OUTCOME:

The councilors went to the Citadel of the archives, where the Superintendent showed them the buildings that house it and indicated the new project of the Milan Metropolitan Archive (MIMA) which will become the largest robotic archive in Europe. He described the process of archiving, cataloguing, scanning and access to documents by users. He remarked that waiting times, thanks to the system now in use, have been reduced and a new, quicker method for consulting building practices has been adopted. The councilors were taken to view the site where the MIMA will be built, the archiving system and some of the historical documents preserved on the site.

Agenda: 1) LAWYER DIRECTORATE - RESOLUTION N. 35-2022 Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of the off-balance sheet debt of €. 653,34 in compliance with the order of the Execution Judge of 13.09.2021 - RGE n. 2058/2021, following notification of the writs of injunction and seizure proposed by the lawyers BA and D'AF. The provision entails expense. 2) LAWYER DIRECTORATE - RESOLUTION N. 36-2022 Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 13 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 49.013,31. The measure involves expense. 3) SPECIALIST COLLECTIONS AND COLLECTIONS DIRECTORATE RESOLUTION N. 50-2022 Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of €40.920,70. The provision involves expense. They will be present:

  • the Councilor Manuel Conte, the Lawyer Antonello Mandarano;
  • Doctor Silvio Scotti.

OUTCOME:

The Budget Councilor and the Chief Lawyer illustrated the three provisions on the agenda, going into detail about the sentences that resulted in the off-balance sheet debts. The Chief Lawyer also detailed, in general terms, the percentages of cases in which, in the previous six years, the Municipality was the winner (72%), a much higher quantity than the cases in which it was the loser (28% ). He also stated that out of 3.933 cases, only in 415 cases was the Municipality initiating the proceedings, from which one can deduce a low rate of litigation on the part of the Authority towards citizens. At the end, the President declared resolutions nos discussed. 35-36 and 50 of 2022, sending them to the Council debate.

OUTCOME:

The SEA President and CEO briefed the Commission on the 2021 SEA exercise, which was negatively impacted by the pandemic. They illustrated the containment actions that have been undertaken on costs and investments, in order to reduce economic losses. A debate was therefore held with the trade union representatives regarding the sale of the information systems business unit and the outsourcing of personnel. This debate will continue during a future Commission session.

OUTCOME:

The Councilor announced that an area study has been launched on the area in question relating to greenery, sport, mobility and urban regeneration.
The President and guests welcomed the fact that the study covers the entire scope.
A debate followed during which the Councilors and guests asked for clarifications and expressed considerations.

Joint Council Commission  Sport, Tourism, Youth Policies and Wellbeing Policies  e  Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda: 1) Presentation of the FIGHTTHESTROKE project relating to introduction to sport for young people with disabilities". Participants will be:

 OUTCOME:

The session focused on the presentation of the activities of FightTheStroke, a Foundation whose mission is to guarantee a better future for children and young people who have survived strokes and for the families of children with cerebral palsy. In this context, the experience of starting a sporting activity was reported which, as a rehabilitating and functional factor in human relationships, is fundamental in the development of the unexpressed potential of people who have experienced a major trauma such as that of a brain injury at birth or at a young age. The President of the Italian Paralympic Committee of the Lombardy Region and the person responsible for starting up the Italian Paralympic Committee were present at the session, witnesses of the experience in the sporting field.

OUTCOME:

During the session, the President and Vice President of the Commission were elected. Marco Mazzei was elected as President and Pietro Marrapodi as Vice President, who, after the proclamation, thanked their colleagues who spoke in their favor.

The weekly local market located between via Crema and via Piacenza, the subject of the session, will not be broken up and transferred to several streets adjacent to the current one, except during the urban redevelopment works of the area. The representatives of the categories and associations directly involved and opposed to the first project hypothesis, which, in their view, would have effectively prevented the regular carrying out of commercial activities, were presented with proposals by the Councilor for Economic Development and by the program manager of redevelopment, some substantial changes (commercial continuity, Covid exemption, electricity supply columns, etc.) which met with the approval of the same associations.

The Deputy Mayor, with the support of the competent offices, illustrated the guidelines for the concession of thirty-year surface rights of the properties in via Esterle 15/17 and the area of ​​via Marignano for religious purposes and for the realization of activities of common interest , the conditions of participation, the conditions of forfeiture and the characteristics of the lots. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The guests of the session were the protagonists of the socio-educational interventions of the Teencity project, a program divided into different areas of the city, which started in August 2019 in favor of teenagers and their relationship with the urban territory, in the logic of social cohesion. The operators reported the results of their work, describing the actions and reactions of the young people involved, and at the same time focusing on the possibilities of providing a temporal continuation to the educational activities. The councilors were able to learn the working methods and asked them questions relating to the project. The President, having noted that the time available was running out, decided to postpone the answers due to the operators to a future session, in order to provide everyone with the opportunity for a broader and more in-depth debate.

Agenda: Coordinated actions for the removal of abandoned vehicles in the MM and Aler public housing districts. They will be present:

  • Director Aler, Dr. Hippolytus.

OUTCOME:

The Housing and Security Councilors illustrated the new protocol, created in collaboration with: Aler, MM and Local Police, which will allow the removal of abandoned vehicles in the courtyards and car parks of ERP houses in a relatively quick time. This will allow us to reduce degradation in these areas by improving their decoration. In recent months, a trial of the protocol has already been carried out with good results. A similar procedure has been envisaged for scooters and bicycles abandoned in public buildings. The Councilors asked for clarifications regarding the procedures and expressed their satisfaction with the protocol adopted.

OUTCOME:

The SEA CEO confirmed what was said during the previous session regarding the commitment to insert further security clauses regarding economic and employment protection for the 60 workers involved in the sale of the company branch. The union representatives have once again asked for the suspension of the letters to the workers and the opening of a discussion table on the issue. The councilors intervened underlining the need to operate in such a way as to protect workers; they asked questions regarding future corporate strategies and the reasons that led to this choice by SEA. The Councilors clarified the role of the Administration towards the Company and the desire to follow the construction of the tender notice to identify the winning company. The workers confirmed their opposition to the operation and announced forms of mobilization, fearing that this is only the first step in future outsourcing of company branches.

OUTCOME:

The guest illustrated the contents of the first training course ("The mafia and the city") aimed at municipal and municipal councilors of the city of Milan, clarifying that it is structured into 11 lessons, which will be held online, at starting from February 16, 2022.
A debate followed during which some Councilors and the Deputy General Secretary, Dr. Zaccaria, declared that they welcomed the proposal in question with great interest.
