Agenda: Presence and report by the secretariat of the 2021 prison observatory with scenario ideas for 2022.

OUTCOME:

The representatives of the Prison Observatory described the observatory's activities and highlighted some problems, as did the Guarantor for the Rights of Detainees. Some comments from the Councilors followed, then the President closed the session, considering it a good start to the Subcommission's work, now having in front of him a sort of index of topics to develop.

Agenda: Res. 236/22: Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000, deriving from the payment of the total sum of €4.147,80 in execution of the sentence of the Court of Milan - Labor Section n. 2569/2021 published on 04/01/2022. The measure involves expense.

Dr. Longoni, Director of Human Resources Organization Area, will be present.

OUTCOME:

The Director of the Human Resources Administration Area explained to the Commission provision no. 236-2022, which was declared discussed by the President to be submitted for examination by the City Council.

Agenda: Presentation of the Spring of Equal Opportunities project. The following will be present at the hearing:

OUTCOME:

The Delegate for Gender Equal Opportunities illustrated the details of the "Spring of Equal Opportunities" project, which aims to create awareness among girls and boys in primary school, in particular pupils in the fourth and fifth classes. there are no male or female professions, thus encouraging them to break free from gender stereotypes and pursue their aspirations and ambitions. The councilors were able to carry out their considerations, expressing full agreement with the spirit of the initiative.

Council Commission Institutional Affairs-Metropolitan City e Sport, Tourism, Youth Policies and Wellbeing Policies (Chaired by Councilor Fedrighini Enrico and Councilor Vasile Angelica)
Agenda: "Discussion regarding the proposal to establish a public company for the development of the San Siro Meazza Stadium area, transmitted to the Presidency of the City Council and then delivered to all city councilors.

Hearing of Dr. Franco D'Alfonso"

OUTCOME:

The Dr. D'Alfonso, co-author of the proposal already sent to the councilors, illustrated it, considering it a possible useful path to get out of the impasse in which the Municipality and sports clubs found themselves. He also considers it a valid option for attracting individuals capable of investing in a public company project capable of enhancing a very large area. The councilors expressed themselves favorably, asked some questions and declared themselves willing to explore this path further.

Trijoint Council Commission Urban Regeneration, Olympics-Paralympics Milan Cortina 2026 e Sport-Tourism-Youth Policies-Policies for Wellbeing (Chaired by Councilor Ceccarelli Bruno, Councilor Giungi Alessandro and Councilor Vasile Angelica)
Agenda: Inspection at the Porta Romana airport, future site of the Olympic Village for the Milan Cortina 2026 Olympic and Paralympic Winter Games. The following will be present:

  • representatives of the Municipality of Milan

and the representatives of the Porta Romana Fund:

  • Luca Mangia, Fund Director Fondo Porta Romana;
  • Anna di Gironimo, COVIVIO Head of Development;
  • Alexandra Lupas, Prada Group Corporate Projects Director.


ATTENTION: the inspection will take place in a construction site area to which access is only permitted to municipal councilors and employees. Please wear suitable, low and closed shoes.

OUTCOME:

The Councilors went to the Porta Romana Railway Yard where they were able to view the construction site relating to its urban recovery. In particular, the representative of the COIMA group, the company that will take care of the urban planning operation, highlighted that the situation relating to the reclamation of the area is at a good stage and that priority will be given to the construction of the Olympic Village, the delivery of which is scheduled for 2025, so that it can be used for the 2026 Winter Olympics. At the end of the event the Village will be converted into a student residence capable of accommodating 1.400 people. Some Councilors asked questions which were promptly answered.

Council Commission Welfare and Health (Chaired by Councilor Marco Carlo Fumagalli)
Agenda: Local medicine and general practitioners. A bond to be rebuilt between the debasement of a profession and bureaucratic bulimia. The testimonies and proposals of the "yellow rosettes" movement through the voice of some of its representatives. Will participate:

  • dr. Maurizio Lanfranchi MMg.

OUTCOME:

The guests focused on the workloads carried out by general practitioners, in particular the management of administrative procedures, including those linked to the Covid 19 pandemic, which takes time away from the attention and care of patients. The problem linked to the empty positions left by retirements and the need to encourage this profession were also highlighted. A debate followed during which some Councilors expressed considerations.

Joint Council Commission European Funds, PNRR, European and International Policies e Education and Food Policy (Chaired by Councilor Pacente Carmine and Councilor Pontone Marzia)
Agenda: "School Buildings - Milan presents the 9 redevelopment projects to access the funds made available by the PNRR". They will be present:

  • the Deputy Mayor Anna Scavuzzo, with responsibility for School Buildings;
  • the architect Elena Nannini, Director of the Schools Technical Area.

OUTCOME:

The Deputy Mayor with Delegation for School Buildings and the managers of the Technical Area illustrated the essential elements of the applications advanced by the Municipality of Milan relating to the PNRR - Ministry of Education notices to obtain adequate resources regarding the renovation of some school buildings (9 in total for a total of 76.000.000 Euros and delivery of works by 30 June 2026). A request was made for clarification regarding the criterion with which certain school structures were chosen and not others, the decidedly short deadlines for submitting applications were underlined and the need to remove architectural barriers was highlighted.

Council Commission Urban Regeneration e Anti-mafia (Chaired by Councilor Ceccarelli Bruno and Councilor Pantaleo Rosario)
Agenda: Evaluation, by the construction unions, of the Legality Protocol signed by Assinpredil - ANCE and the Ministry of the Interior.

OUTCOME:

The Councilor for Urban Regeneration and the speakers invited to the commission provided specifications relating to the Legality Protocol signed with the Ministry of the Interior, highlighting the weak points and qualities. The Councilors have given some reflections on the merits.
