OUTCOME:

In the presence, among others, of the Councilor for Welfare and Health Lamberto Bertolé, we discussed the system of clinics in Milan and post-partum services. He reported to Dr. Aurelio Mosca, Director of the Planning Department for the integration of socio-health services with social ones (PIPSS) of the Health Protection Agency (ATS) of Milan.

Agenda: Continuation of discussion of resolution no. 3937: Approval of the guidelines for the disposal of all the shares of the Municipality of Milan relating to the real estate funds "Fondo Comune di Milano I" and "Fondo Comune di Milano II". The measure does not involve any expense. Will participate:

  • the Director of the Budget Management Dr. Roberto Colangelo.

OUTCOME:

The short session featured the Councilor for Budget and State Property who competently responded to the councilors' questions about the opportunity to find an investor to purchase the shares of both the two real estate funds covered by resolution no. 3937.

Council Commission Olympics-Paralympics Milan Cortina 2026, (Chaired by Councilor Giungi Alessandro)
Agenda: Resolution no. 4097/2022 - MAYOR'S CABINET "Approval of amendments to the Statute of the Milano Cortina 2026 Foundation". He'll be there:

  • Councilor Martina Riva.

OUTCOME:

The Sports Councilor illustrated provision no. 4097-2022. After which the President of the Commission declared the measure discussed, so that it can be submitted to the City Council for examination.

Agenda: Online interventions to support women against violence". Speakers will include:

  • Margherita Fioruzzi, Mamachat Association.

OUTCOME:

The speakers invited to the Commission provided specifications relating to the online psychological help desk "Mama Chat" and the "Aisha" project aimed at offering psychological support to women victims of violence of all kinds also through a well-established and branched network. The Councilors asked questions on the merits which were given exhaustive answers.

Joint Council Commission Mobility, Environment, Greenery and Animals e Control of Participatory Bodies  (Chaired by Councilor Carlo Monguzzi and Councilor Marco Bestetti)
Agenda: 1) Update of the A2A Industrial Plan 2021-2030; 2) Focus on the sale of the Corso di Porta Vittoria headquarters and investment in Saxa Gres SpA. The following were invited to participate:

  • the Councilor for the Environment, Elena Grandi,
  • the Councilor for Budget and Real Estate, Emmanuel Conte.

The following will be present in the Commission:

OUTCOME:

The CEO of A2A illustrated the contents of the update of the 2021-2030 Industrial Plan, confirming the strategic continuity of the circular economy and the energy transition and the commitment to making a contribution to the decarbonisation of the country, also keeping the objectives of the first ten-year plan with a remodulation of investments from a prudential perspective in light of the current context. A debate followed at the end of which the Presidents ordered the fourth item on the agenda to be referred to another Commission.

Four-joint Council Commission Urban Regeneration, Mobility, Environment, Greenery and Animals, Sport-Tourism-Youth Policies-Policies for Wellbeing e Olympics-Paralympics Milan Cortina 2026, (Chaired by Councilor Ceccarelli Bruno, Councilor Monguzzi Carlo, Councilor Vasile Angelica and Councilor Giungi Alessandro)
Agenda: Continuation of public debate: New Stadium project. The following were invited to the Commission's work:

  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Councilor for Civic and General Services Gaia Romani;
  • the Councilor for Sport, Tourism and Youth Policies Martina Riva;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini;
  • the Director of the Civic and Municipal Services Directorate Laura Peroncini;
  • the Coordinator of the Public Debate Avventura Urbana Srl dr. Andrea Pillon.

OUTCOME:

The councilors and guests continued with the interventions left over from the previous session, examining some aspects in greater depth and expressing their opinion on the outcomes of the Public Debate and the conclusions of the Coordinator. They also spoke regarding the process that, in their opinion, the Administration should now follow and what can be implemented by the City Council. At the end, as there was no time for replies from the Councilors and the Coordinator, the Presidents agreed on the opportunity to convene a new session on the topic shortly.

OUTCOME:

During the session, the technicians of the Metropolitan City and the Environment Directorate illustrated the projects aimed at recovering the aggregates resulting from construction activity and highlighted the need to modify the relevant regulatory framework, which is rather complicated and confusing, as well as suggesting provide incentives to make this supply chain economically interesting for construction operators. The Councilors asked some questions which were promptly answered.

Agenda: Presentation of the Fiocchi in Hospital Project, aimed at supporting future and new parents through a listening space, an orientation action in the area and an offer of services aimed at them. The following will be present at the hearing:

  • Francesca Romano Marta, Program Coordinator of Save the Children.

He was invited:

  • the Councilor for Welfare and Health Lamberto Bertolè.

OUTCOME:

The guests illustrated the contents of the national project "Fiocchi in hospital" by Save the Children, managed in Milan by Mitades APS, and present for 10 years at the Niguarda Hospital to listen to and accompany future and new parents. The planned activities include the activation of a desk within the maternal and child departments, the taking charge and care of the mother/couple and the child when necessary, the implementation of a protected discharge in particularly critical cases and material support.
A debate followed during which the Councilors expressed their approval of the project and expressed some considerations.

Agenda: "Res. No. 4042 - Milano Ristorazione SpA: Guidelines for the revision of the Milano Ristorazione Service Contract. Approval of the modification of article 3 of the current company bylaws". Participants:

OUTCOME:

The Education Councilor presented the proposed resolution no. 4042 which provides for confirming the recognition of the educational and social value of the school lunch service and approving the modification of the art. 3 of the current Statute of Milano Ristorazione SpA providing for the replacement of the phrase "until 2030" with the phrase "until 2050. Furthermore, this provision provides for the revision of the current service contract providing for:

· a duration of the new contractual discipline of 20 years from the signing of the contract;

· confirmation of the services currently provided to the Municipality of Milan for lunch and catering, as well as facility services for cleaning, auxiliary and support for lunch and any triage activities;

· innovative actions aimed at reducing the environmental impact compared to the service currently provided, as well as alignment with the Minimum Environmental Criteria (CAM) of school meals;

· to develop a system for monitoring the performance of services using specific and timely KPIs

The Councilors asked some questions which were promptly answered and at the end of the debate resolution no. 4042 has been discussed for proposal to the City Council.
