Agenda: TAX MANAGEMENT AREA RESOLUTION N. 1155/2022 Approval of the TARI tariffs - Waste Tax - Year 2022 and concessions. Present at the Commission will be:

  • Councilor Emmanuel Conte;
  • the dr. Roberto Colangelo Director of the Financial Statements and Participates Department;
  • the dr. Massimiliano Bianchimano, Director of the Tax Management Area.

OUTCOME:

The Budget Councilor illustrated provision no. 1155-2022 on the TARI tariffs for the year 2022. Together with an AMSA consultant, he therefore provided a response to some requests for clarification formulated by the Councilors regarding exemptions, fixed part and variable part of the tax and uploading the notice of payment on the citizen's file. The President of the Commission therefore declared the measure discussed, so that it can be subjected to examination by the City Council.

Council Commission Civic Services, Relations with Municipalities, Digitalisation (Presided over by Councilor Pastorella Giulia)
Agenda: Board for technological innovation and digital transformation.

Layla Pavone, coordinator of the Board, will be present.

OUTCOME:

The session focused on the presentation of the objectives and activities of the Technological Innovation and Digital Transformation Board, whose coordinator examined the major issues relating to the strategies of the Municipality of Milan towards everything that is innovation, therefore not only the digitalisation of services civic, also in relation to the guidelines on digital transformation contained in the PNRR. The councilors carried out reflections and insights on the organisation's roadmap aimed at researching and creating digital and innovative solutions offered to citizens.

Council Commission Mobility, Environment, Greenery and Animals(Chaired by Councilor Carlo Monguzzi)
Agenda: “PROPOSAL FOR COUNCIL RESOLUTION FOR WATER RESOURCES AND ENVIRONMENTAL HYGIENE AREA. Proposal number: 1208 SUBJECT: Approval of the economic and financial plan of the integrated urban waste management service, including separated waste, of the Municipality of Milan - Year 2022-2025, for the purposes of applying the relevant municipal tax (tari) - year 2022 - and identification of the reference regulatory scheme pursuant to ARERA Resolution 15/2022/R/RIF "Regulation of the quality of the urban waste management service." They will be present:

  • Councilor Elena Grandi,
  • the official Dr. Giuseppina Pedata.

OUTCOME:

The Councilor and the Offices exposed the content of the resolution concerning the PEF for the integrated urban solid waste service which must comply with what is indicated in the ARERA resolution which regulates the matter. The councilors asked questions on particular aspects and requested clarification regarding the costs and revenues for the Municipality in the separate waste disposal cycle and on the final destination of the same. The Councilor and the Offices provided explanations and indicated some strategies that the Administration has decided to undertake. AT the end, the President considered the examination of Resolution No. 1208 concluded in the Commission and sent it to the Chamber for the conclusion of the process.

Joint Council Commission Anti-mafia e Olympics-Paralympics Milan Cortina 2026 (Chaired by Councilor Pantaleo Rosario and Councilor Alessandro Giungi)
Agenda: Hearing of Doctor Alessandra Dolci, coordinator of the Milan DDA, on possible mafia infiltration regarding the Milan Cortina 2026 Olympic Games".

OUTCOME:

The coordinator of the Milan DDA provided specifications relating to possible mafia infiltration regarding the Milan Cortina 2026 Olympic Games"; the possible stipulation of a document similar to the Expo protocol, which at the time was extremely effective, was hypothesized. The Councilors they asked questions on the merits which were given exhaustive answers.

Joint Council Commission European Funds, PNRR, European and International Policies  e Mobility, Environment, Greenery and Animals  (Chaired by Councilor Pacente Carmine and Councilor Carlo Monguzzi)
Agenda: "Ecological transition: the point on investments and projects financed with European Funds within the PNRR". The following will be present at the hearing:

  • Elena Grandi - Councilor for the Environment and Green;
  • Dario Moneta - Specialist Director of the Plan Management and Monitoring Authority;
  • Angelo Pascale - Director of the Green and Environment Department.

