Agenda: Inspection at MEET Cultura Center. They will be present:

OUTCOME:

The Councilors went to the MEET (International Center for Digital Culture), founded by Meet the Media Guru with the support of the Cariplo Foundation. This structure was created with the aim of reducing the Italian digital divide and supporting the maturation of a new awareness regarding technology as a resource for people's creativity and the well-being of the entire society. It is a physical and virtual space of: events, exhibitions, masterclasses and digital experiences intended for the Lombardy and national territory. At the same time it is also the Italian node of a global network active between Europe and the rest of the world. At the end of the presentation the Councilors visited the exhibitions present and expressed their appreciation towards MEET.

The representatives of Municipalities 2 and 9 illustrated past and planned activities regarding sport, youth policies and those for the elderly, then answering the questions of the President, the Vice President and the Councillors.

Agenda: Inspection at the Opera Prison. Visit to the Opera in Fiore laboratories and the article 32 departments. The following were invited:

The Commission carried out an inspection at the Opera Prison. The Director of the Prison House illustrated the Metamorphosis project. The New Joints Section was then visited.

Agenda:  Council initiative resolution currently being notified: Regulation of the Municipal Commission for Supervision of Public Entertainment Venues - Partial modification of articles 2 and 5 and consequent adaptation of the art. 11. The following will participate:

Agenda:"Resolution N/2923-2022: Ordinary periodic review, pursuant to art. 20 of Legislative Decree no. 19 of 2016 August 175, of companies owned by the Municipality of Milan - Recognition of the shareholdings held, directly and indirectly, by 31 December 2021 and identification of rationalization measures.". They will be present:

OUTCOME:

The Budget Councilor, assisted by the Director of Participatory Economic Control and Management Evaluation Area, presented the main contents of the Resolution on the agenda, referring to the four previous periodic surveys regarding all the shareholdings held by the Municipality of Milan and related to the calendar year preceding the evaluation process and illustrated the terms of the current evaluation process. Some Directors have expressed doubts about SEA's industrial policy. Resolution no. 2923/2022 was declared discussed at the end of the meeting.

Joint Council Commission Equal Opportunities-Civil Rights e Economic Development and Labor Policies (Chaired by Councilor De Marchi Diana and Councilor Mauro Orso)
Agenda:National LGBT+ strategy 2022 -2025 for preventing and combating discrimination based on sexual orientation and gender identity. Speakers:

  • Alessia Cappello Councilor for Economic Development and Labor Policies;
  • Elena Pucci, Lawyer and Honorary Judge, member of the Lenford Network;
  • Angelo Schillaci, Associate Professor of Comparative Public Law in the Faculty of Law “Sapienza” University of Rome.

OUTCOME:

The guests illustrated the UNAR 22/25 Strategy, explaining its contents and purposes, specifying that in this way we try to explain the constitutional principle of equality and include a structural and transformative dimension. Expresses satisfaction with what has been done by some municipalities, including Milan, in the direction indicated by the Strategy which does not have a legislative nature but fits into the current framework. They underlined the changes in strategy of some important companies that have understood the importance of implementing innovative policies, while this does not yet happen in smaller ones. The work implemented at the House of Rights of the Municipality of Milan through projects and training courses in the workplace was described. The councilors expressed some evaluations and asked questions regarding the possibility of having a greater impact in some work areas.

Agenda: "GFU Bovisa - Update". The following were invited to the Commission's work:

OUTCOME:

In the presence of the Councilor for Urban Regeneration, the state of progress of the works relating to the GFU (Great Urban Functions) of the Bovisa district was illustrated, which is certainly a central flagship project for Milan and for the university research system, both at city level , which is also national. A manager of the Implementation Planning Area explained the ongoing redevelopment process which mainly includes the extension of the University Campus of the Polytechnic, the recovery of the valuable historical buildings with the establishment of functions open to the public and finally the creation of a very large park which remains the main part of the Great Urban Function. For his part, the Vice-Rector of the Polytechnic of Milan clarified the fundamental contribution of the university in the realization of this ambitious urban planning intervention.

The participants illustrated the contents of the "Milan Design Week 2022", characterized by the Salone del Mobile and the events outside the Salone spread across the city. The 2022 edition recorded a record of attendance and proposals with the presence of around 263 thousand visitors at the Salone del Mobile and around 1 million and 700 thousand attendees at the events.
During the debate, the municipal administration's commitment to consolidating Milan's positioning as the world capital of design and to supporting the businesses, professionals involved and the culture of project design was underlined.

OUTCOME:

The proposed Resolution no. 3210/2022 and containing the new general regulatory regulation for the use of municipally owned properties to be used for the implementation of economic, social, cultural, sporting, educational and training projects and on properties to be assigned for use to public bodies and investee companies entirely by the Municipality of Milan, the State and/or other public bodies, was illustrated by the Councilors for Budget, Sport and Welfare. The Councilors who attended made some observations and proposed additions and modifications. The aforementioned proposed Resolution was declared discussed.

Agenda: "Presentation of the project "The city of riders", from university thesis to exhibition and hypothesis for valorising the public space inhabited by Milanese riders." Will participate:

  • Davide Contu, CGIL delegate rider, who has followed the project from the beginning.

OUTCOME:

During the session, the project was presented: "The city of riders" which also became an exhibition exhibited at Town Hall 2. This consists of the collection of 100 maps of the city of Milan, drawn by riders, during their working day and posters of maps drawn by migrants, in order to promote reflection and knowledge of the new geographies that give voice to the phenomena of transformation of the city. The project was born from research on the city observed and represented by the new populations, in particular migrants and, through the maps, it is intended: to build an equal footing between the gaze of those who plan and administer the city and the disoriented gaze of those who are just arrived and is trying to build a relationship with the landing area. Furthermore, it aims to bring to the attention of citizens the demands of a new urban population, such as that of riders and the open questions regarding the use of the public space which represents their work space; suggests designing meeting and rest points for riders, as well as a widespread cycle network that connects these points and makes them communicate with other urban trajectories. Representatives of the delivery companies were also present at the meeting, describing the training and support interventions launched for riders and agreeing with the need to find structured spaces suitable for them to park. The Councilors also expressed their suggestions aimed at improving the working conditions of the riders.

The representatives of the Welfare Directorate, the Court, the Bar Association, the UIEPE (Inter-District Office for External Criminal Execution) and the Third Sector, illustrated the innovative introduction of an information and guidance desk at the Court, to facilitate the sending the defendants for whom the Judge has ordered to be sent to public utility work, underlining the critical issues in identifying the associations willing to take charge of the subjects sentenced to such alternative measures, critical issues that will increase with the entry into force, from next November 2nd, of the so-called Cartabia Reform, which will increase the types of crimes for which alternative measures to detention can be granted.

OUTCOME: 

In the presence of the Councilor for Safety, as well as the major trade union representatives of the public transport sector and the ATM General Director, the debate continued on the worrying increase in violent attacks on service, traveling and parking staff.
