OUTCOME:

The Councilor and the Offices illustrated in depth the system of agreements with the Milanese theaters that the Administration has developed for years. They underlined the advantages that theaters obtain and what conditions they must meet in order to apply to enter the conventional system. The councilors underlined the validity of the operation and asked questions, also relating to other aspects aimed at understanding how it is possible to bring people closer to the theater after two years of the pandemic. A thorough response was provided to these, also indicating which other events will be organized to better involve the Milanese public.

OUTCOME:

The Director of the Integrated Security and Civil Protection Area and the Head of the Volunteer Ecological Guards Unit explained to the Commission the role and functions of the Volunteer Ecological Guards. They therefore responded to the requests for information formulated by the Councilors regarding the times in which the GEVs are operational, territorial offices, selection mechanisms, training activities, sanctioning powers as public officials, whether insurance protection and update of the Regulation on Volunteer Ecological Guards.

Council Commission House and Neighborhood Plan (Chaired by Councilor Bottelli Federico)
Agenda: Presentation of projects for the redevelopment of the complex of Via Giaggioli n. 7/9/11 . They will be present:

OUTCOME:

The Housing Councilor and the MM and AMAT technicians described the demolition and reconstruction of three ERP housing complexes in via Dei Giaggioli, where instead of the 210 current homes, 175 will be built, of different sizes, all completely norm, increasing the building structures by one floor. The Councilors asked questions, which the Councilor and the technicians answered comprehensively.

Agenda: "The importance of measuring the footprint on climate change in public works. The San Siro case in Milan. Hearing of Prof. Paolo Pileri - full professor in Urban and Territorial Planning and Design Department of Architecture and Urban Studies, Politecnico di Milano". Will participate:

OUTCOME:

The session focused on the presentation of a study conducted by the Polytechnic University of Milan on measuring the impact of public works on climate change, starting from the case of the hypothetical new San Siro stadium. In particular, the emissions of CO2 into the atmosphere following possible construction sites in the area and the expected ecological compensations were foreseen. The councilors present, together with the Councilor for the Environment and Green, carried out their considerations and assessments on the environmental impact linked to the future urban development of the city.

3) Resolution N/736-2022 Specialist Collections and Collections Directorate: Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of €17.928,99. OUTCOME:

The Budget Councilor provided specifications relating to resolution no. 569 "Management Report for the Financial Year 2021" highlighting the main points; the Managers of the Lawyers and the Collections Office illustrated resolutions 547 and 736, focused on off-balance sheet debts. The Councilors have given some reflections on the merits. The President declared the provisions discussed and sent them to the council for debate.

Joint Council Commission European Funds, PNRR, European and International Policies  and Mobility, Environment, Green and Animals (Chaired by Councilor Pacente Carmine and Councilor Carlo Monguzzi)
Agenda: "Investments and projects planned in Milan with the European funds of the PNRR on the topic of Sustainable Mobility" The following will be present at the hearing:

OUTCOME:

The Councilor and the Offices underlined the importance of the development of local public transport on which the city of the future will be built. They therefore announced that 480 million euros will arrive from the PNRR to be allocated to mobility, most of which, 309 million euros, for the purchase of public transport vehicles.
A debate followed during which the Councilors formulated questions to which the Councilor and the Offices provided answers.

Agenda: ONE-STOP AREA FOR CONSTRUCTION RESOLUTION OF THE MUNICIPAL COUNCIL No. 333 of 18/03/2022 "Illustration of: “Guidelines for the signing of a framework agreement between the Municipality of Milan and COIMA SGR SpA to regulate the construction of works urbanization within the area delimited by the Via Della Liberazione, Gioia, Cardano, Bordoni and along the Via Sassetti, Pirelli and Confalonieri.” We inform you that the following will participate in the work of the Commission:

  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Director of the Urban Planning Department arch. Simona Collarini;
  • the Director of the One Stop Shop for Construction Area arch. Marco Porta;
  • the dr. Valerio Zauli - Urban Implementation and Strategic Planning Area Administrative Unit.
  • Representing COIMA SGR SpA, Dr. Nobili responsible for the project.

OUTCOME:

The Councilor for Urban Regeneration presented the guidelines, adopted by the Municipal Council, for the signing of a framework agreement between the Municipality and COIMA SGRSpA to regulate the implementation of urbanization works within the area delimited by the streets: Della Liberazione, Gioia, Cardano, Bordoni and along the Sassetti, Pirelli and Confalonieri streets. With this initiative we mainly aim to:
· Connect and recompose the area around Porta Nuova according to a unified and recognizable vision.
· Extend the green areas around the Parco Biblioteca degli Alberi, thus improving the offer of services to citizens and promoting accessibility to public spaces.
· Redevelop the entire area around Via Gioia, encouraging slow mobility and pedestrian movements and eliminating architectural barriers, ensuring the continuity of the routes.
· Expand the already vast pedestrian area which, through Porta Nuova, connects Corso Garibaldi to Via Gioia.
The Councilors asked some questions which were promptly answered and it was decided to reconvene the Commission when the project has been defined.