OUTCOME:

The Councilor and the Offices focused on the investments and projects financed with European Funds within the PNRR, in particular interventions for the hydraulic protection of the territory in the floodplain areas of the Lambro river, construction of three recycling centers and reuse centres, interventions aimed at reducing losses in aqueduct networks, enhancement interventions of historic parks and gardens, depaving interventions in urbanized areas aimed at increasing the infiltration of rainwater.
A debate followed during which the Councilors formulated questions to which the Councilor and the Offices provided answers.

Council Commission Economic Development-Labour Policies (Chaired by Councilor Mauro Orso)
Agenda: "Pact for work: start-ups, entrepreneurship, new trades and new professions, digital innovation, stem and women". They will be present:

  • Alessia Cappello, Councilor for Economic Development and Employment Policies;
  • dr. Francesco Biglieri, Departmental Staff;
  • Dr. Sabina Banfi, Director of the Work, Youth and Sport Directorate;
  • Dr. Lucia Scopelliti, Director of the Work and Training Area;
  • dr. Stefano Passerini, Assolombarda.

OUTCOME:

During the session, representatives of organizations and companies who work with startups were heard, who highlighted the problems that exist for their opening and drew attention to the high number of these new realities that disappear quickly after opening. They proposed some interventions that the Municipality could implement to avoid the high mortality rate of these companies. The Councilor for Labor Policies reported that she had taken note of the indications given and specified that the Municipality of Milan is very active in this sector, in fact in the last ten years it has invested 45 million euros in it. You also suggested convening a new session on the topic so that the municipal managers, who deal with startups, can illustrate what the Municipality of Milan puts in place to support these companies. The Councilors expressed their approval of the Councilor's proposal.

Council Commission for Control of Investee Bodies (Chaired by Councilor Bestetti Marco)
Agenda: Inspection at the Centrale MM SpA in Baggio to view the public water packaging plant and evaluate its use and storage. They will be present:

  • the President of MM SpA, dr. Simone Dragone,
  • the General Director of MM SpA, Dr. Stefano Cetti,
  • the Director of the Water Service Division, Dr. Andrea Aliscioni.

OUTCOME:

The Baggio MM plant, the subject of the inspection and located in via Castrovillari 20, packages water directly from the Milan aqueduct, taking it from a depth of 100 metres. The group of visitors had the opportunity to observe the assembly and packaging process in tetrapak containers. The managers of MM SpA reported that the overall cost of the investment was around one million euros and that the product is intended for Civil Protection. It was also specified that the environmental sustainability criteria are strictly observed and that discussions are underway with Milano Ristorazione for the supply of packages to schools and RSAs.

Joint Council Commission Mobility, Environment, Greenery and Animals e Sport-Tourism-Youth Policies-Policies for Wellbeing (Chaired by Councilor Carlo Monguzzi and Councilor Vasile Angelica)
Agenda: "Presentation of the BioDiverCity Project". The following will be present:

  • the Councilor for the Environment and Greenery Elena Grandi,
  • Dr. Marina Trentin, from the Councilor's staff;
  • the coordinator of the onlus Natura Project Andrea Pirovano;
  • Francesco Bisi of the Oikos Institute;
  • the representatives of the 9 Municipalities.

OUTCOME:

The guests illustrated the two projects "A green municipality for biodiversity" and "BioDiverCity" highlighting the importance of the participation of municipalities and citizens. The Municipal Councilors confirmed the validity of the initiatives and asked some questions regarding the possibility of extending the planning and expanding it from a temporal point of view. The guests explored some points and provided clarifications. While the Presidents have confirmed their willingness to support these practices and push for illustrated and political initiatives of the Administration to have meeting points.

OUTCOME:

The “Unlock Education” project, the subject of the session, is the new education campaign on sustainability promoted by Italian B Corp (certification issued by B Lab), the aim of which is to contribute to training the first generations capable of satisfying their needs without compromising the ability of future generations to do the same.
