OUTCOME:

The President of the Surveillance Court illustrated the tasks of the Court and the Surveillance Magistrates, specifying that the multiplicity of roles makes their work extremely onerous. He underlined the issues that this institute is most involved in, highlighting the critical issues that arise, among which he cites the health issue, overcrowding, the problem of "suspended freedoms" and, specifically in Milan, the ICAM. The Guarantor focused on certain difficulties that emerge in certain situations. The councilors intervened and highlighted some problems, while the Delegate of the Metropolitan City informed about the status of some interventions agreed with the Municipality and the Guarantor.

Agenda: New Stadium project - Public Debate. The following will participate in the work of the Commission:

  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini;
  • Avventura Urbana Srl Dr. Andrea Pillon.

OUTCOME:

The councilor for urban regeneration and the representatives of the Inter and Milan teams illustrated the project of the new stadium, after the updates made following the indications given by the City Council. The coordinator of the Public Debate listed the chronology of the meetings and the various topics that will be discussed on each occasion. The Councilors and a representative of the citizens then spoke, each bringing their own position on the topic. Finally, the President postponed the continuation of the discussion to another session, given that the time available was running out.

OUTCOME:

The Councilor and the Offices have clarified that "Connected Neighborhoods" is a project of the Municipality of Milan, financed with the PON Metro, for the redevelopment of 9 underused spaces (concierge and vacant commercial premises) in 9 Public Residential Building neighborhoods to use them to innovative and inclusive services.
A debate followed during which the quality of the project was highlighted and further clarifications were provided.

Agenda: "The protection of plant heritage in the urban territorial context and in metropolitan cities in the era of climate change, with reference to possible evolutions and changes regarding the typological choices of tree essences and the maintenance methodologies of the system. Hearing by Dr. Alessandro Pestalozza, agronomist, founding member of the Italian Society of Arboriculture". Will participate:

OUTCOME:

An agronomist expert was heard on the consequences of recent climate changes and in particular the water emergency due to the drought which specifically affected the arboreal heritage of the Metropolitan City of Milan this summer. The expert's report dissected the different aspects of the complex problems relating to the adaptation of the various species of city trees to upcoming environmental changes. The Councilor for the Environment and Greenery illustrated the Municipality's initiatives regarding these issues which are becoming increasingly more pressing.

Joint Council Commission Security-Social Cohesion ed Education-Food Policy (Chaired by Councilor Albiani Michele and Councilor Pontone Marzia)
Agenda:"Illustration of the Nonni Amici project in front of the Milanese schools. The following will be present:

  • the President of Auser Milano, Luigi Ferlin,
  • the President of Ada, Claudio Pozzati,
  • the Vice President of Anteas Milano, Guerino Biscaro".

OUTCOME:

The Councilor for Security and the representatives of the voluntary associations Auser, Anteas, Ada, provided specifications relating to the "Grandparents friends" project aimed at strengthening surveillance services at schools, a protection and guidance activity towards students; Grandparents friends will benefit from training courses organized and promoted by ATS AND AUSER. The Councilors asked questions on the merits which were given exhaustive answers. At the end the Presidents considered the topic to be discussed.

Agenda: "District heating service and related VAT application". They were invited to participate:

OUTCOME:

A2A managers illustrated the regulatory context, the situation of Milan city and the related development prospects regarding district heating. The topic of the diversified application of VAT was also explored, considered discriminatory, depending on the nature of the user (10% and 22%), underlining that this technology, in Italy, is penalized compared to other sources of heat production and the proposal was put forward, in order to understand the orientation of the new Government, to convene a further Commission session on the topic, in the presence of a representative of the new head of the Ministry of Economy and Finance.

Approval of amendments to the Regulation on Temporary Light Occupations of Public Land of the Municipality of Milan, approved with council resolution no. 74 of 16 December 2020 and updated with subsequent provisions no. 38 of 20 May 2021 and n. 105 of 13/12/2021. OUTCOME:

The Councilor for Economic Development and Labor Policies, with the help of her managers, illustrated the proposed resolution no. 2882 which provides for the extension of extraordinary occupations of public land by public businesses until 31 December 2022. This provision is no longer of an urgent nature as the Government with the Aid Decree has also decided, in recent days, to extend the deadline for these concessions from 30 September to 31 December 2022. In the meantime, we will continue to evaluate how to improve the regulation that governs these concessions by collecting the requests presented by councillors, traders and citizens. At the end of the session the President of the Commission declared the resolution to be discussed and which can now be evaluated by the City Council.

Council Commission Education-Food Policy (Chaired by Councilor Pontone Marzia) 
Agenda: Inspection at the school in Via Baroni, 85

OUTCOME:

In the presence, among others, of Deputy Mayor Scavuzzo and the President of Municipality 5 Carapellese, the topic of the change of use of the school in via Costantino Baroni 85 (nursery and nursery) was discussed. As there has been a continuous decrease in the number of children enrolled in recent years, steps have already been taken to move the few remaining sections to other nearby school facilities. The projects that the Administration intends to implement in this building were exposed. Neighborhood citizens and parent representatives asked questions and expressed opinions. The inspection concluded with access to the premises, in order to allow a visit, as well as a view of the first modernization works already underway.

OUTCOME:

The President of the PraeVenus ETS Association showed the Commission the short film "The pink phoenix" on the subject of breast cancer prevention, to raise awareness among even the youngest of early diagnosis. He therefore provided a response to the requests for information formulated by the Councilors regarding treatment paths, timing and costs. The Commission saw the opportunity to broadcast this short film in the waiting rooms of the Municipal Registries.

Agenda: Request for an inspection by the Housing and Neighborhood Plan Council Commission, in Via Asturie 6 and 8 for management and maintenance problems of the block.

MM technicians were invited.

OUTCOME:

The Councilors went to via Asturie 6 and 8 where they interviewed the inhabitants of these blocks, managed by MM, who exposed the problems present in the buildings which were subsequently examined. The MM technicians, present at the inspection, gave information on the maintenance interventions planned in these buildings.

Agenda: Resolution no. N/2726-2022 - URBAN SAFETY DIRECTORATE Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 9.768,86. They will be present:

  • Councilor Marco Granelli,
  • Dr. Paola Zarba, Director of the Urban Security Directorate Area.

OUTCOME:

The Offices illustrated the content of Resolution No. 2726, specifying some aspects concerning the typology of sentences. He underlines that only one of these dates back to 2018 due to delays attributable to the Office of the Justice of the Peace who issued the sentence. A councilor asked a question aimed at knowing the frequency of such delays by the chancelleries, which was answered. While another councilor underlined that the offices have now cleared the previously existing arrears. At the end of their speeches, the Presidents declared the provision to be discussed and it can now continue its process in the Chamber.
