The members of the Commissions no. 15 (Control of Investee Bodies) and n. 17 (Education and food policy) visited the new Centro Cucina di Milano Ristorazione SpA, located in via Bernardo Quaranta n. 41. Recently renovated and redeveloped, also thanks to a series of energy efficiency interventions, 7.500 meals a day are produced for girls and boys in 43 schools in Milan (nursery, primary and lower secondary schools).

OUTCOME:

The Councilor for Culture of Municipality 3 and the Director of the Entertainment Area illustrated to the Commission the Theater Zone Project concerning the provision of tickets at a controlled price for the five theaters present in Municipality 3, in favor of children and young people in schools of Municipality 3. The Councilor for Culture of Municipality 8 also spoke to illustrate the theatrical initiatives that have been implemented in Municipality 8.

Agenda: Resolution no. 3612: "Planning 2022-2024 - Changes in the financial budget and safeguarding of budgetary balances - Amendments to the Single Programming Document (DUP)". They will be present:

OUTCOME: 

The Councilor for Budget and Real Estate illustrated resolution no. 3612 concerning the Change in the Financial Budget and Safeguarding of Budgetary Balances - Amendments to the Single Programming Document (DUP). In particular, he highlighted that the proposed adjustment operations vary overall by 2,84% in the allocations of current expenditure and by 5,02% in those of investment expenditure. Subsequently he went into the details of the DUP, highlighting that the increase in energy prices entailed an expense of 70 million for the Municipality of Milan of which only 23.622.000 euros were provided by the Government.
He adds that the energy problem will also have to be taken into account in the preparation of the 2023 budget. The Councilors asked some questions which were promptly answered and at the end of the session the resolution was given for discussion and will therefore be evaluated by the City Council .

Agenda:"Regional PdL n. 218 on the Southern Milan Agricultural Park: updates and insights". Participants:

OUTCOME:

The President of the Southern Agricultural Park and the Representative of the Environmentalist Associations of the Park have expressed their disfavor towards the Regional Law Project n.218, which will come into force from next December 2nd and which modifies some administrative and governance aspects of the Agricultural Park . This resulted in a lively discussion between the Councilors on the necessity or otherwise of these changes. The President of the Southern Agricultural Park and the Representative of the Park's Environmentalist Associations expressed their disfavor towards the Regional Law Project no. 218, which will enter in force from December 2nd and which modifies some administrative and governance aspects of the Agricultural Park. The land on which the San Faustino Shared Garden (GSF) stands, starting from next December 1st, will be owned by the Municipality of Milan, which already managed it and this will entail, while maintaining its original vocation (education for biodiversity, inclusion social), a different evaluation of the management methods, the non-renewal of the agreement with the current Management Committee (expiring on 30 November 2022) and greater public use of the green area. In order to overcome the conflicts highlighted between the current leaders and Municipality 3, it was proposed to establish a working table for the definition of the future collaboration agreement with the associations, Municipal Administration, Municipality 3 and the interested parties.

Agenda: RESOLUTION N. 3150/2022 URBAN SECURITY "Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial orders issued by the judicial authority against the Municipality of Milan in appeals against the violations ascertained by the Local Police, by the voluntary ecological guards, by the Amsa ecological operators and other public inspectors, for a total of €5.590,07." The Director of the Sanctioning Procedures Area explained resolution no. to the Commission. 3150-2022. The Presidents of the Commission declared resolution no. discussed. 3150-2022, which can continue its process in the City Council.

OUTCOME:

The guests clarified that “Ciclopolis” is a project that aims to redefine cycling and mobility of the future within the Metropolitan City of Milan.
During the debate, the problem related to bicycle theft emerged and also the need to provide economic incentives for the purchase of electric bicycles and devices for their safe use (helmets, lights, anti-theft devices).

The Councilor for Welfare and Health and the Directors of the various Areas invited to the Commission provided specifications relating to the 2021-2023 Welfare Development Plan of the City of Milan, highlighting the ten strategic lines and 12 objectives aimed at addressing social needs after the pandemic . At the end, the President agreed to adjourn the commission to allow the Councilors to intervene on the merits.

