Agenda: "INSPECTION at the House of Memory”, via Federico Confalonieri, 14. The participation of the following is expected in the Commission:

  • Maria Fratelli, Director of the House Museum and Special Projects Unit.

OUTCOME:

The structure that houses the House of Memory, the subject of the inspection, was built a few years ago, is made up of 5 floors and has the shape of a parallelepiped. It houses 5 institutions: ANPI, ANED, AIVITER (Italian Association of Victims of Terrorism), the Ferruccio Parri National Institute, formerly INSMLI (National Institute for the History of the Liberation Movement in Italy) and the Piazza Fontana Association 12 December 1969, hosts thematic exhibitions and is a place of research and study. The manager complained about shortage of staff, insufficient dialogue with the Administration and poor communication. You also reported some acts of vandalism that occurred near the building.

Agenda:

  • RESOLUTION N 19/2022 - URBAN SAFETY DIRECTORATE Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the ecological operators Amsa and other public inspectors, for a total of €. 14.495,24.
  • RESOLUTION N 20/2022 - URBAN SAFETY DIRECTORATE Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 19.204,33.

OUTCOME:

The Deputy Commander of the Local Police illustrated measures no. 19-2022 and n. 20-2022 concerning the recognition of off-balance sheet debts, in execution of judicial orders, in which the Municipality of Milan was found to be the losing party. The Presidents of the Commission declared both measures discussed, so that they can be subjected to examination by the City Council.

Council Commission Civic Services, Relations with Municipalities, Digitalisation (Presided over by Councilor Pastorella Giulia)
Agenda: Digitalisation of the PA: an obstacle course. Prof. Fuggetta from the Polytechnic of Milan will be present.

OUTCOME:

The Professor of the Polytechnic invited as speaker, underlined the wrong approach to digitalisation and proposed a change of mentality, which goes towards de-certification and interoperability between administrations of various levels and regions, in order to make life easier to the citizen and not to the Administration. He then responded on the merits to the questions posed to him by the Councillors.

Agenda:

  •  ONE-STOP AREA FOR CONSTRUCTION - Proposal for resolution N/173-2022: Recognition of off-balance sheet debt pursuant to art. 194 – paragraph 1 – letter. a) Legislative Decree 267/2000 for the total amount of €74.344,88 due for the reimbursement of part of the increase in the construction contribution paid by Cascina Merlata spa today Euromilano spa, in addition to the legal interest equal to €3.311,18 for the total sum of €77.656,06 in compliance with sentence no. 762/2017 issued by the Lombardy TAR. We inform you that the following will participate in the work of the Commission:
  1. the Councilor for Urban Regeneration Giancarlo Tancredi;
  2. the Director of the Urban Planning Department arch. Simona Collarini;
  3. the Director of the One Stop Shop for Construction Area arch. Marco Porta.
  • ONE-STOP AREA FOR CONSTRUCTION - Proposal for resolution N/42-2022 "Recognition of off-balance sheet debt pursuant to art.294-paragraph 1 -let.A) Legislative Decree 267/2000 for the total amount of 39.883,51 euros due for the reimbursement of part of the increase in the construction contribution paid by Città Contemporanea SpA in addition to the legal interest equal to 1.429,43 euros for the total sum of 41.312,94 euros in compliance with sentence no. 764/2017 issued by the Lombardy Regional Administrative Court.

This resolution involves expense.

OUTCOME:

The Director of the One Stop Shop for Construction Area presented the proposed resolution no. 173 concerning the recognition of an off-balance sheet debt for the total amount of 77.656,05 euros due for the reimbursement of part of the increase in the construction contribution paid by Euromilano as established by the TAR. Since 74.344,88 euros of this sum were paid to the Lombardy Region, its repayment was requested, so the Municipality of Milan will only owe the legal interest amounting to 3.311,18 euros.
The same theme recurs in resolution no. 42 concerning an off-balance sheet debt of a total amount of 41.312,94 euros due for the reimbursement of part of the increase in the construction contribution paid by Città Contemporanea as established by the TAR. Considering that 39.883,51 euros of this sum were paid to the Lombardy Region, its repayment was requested, for which the Municipality of Milan will only owe the legal interest amounting to 1.429,43 euros.
At the end of the presentation, since no Councilor intervened, the President declared both resolution proposals discussed.