Agenda: "Pact for Work: Fragile, Younger professional and NEET. The following will be present:

OUTCOME:

The Employment Pact, presented by the competent Councilor, the Head of AFOL Metropolitana and a professor from Bocconi University, aims to organize a series of measures aimed at fragile social categories, who are substantially denied real employment opportunities or they are, more or less consciously, outside the world of work, scholastic or training courses (so-called NEET). Considering that the issue also affects the city of Milan, the possibility of providing for a territorial labor pact aimed at these categories was examined.

Agenda: "Presentation of the national guidelines for educational services for children. Hearing by Prof. Susanna Mantovani, honorary professor of general and social pedagogy at the University of Milan Bicocca and president of the national commission for the integrated system of education and of education". They were invited to participate:

  • Deputy Mayor Anna Scavuzzo, with responsibility for Education and Food Policy;
  • Professor Susanna Mantovani.

OUTCOME:

The session hosted the President of the National Commission for the integrated education and training system who illustrated the new ministerial guidelines on the subject of pedagogical services. The Deputy Mayor with responsibility for Education has declined these guidelines with respect to educational services linked in particular to local territorial centers. The councilors present expressed their opinions, to which a comprehensive response was provided.

Agenda: "Update on news regarding the local health and social system, with particular focus on community homes in the city of Milan" Participants will be:

OUTCOME:

The Councilor for Welfare and the Central Director of the Welfare and Health Area gave an update on the future construction of 24 Community Houses in the city of Milan, then answering the questions posed by the Councillors.

Joint Council Commission Control of Participatory Bodies e Mobility, Environment, Greenery and Animals  (Chaired by Councilor Marco Bestetti and Councilor Carlo Monguzzi)
Agenda: “Current situation of the construction sites of the central and western M4 section from S.Babila to S.Cristoforo, with relative timetable, in reference to superficial improvements, liberation of the construction sites, reopening of closed driveways, station projects and state of progress, parking lots. ”

OUTCOME:

The representatives of the citizens' and traders' committees expressed their discomfort at the permanence of construction sites due to the continuation of the works for the execution of the M4 line. They detailed the situation and indicated the aspects that, in their opinion, should be remedied or corrected. They highlighted the measures that would be preferable to implement to restore liveability before the commissioning of the metro line. The councilors highlighted how the participants highlighted concrete and real problems and invited the Administration and the executing company to intervene to resolve them. The Councilor and the Offices summarized what they had prepared to reorganize the areas affected by the construction sites and declared themselves available to meet the Municipalities and the representatives of the committees to illustrate the projects for the arrangement of the streets once the works were completed and to listen to any suggestions.

Council Commission Mobility, Environment, Greenery and Animals  (Chaired by Councilor Carlo Monguzzi)
Agenda: “Proposal for council resolution n.124-2022 having as its object: Recognition of off-balance sheet debt pursuant to art. 194 – 1st paragraph letter. a) of the Legislative Decree. 267/2000, deriving from the payment of the total sum of €103.832,72.= in execution of sentence no. 8065/2021 of 05/10/2021 of the Court of Milan Section 7 Civil, filed on 07/10/2021 and notified on 10/12/2021. The measure involves expense.

Councilor Arianna Censi will be present.

OUTCOME:
The councilor and the offices illustrated the reasons that forced the resubmission of provision no. 124 already examined favorably by the Commission last year. They specified that the resolution is necessary even though the change consists only in an increase in interest and registration numbers. At the end of the illustration, President Monguzzi declared the examination of the provision concluded and sent it to the Chamber for subsequent compliance.

Agenda: Situation of public disturbance and degradation in via Andrea Costa in the stretch between via Bambaia and P.le Loreto and evaluation of the actions to be undertaken. They will be present:

OUTCOME:

The resident citizens explained to the Commission the serious situation of degradation and disturbance to public peace in the area between via Andrea Costa, via Bambaia and P.le Loreto. The Security Councilor assured that the issue is being paid attention to by the institutions: constant monitoring of the area by the Local Police and law enforcement agencies is carried out; sanctions and suspension of the activities of businesses in the area that sell alcohol until late at night have been adopted; measures will be taken to temporarily remove individuals; cleaning interventions have been arranged for the area by AMSA; Investments have been allocated for the placement of public toilets, built with modern structures and automatic cleaning mechanisms.

The General Secretary presented the Anti-Corruption Plan of the Municipality of Milan, focusing on the relevant regulations, its construction and its application in the life of the Local Authority. Having evaluated the long and rich exposition of the Plan, it was decided to reconvene the two Commissions for further in-depth analysis on the topic.