Agenda:"Music education courses for Roma children: the experience of the Kethane choir". Will participate:

OUTCOME:

First, a researcher from the Sorbonne in Paris intervened by illustrating the integration policies in Europe, in Italy and in Milan of the Roma communities, with a specific focus on Roma children and their scholastic and social inclusion. Then a professional cellist explained the Akanà project and the creation of the Kethane choir and other experiences of inclusion through music, implemented with Roma children from various Milanese communities and middle school students, with the collaboration of young musicians and professionals who study and play in Milan. A short debate followed, with the interventions of the Councillors, again on the theme of integration and inclusion of Roma children

For the Special Commission for the Civil Economy and the Development of the Third Sector, Councilor Valerio Pedroni was elected as President and Councilor Deborah Giovanati as Vice President.

Agenda: New Stadium project - Public Debate. The following were invited to the Commission's work:

  • the Councilor for Sport, Tourism and Youth Policies Martina Riva;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini;

  • the Coordinator of the Public Debate Avventura Urbana Srl dr. Andrea Pillon.

OUTCOME:

The Councilor highlighted the positive aspects that emerged during the Public Debate and indicated the process that the report drawn up by the Coordinator must undergo. The Coordinator of the Public Debate illustrated the conclusions of the Debate, indicating the data concerning participation and the material produced. He highlighted various aspects that emerged during the various public events that were held, delving into the elements that most involved the participants. The councilors intervened by highlighting what they perceived as critical issues both in the organization of the Public Debate and in the findings made public. They underlined the need for the Council to be able to express its opinion on the merits before any decision is taken. The Councilor reiterated that the Council will take into account the issues that emerged during the Public Debate and underlined the critical aspects in the event that the current condition remains. Since, after the scheduled deadline of today's session, other councilors appeared to have requested to speak, the Presidents agreed to adjourn the work to a next session on a date to be agreed.

Agenda: Inspection in Via Palestrina to verify the state of excessive vibrations and noise caused by the passage of subway trains on the Loreto-Caiazzo route. The following will participate for ATM:

  • the dr. Giorgio Stelluti.

For MM:

OUTCOME:

In the presence of technicians from ATM SpA and MM SpA, some resident citizens complained about the excessive noise and strong vibrations produced by the transit of trains on line 2 of the MM along the Loreto-Caiazzo route and also reported the damage to health and to the buildings procured by them. The representatives of the two companies replied that the cause of the noise and vibrations has not yet been identified with certainty and that the possible extraordinary intervention plan to modernize the line, requested by citizens, has high costs and that the final decision is of the Municipality of Milan.

Representatives of Municipalities 7 and 9 of the Municipality of Milan were heard in relation to the sports policies implemented in the territories under their jurisdiction, with a view to sharing best practice, as well as in view of the Milan Cortina 2026 Winter Olympics and Paralympics.

Council Commission Active Mobility and Accessibility Council Subcommittee  (Chaired by Councilor Mauro Orso and Councilor Mazzei Marco)
Agenda: "NOT A COUNTRY FOR BIKES - How to make Italian cities cycle-friendly: plans, scenarios, resources" by Clean Cities Campaign. In addition to the general data on Italy there will be an in-depth analysis of the situation in Milan." Participants will be:

  • Arianna Censi, Councilor for Mobility,
  • Claudio Magliulo, head of the Italian Clean Cities campaign.

OUTCOME:

The session focused on illustrating the research on cycling in our country, within the awareness campaign carried out by Clean Cities - Italia 2022, a European network of environmental organisations, associations and grassroots movements whose fundamental objective is to help or induce European cities to achieve zero-emission urban mobility by 2030. The campaign supports active, shared and electric mobility for a more liveable and sustainable urban future. The councilors present were able to listen to the proposals for the implementation of an integrated network of new cycle paths both in Italy and in Milan in particular, and take into consideration the projections and possible scenarios, also in relation to other European countries

Council Commission Anti-mafia (Chaired by Councilor Pantaleo Rosario)
Agenda: "Presentation of the Polis Lombardia report on the monitoring of the mafia presence in Lombardy with focus on Milan and surrounding areas". The following will be present as participants in the monitoring and drafting of the document developed by Polis Lombardia:

OUTCOME:

 

The authors of the Polis Lombardia report provided a precise picture of the mafia presence in the various Lombardy provinces with a particular focus on Milan and the surrounding areas. The investigation revealed that criminal infiltration in Lombardy is mainly linked to the Calabrian gangs which have divided the areas of influence among themselves. The Councilors asked some questions which were promptly answered.
