe.

OUTCOME:

The leaders of the Piccolo Teatro Foundation of Milan, called to report on the findings made by the Ministry of Economy and Finance (MEF) following the inspection at the end of 2021, presented the MEF report and the critical issues highlighted in it: opportunity to review the Foundation Statute; anti-corruption obligations; economic treatment granted to employees; assignment of consultancy and collaboration assignments; failure to use CONSIP (Public Information Services Concessionaire) agreements; procedures for purchasing goods and services. They also illustrated the counterarguments sent to the MEF and responded to some requests for clarification from the Councillors.

Council Commission Mobility, Environment, Greenery and Animals (Chaired by Councilor Carlo Monguzzi)
Agenda: Resolution no. 2452-2022: “Recognition, pursuant to art. 194, c.1. lit. A), of Legislative Decree 267/2000, of the off-balance sheet debt deriving from the payment of the total sum of Euro 17.829,41 in execution of the sentence of the Court of Milan n. 4114/2022". 3) “Accident on 31/8/22 (collapse of a crane on the tracks) on the underground line 2 at the Bussero station”.

The Director of ATM Dr. will be present. Arrigo Giana.

OUTCOME:

The Director of the Green Area illustrated resolution no. 2452 relating to an off-balance sheet debt of 17.829,41 in execution of the sentence of the Court of Milan n. 4114/22 which has been discussed so as to be submitted to the City Council for approval. Then we moved on to the next item on the agenda where the General Director of ATM provided information on the accident that occurred on August 31st when a crane collapsed, interrupting metro line 2 at the Bussero station. In particular, he announced that the Public Prosecutor's Office has released the area from seizure and the company's teams are working to restore line 2 which could reopen tomorrow.

Agenda: "Crescenzago Area Study" The following were invited to the Commission's work:

  • Urban Regeneration Directorate Arch. Matteo Motti.

OUTCOME:

The Councilor and the Offices described the contents and state of progress of the area study which pertains to the Adriano, Crescenzago, Rubattino, Lambrate and Padua/Nolo areas. They pointed out that this tool allows us to understand whether or not it is possible to create the "15 minute" city in city areas such as the one in question and therefore build, from this perspective, guidelines for urban regeneration interventions.

Council Commission Welfare-Health (Chaired by Councilor Fumagalli MarcoCarlo)
Agenda: "Guarant Institution for the Rights of the Third Age". Will participate:

  • Councilor for Welfare and Health: Lamberto Bertolè.

OUTCOME:

The Welfare Councilor and the Directors of the Welfare Area explained that the next Welfare Plan, to be approved in October, already includes a specific chapter regarding services for the elderly population and that for the moment it is more necessary to identify objectives to pursue to reorganize this Welfare sector, rather than the institutional figures, who could come into play at a later time. A short debate followed, during which it was agreed to wait for the discussion of the Welfare Plan resolution in the Council, to accept any suggestions from the Councilors, regarding the best modus operandi to meet the demands of the ever-growing population old lady of our city.

Trijoint Council Commission Equal Opportunities-Civil Rights, Sport-Tourism-Youth Policies-Policies for Wellbeing e Olympics-Paralympics Milan Cortina 2026  (Chaired by Councilor De Marchi Diana, Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda:"Io ci Vado" - inclusive tourism, accessibility and equal opportunities. The following will be present at the hearing:

  • Dr. Marta Grelli,
  • the dr. William Del Negro.

OUTCOME:

The hearing of the major representatives of the Social Promotion Association "Io ci vago" took place, which mainly deals with the diffusion of the culture of accessibility and inclusion, carrying out projects with an inclusive perspective with the aim of improving quality of people's lives and at the same time to increase the attractiveness of the territories from a tourist point of view. The councilors present were able to appreciate the concrete projects to guarantee equal opportunities for people with disabilities (motor, sensory and intellectual) or with other specific accessibility needs (families with girls and young children; elderly people with nutritional needs or who travel with their pet)
