Agenda: Ultra-broadband connectivity in Milan: state of the art and ideas for improvement. Will participate:

  • Carlotta Penati, Councilor of the Order of Engineers of Milan;
  • Aldo Milan, head of broadband mapping at AGCOM.

OUTCOME:

The experts from the Order of Engineers, AGCOM and AICQ illustrated the situation of broadband connectivity in Europe, Italy and Milan, proposing improving solutions and then answering the Councillors' questions.

Agenda: N/1609- 2022 Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000 of €30.000,00 = as the portion of Self Insured Retention (SIR) provided for by the insurance policy activated to cover the compensation for damage to be paid in execution of the sentence of the Council of State n. 1633/22 of 7 March 2022, RG n. 01648 of 2021. The provision involves expense.

OUTCOME:

The Director of the Single Central Procurement Directorate illustrated the contents of the resolution in question which at the end of the presentation was declared discussed and submitted for examination by the City Council.

Agenda: "PROPOSAL FOR A COUNCIL INITIATIVE RESOLUTION to establish - pursuant to art. 34, paragraph 8, of the Statute - a Special Commission for the civil economy and the development of the third sector. Proponents are Councilors Pedroni, Buscemi, Barberis, Rabaiotti, Monguzzi, Pastorella, Fumagalli, Bernardo, Forte". Invited to participate:

  • dr. Andrea Novaga, Director of the Presidency Service Area of ​​the City Council.

OUTCOME:

During the session, the proposed resolution was presented relating to the establishment of a Special Commission for the civil economy and the development of the Third Sector which aims to create the right conditions for the success of the civil economy, offer organizations civil economy opportunities to start and expand their activities and ensure its recognition its potential. The Councilors proposed some topics to be included in the proposed resolution which were welcomed by its proponents.

Joint Council Commission Sport, Tourism, Youth Policies-Policies for Wellbeing e Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda: Inspection at the Palabadminton, in Via Giovanni Cimabue 24. The following will be present:

  • the President of the Italian Badminton Federation (FIBa), dr. Carlo Beninati,
  • the General Secretary of the Italian Badminton Federation (FIBa), dr. Giovanni Esposito.

OUTCOME:

The Councilors visited the PalaBadminton structure and collected some proposals for its improvement, given in concession by the Municipality of Milan to the Italian Badminton Federation, until 2030.

Council Commission  Subcommittee on Prisons, Penalties and Restrictions (Chaired by Councilor Pedroni Valerio)
Agenda: Detention and Drug Addiction – The situation in Milanese prisons. They will speak:

  • the directors Siciliano and Di Gregorio,
  • representatives of the Drug Addict Communities.

OUTCOME:

The Head of the Ser.T Carcere Bollate Milano and the Ser.T Tribunal Milano illustrated, regarding the “La Nave” and “La Vela” departments (respectively housed at the San Vittore prison and the Opera prison and intended for prisoners with pathological addiction problems), the requirements for access, the methods of operation, the application of the necessary alternative measures to detention, the number of participants in the treatment and social recovery process of the restricted members and the situation in which they find themselves currently the same. The serious lack of educational personnel, the operational rigidity, the excessive number of prisoners sentenced to sentences of less than two years for crimes linked to drug dealing and the risks of recidivism linked to the insufficient presence of local services were denounced. Some Councilors made requests for clarification to which the guests responded.

Agenda: Inspection at the Major Cemetery. He'll be there:

  • Councilor Gaia Romani,
  • the dr. Fabio Balducci.

OUTCOME:

In the presence of the Councilor for Civic and General Services, the inspection was carried out at the Major Cemetery of Milan, where, under the guidance of the technicians assigned to the maintenance of the cemetery buildings, it was possible to ascertain the deterioration of large portions of the ceilings of some departments dedicated to niches, and the consequent safety measures with the related maintenance to be carried out. The councilors were also able to visit the state of degradation of some sectors of the so-called "Pyramid" and the program of works to be prepared.

Agenda: "Presentation of Alcoholics Anonymous in the Milan area" Participants will be:

  • the Director of the Health and Community Services Area: Marco Papa;
  • PO Health and Community Services Unit: Evelina Ferraris;
  • Representatives and External Coordinators of Alcoholics Anonymous.