Council Commission Welfare and Health (Chaired by Councilor Fumagalli MarcoCarlo)
Agenda: "Participatory Welfare Plan Path". Participating: Councilor for Welfare and Health: Lamberto Bertolè.

OUTCOME:

The Councilor illustrated the contents of the participatory process that will lead to the definition of the new city welfare plan which will have the objective of defining priorities, strategies and methods of intervention to respond to social needs.
He recalled that on 20 January a public discussion on these issues was opened, that some thematic workshops and meetings with the Third Sector will be launched involving multiple Directorates and Departments.
A debate followed during which some Councilors expressed considerations and formulated questions to which the Councilor provided answers.

Agenda: "Maintenance status of the Massawa primary school and prospects for intervention". They will be present:

OUTCOME:

In the presence of the Vice Mayor and Councilor for Education, as well as the major managers of the Neighborhoods and Municipalities Directorate, the prospects for intervention on the primary school in via Massaua 5 were presented, decided following an inspection in the summer of 2021 which highlighted the need for more in-depth technical checks as well as the execution of various interventions essential to making the building safe. Also present were the Headmaster of ICS Cardarelli-Massaua and the Presidents of the Institute Council and of the parents' meetings. The councilors present were able to ask in-depth questions which were fully answered.

OUTCOME:

The debate continued between the speakers invited to the commission and the councilors present regarding the Teencity project, a program divided into different areas of the city, which started in August 2019 in favor of teenagers and their relationship with the urban territory, in the logic of cohesion social. The operators reported the results of their work, describing the actions and reactions of the young people involved, and at the same time focusing on the possibilities of providing a temporal continuation to the educational activities. The Councilors asked further questions on the merits which were given exhaustive answers.

Council Commission European Funds PNRR European and International Policies  (Chaired by Councilor De Carmine Pacente)
Agenda: “Interventions already planned in Milan with the European funds of the PNRR: an overview in a dynamic framework”. The following will be present at the hearing:

  • Dario Moneta, Director of the Plan Management and Monitoring Authority Specialist Directorate,
  • Salvatore Barbara, Director of the Territorial Infrastructure Specialist Directorate,
  • Piero Pellizzaro, Director of the Resilient Cities Project Management.

OUTCOME:

The offices illustrated the status of the projects concerning Milan, dividing them into those financed, those with the possibility of obtaining financing and the tenders currently being activated which they are trying to intercept. The councilors expressed considerations and indicated the possibility of the City Council being involved with a policy-making and proactive role and also asked some questions. The Offices shared, for the part within their competence, some proposals and provided answers on the merits. The President announced that the Commission will continue to invite the Councilors in order to construct a shared act to submit to the Council containing indications and proposals.

The creators of the "Cultural foster care" project illustrated its terms and how the same, conceived in Naples, will be implemented in the realities of the Milanese municipalities, starting with Municipality 8. The project coordinator then answered the councilors' questions.

Joint Council Commission Anti-mafia e Welfare-Health (Chaired by Councilor Pantaleo Rosario and Councilor Fumagalli MarcoCarlo)
Agenda: Addictions: current situation and prospects for the future. Dr. Riccardo Gatti (coordinator of the inter-company dependencies department of the ASST Santi Paolo e Carlo, together with the ASST Fatebenefratelli and Sacco, ASST grande metropolitan hospital of Niguarda, ASST Nord Milano - Cinisello, Sesto San Giovanni) will participate in the commission as speaker.

OUTCOME:

The Director of the Intercompany Department of Services Provided in the Addiction Area of ​​ASST Santi Paolo e Carlo of Milan, who spoke as an expert, illustrated the current situation and future prospects regarding addictions (drugs, alcohol, opiate-based drugs and gambling addictions) relating to the city. Particular attention was paid to the issue of the spread of narcotic substances in relation to age and the nature of the substances themselves. He underlined the need to adopt new strategies to fight the drug distribution chain. The need to evaluate the anti-prohibitionist and harm reduction options also emerged.
