OUTCOME:

The proposed Resolution no. 1532/2022, the subject of today's session, contains two changes to the IMU Regulation of the Municipality of Milan, namely: 1) the modification of the rate for properties intended for main residence subject to damage events (fires, explosions and similar events) , following which the main residence requirement ceases; 2) tax exemption in the event that a property owned by a private individual is loaned for use to the Municipality of Milan or another body, provided that no lucrative activities are envisaged. The proposed Resolution was declared discussed.

OUTCOME:

The relevant budget forecast was presented in the presence of the Councilors for Culture and the Budget and Heritage, as well as the major managers of the Culture Directorate. The effects of the restrictions due to the pandemic phase, which particularly affected this sector, were exposed and analysed. An opinion shared by all those present was that culture must necessarily be relaunched as the vital fulcrum of social life and identity for a city like Milan. The councilors expressed their opinions on the matter which were promptly accepted.

OUTCOME:

The Councilors and Offices illustrated the budget forecast relating to the Safety Directorate, highlighting some aspects. They underlined that the forecast of higher revenues compared to last year is due to the end of the restrictions caused by the pandemic and therefore to a greater circulation of vehicles and people. The councilors asked questions aimed at defining some items more precisely and asking for clarifications on some topics. The Councilors and Offices responded fully to these requests.

OUTCOME:

The President and the General Director of Milano Sport presented the company's mission and the state of the facilities under management, highlighting the difficulties that the pandemic has created, with the closure of the facilities for almost two years and now the problem of the costs of 'energy which require a reflection, to be done with the Municipality shareholder, for an energy efficiency of all the sports facilities managed by Milano Sport. Furthermore, some notes were made on the industrial plan of the company which, if no other epidemics appear and with energy costs returning to the period before the war in Ukraine, could present a profit starting from 2024. The Directors asked some questions to which a timely response was given.

  OUTCOME:

The Councilor and the offices illustrated the 2022 budget forecast relating to the housing management, highlighting some aspects. They underlined that revenues maintain a consolidated trend both compared to the estimate and the final balance of 2021 while an increase in current expenses is expected.

OUTCOME:

The competent Councillors, assisted by the heads of the Departments involved, illustrated the forecast structure for the current year concerning the investments planned for Welfare services. The current phase is characterized by efforts to exit the pandemic phenomenon which has heavily affected the city of Milan, creating new social fragilities. We therefore opted for a dynamic approach in finding resources to meet the needs of the population. The councilors were able to learn more about this part of the municipal budget, with questions that were adequately answered

OUTCOME:

The Councilor for Mobility and the Director of the Mobility Planning and Programming Area reported to the Commission on the budget items relating to local public transport, public lighting, works in progress and works in the planning phase. They therefore responded to the requests for information formulated by the Councilors regarding travel tickets and season tickets for local public transport, interventions to be carried out in the Municipalities, works to extend the metro lines and removal of architectural barriers on public transport.

OUTCOME:

The Councilor for Urban Regeneration illustrated the 2022 budget of his Department which, essentially, remains unchanged compared to 2021 with a slight increase in forecast expenses which go from 6.573.500 euros in 2021 to 7.159.242,56 euros in 2022. Part of these resources are intended for the reorganization of the Building Desk and the digitalisation of a series of deeds and surveys. It also provides data on forecasts related to urbanization costs and building rights. The Councilors asked for some clarifications which were promptly answered.

The manager responsible for illustrating the PEBA (Plan for the Elimination of Architectural Barriers) had to interrupt the presentation due to a fire emergency in the building where he works, so the debate continued with the intervention of the Councilor for Mobility, the interventions of the guests and of the Councillors. The Presidents, at the end of the time available, agreed to postpone the discussion to another occasion, together with other Commissions, in which the presentation interrupted today will end, the various departments will provide the data relating to what has been done in these years in percentage terms for the removal of architectural barriers and the PEBA programming tools will be analysed, requesting an update if necessary.

Agenda: Analysis of resolution no. 69 of 9-5-2022 of the Court of Auditors - Regional Control Section for Lombardy relating to the examination of the 2016, 2017, 2018 and 2019 financial statements. Will participate:

OUTCOME:

Resolution no. 69/2022 of the Court of Auditors, the subject of the session and relating to the financial statements of the years 2016, 2017, 2018 and 2019, essentially contains some findings concerning: the actions aimed at increasing the collection capacity (recovery of tax evasion and non-tax revenues); the Meazza stadium use and management agreement; the provision fund connected to existing litigation; debt/credit relationships with investee companies; derivative finance contracts; urbanization costs; off-balance sheet debts (reduction); debt repayment plans; the accounting regulations; the management of the FARC (Renderable Fund). Further information was requested on the management of the Meazza stadium regarding the relationship between the portion of the license fee actually paid by the Clubs and that deducted (ordinary and extraordinary maintenance).