 

OUTCOME:

The Health and Community Services Area Directorate has provided specifications relating to the projects and actions implemented by the Municipality regarding the topic of "addictions", highlighting the need to improve the network created between the various subjects involved and to activate prevention campaigns ; the representatives of the "Alcoholics Anonymous" Association described the type of work undertaken to support all those who are experiencing a difficult time and who need help. At the end the Councilors intervened expressing reflections on the issue.

Joint Council Commission Mobility, Environment, Green-Animals ed Education-Food Policy (Chaired by Councilor Monguzzi Carlo and Councilor Pontone Marzia) 
Agenda: Situation of polluted agricultural land in the Vettabbia Park. Hearing of the Deputy Mayor Anna Scavuzzo. She was invited to participate:

  • the Councilor for the Environment and Green, Elena Grandi.

He'll be there:

  • the dr. Andrea Magarini, Director of the Food Policy and Agriculture Area.

OUTCOME:
The Deputy Mayor illustrated in depth the state of affairs concerning the agricultural area of ​​Via Vaiano Valle which was found to be polluted. He specified that as legal proceedings are underway, it will not be possible to enter some areas; made known that the characterization plan is being prepared, the results of which will be made known once completed; underlined that some edible plants do not appear to take on polluting substances so production can continue. The guests intervened expressing considerations regarding the issue from a legal point of view and describing the type of work initiated also involving citizens and schools, now severely limited due to the situation.
The councilors expressed considerations on the merits and in general of agriculture in Milan, posed some questions and noted how some actions could avoid running into similar situations again. The Deputy Mayor provided timely answers, specifying that some requests, if accepted, could place all the Municipalities in serious economic difficulties and stop farmers.

Agenda:“MilanoSport club update”. They are invited:

  • the new President of Milano Sport Dr. Rosanna Volpe,
  • Giuseppina De Rosa.

OUTCOME:

During the session, the new President of Milano Sport illustrated her professional curriculum and declared that she has been present on the Company's Board of Directors for several years and consequently knows the company structure well. He also presented his program which will focus on the energy efficiency of the sports facilities provided and on the adoption of strategies aimed at bringing Milano Sport back to the budget levels achieved in 2019. The Councilors asked questions on the summer campuses, on the swimming facilities closed in the summer season for maintenance and proposed various topics to be addressed in other sessions.

Joint Council Commission European Funds, PNRR, European International Policies e  Welfare-Health (Chaired by Councilor Pacente Carmine and Councilor Fumagalli MarcoCarlo)
Agenda: "Projects of the Municipality of Milan presented within the PNRR - Next Generation EU - intervention proposals for the social inclusion of fragile and vulnerable subjects". Will participate:

  • the Councilor for Welfare and Health: Lamberto Bertolè,
  • the Director of the Rights, Inclusion and Projects Area: Michele Petrelli.

OUTCOME:
The Offices illustrated the criteria with which the PNRR funds were divided into the various areas. He explained that the funds will not be able to change the approach of the Management, since, distributed in the various areas, they will only be able to offer a contribution to actions that the Administration already had in mind to undertake. Some councilors expressed observations on the merits and formulated questions relating to the report to which specific answers were provided.

Joint Council Commission Equal Opportunities-Civil Rights e Security-Social Cohesion (Chaired by Councilor De Marchi Diana and Councilor Albiani Michele)
Agenda: "Intensified Treatment Unit of the CIPM, first experiment in Italy in the prevention of recidivism for sexual crimes" The following will be present at the hearing:

  • the dr. Paolo Giulini,
  • Dr. Francesca Garbarino,
  • the dr. Claudio Casazza.

OUTCOME:

The session focused on the hearing of the President of the Italian Center for the Promotion of Mediation (CIPM), who illustrated the multi-year activity of the Center which was founded in Milan as an Association for the promotion of Restorative Justice practices and the peaceful management of conflicts , with a multidisciplinary and community approach. In July 2018 it transformed into a Social Cooperative, and to date it has 25 members. The Councilor for Welfare and Health, as well as the councilors present, were able to appreciate the precious and complex work that requires professionalism and specific skills, in particular in the case of preventing the recurrence of sexual crimes.

Agenda: Presentation of the new Board of Auditors. They will be present:

  • Councilor Emmanuel Conte,
  • the dr. Roberto Colangelo,
  • the reviewers: dr. Maurizio Quaranta, Dr. Laura Bordoli and Dr. Nicola Casati.

OUTCOME:

The Councilor and the Offices presented the new Board of Auditors clarifying that, in compliance with the new legislation, the President was elected by the City Council and the other two members were elected following a draw at the Prefecture.
