The managers of the Energy and Water Resources sectors of the Metropolitan City illustrated the investigative and authorization methods for the withdrawal of water resources and their reuse, then answering the questions of the Councillors, on the topic of excessive reintroduction into the aquifer, to the detriment of a more useful reuse for irrigation purposes, especially in periods of drought.

The representatives of the CONFGUIDE - GITEC Association (Italian Tourism and Culture Guides) presented the main aspects linked to the phenomenon of illegal activity in the tourist guide profession and specified the regulatory framework of reference, highlighting its limits, the regulatory lack of homogeneity between the regions and the absence of a national framework law. Furthermore, the specific tasks of the qualified tourist guide were illustrated, the tourist professions were listed and the various skills of the latter were outlined. The topic of IT platforms dedicated to tourism was also discussed and, briefly, that relating to cycle tourism

The Councilors for Education and Mobility illustrated, with the support of their technicians, the projects carried out and those underway on school mobility, focusing in particular on Car Free which involves the closure of the streets where the schools are located during the hours of entry and pupils' exit and on the Open Squares project. The latter aims to rethink the streets and squares adjacent to schools as places of social interaction, vitality and meeting, reconverting existing public spaces thanks to low-cost and high-participation urban furnishing and decoration interventions. This is to influence choices about traveling from home to school, encouraging non-polluting solutions such as cycling, walking and public transport, guaranteeing health, safety and improving the quality of the air around schools, significantly reducing the traffic. In this way, the safety of students and companions when leaving school is increased through pedestrianization and vehicle speed moderation interventions. The Councilors proposed other schools where similar interventions could be carried out.

In the presence of the Councilor for Sport, Tourism and Youth Policies, the third edition of the Paralympic Culture Festival was presented, which will be held in Milan between 11 and 14 October next at the Fabbrica del Vapore. The presentation was carried out by a representation of top executives of the national and Lombard Italian Paralympic Committee. The councilors were able to appreciate the values ​​and motivations that led to the organization of the event, as well as the choice of the city of Milan. In-depth questions were adequately answered.

The President of the Lambro Observatory illustrated the history of his association, the work it carries out on the river of the same name and future projects. Subsequently, the technicians of ERSAF, which supports the Lombardy Region in the implementation of water policies, presented the projects launched for the protection of the Lambro river. The Councilors asked some questions which were promptly answered. Furthermore, it was decided to convene a new session in which to explore current and future projects on the stretch of river affecting Milan.

The Director of the UOC (Complex Operational Unit) ATS Milan, the Guarantor of Vulnerable Victims and an expert in Restorative Justice and Criminal Mediation presented the main elements of the Observatory against bullying and Cyberbullying, both the coordination one and others, more operational, distributed in the various Municipalities. Furthermore, the project, currently being tested, of the "Smartphone license for conscious use" and other initiatives to combat the phenomenon of bullying aimed at schools of all levels were illustrated. Finally, it was specified that achieving the Observatory's objectives will only be possible through networking and sharing the experiences gained.

OUTCOME:

The representative of the Milan Chamber of Commerce illustrated the reasons that led the Chamber of Commerce to join the Global Sustainability Movement in view of the 2026 Olympics and Paralympics, as a job for the entire city. You explained the lines along which the path moves and indicated the 3 themes of sustainability, inclusiveness and safety which are the reference areas of the GDS-Index, which provides the sustainability assessment tool for Milan. The councilors and guests noted that it is also necessary to ensure that the Municipality itself intervenes with measures that act as guidelines for commercial establishments and events held in the city.

The Councilor for Urban Regeneration, with the help of his technicians, illustrated the recovery project of the former Karma - Borgo del Tempo Perso disco, located in the area called Porto di Mare, which will be carried out by Social Music City, which will have the area under concession for 30 years. The project includes: the construction of a swimming pool with urban amphitheatre, covered events area, academy with offices and dressing rooms, Padel courts, market exhibition area under concession to Coldiretti, green area and car parks. The Councilors asked questions which were promptly answered.

The session focused on the detailed presentation, carried out by the Director of the Commercial Activities and Suap Area, of the new call for public notice, a measure aimed at providing contributions to associations for the implementation of joint actions in the areas of night entertainment and city nightlife for promote the orderly management of areas outside the premises. The Councilor for Security and the Councilor for Economic Development and Labor Policies were present and integrated the contents presented by motivating the provision on the basis of the need to progressively reopen spaces intended for sociality and at the same time adopt appropriate measures to guarantee order and safety , urban decor and the possibility of night rest for residents. A debate followed which fueled points of view on a city phenomenon that has always been complex and multifaceted.
