Agenda:  Inspection at the Casa della Carità. "Visit Casa della Carità, meeting with Don Colmegna". Will participate:

OUTCOME:

The Foundation's managers illustrated the aims and functioning of the Casa della Carità, highlighting how a paradigm shift is necessary in the field of health management. They underlined that the Foundation is the bearer of a public request wanting to produce a social institution. They then showed the work carried out last year and led the councilors to visit the services offered by the structure.

Agenda: "Authorization simplification path for the organization of small widespread socio-cultural and entertainment initiatives in the Milan area". They will be present:

OUTCOME:

The Councilors for Commerce and Civic Services, with the help of their offices, illustrated the Council's resolution which provides for the experimental introduction of a simplified process for the creation of various types of events organized by non-profit organisations. In particular, the types of events that can be organized in this way and the places in which they can be held have been defined. Similarly, we are working to reduce the timing of events that require a public entertainment license. Obviously in all cases the measures aimed at protecting the safety of those who participate in these initiatives must always be preserved. The Councilors asked for some clarifications which were promptly answered.

Council Commission Security and Social Cohesion (Chaired by Councilor Michele Albiani)
Agenda: "Critical issues of the Martyrs of Freedom Park, Iraqi victims of terrorism".

Councilor Marco Granelli will be present.

OUTCOME:

Citizens residing near the Park of the Iraqi Martyrs of Freedom, victims of terrorism, the subject of the inspection, reported to the Security Councilor the numerous problems that characterize that green area (degradation, noise, disturbances to public peace, etc.). They ask for a greater presence of the police, especially at night, more adequate maintenance and a new fence. The Councilor reported that some interventions have been carried out and that, starting from the autumn, the presence of the Local Police will be implemented and a new fence will be built.

1) Aziende Farmacie Milanesi SpA: presentation of the company and main economic data;

2) Social and prevention initiatives promoted in collaboration with the Municipality of Milan. They were invited to participate:

OUTCOME:

The President of Farmacie Milanesi Spa illustrated the company's activity by reporting that there are 84 Lloyds pharmacies present in the Milan area with 356 employees, 76% of whom are women. He also focused on some data relating to the income statement and the main activities such as the home delivery service, the execution of Covid-19 tests, the anti-Covid-19 vaccination, digital services and social activities. A debate followed during which some Councilors asked for clarifications to which a timely response was provided.

OUTCOME:

The Director of the Technical and Urban Furnishings Department described the actions implemented by the Administration, deriving from various national decrees, to accommodate companies that were awarded municipal contracts and then found themselves in difficulty in obtaining raw materials construction and energy sources, following the pandemic and the war in Ukraine. The Director himself then responded on the merits to the questions posed by the Councillors.

Joint Council Commission Institutional Affairs-Metropolitan City e Mobility, Environment, Green-Animals (Chaired by Councilor Enrico Fedrighini and Councilor Monguzzi Carlo)
Agenda: "Joint commission hearing relating to the regional PdL on the South Milan Agricultural Park, a fundamental environmental resource for the ecosystem of the Milan metropolitan area: information and opinions on the current management situation of the Park and on the changes proposed by the aforementioned PdL, by administrators premises directly involved.". OUTCOME:

In the presence of the Councilor for the Environment and Green Space and some Mayors of the Metropolitan City, a detailed debate was held on the future structure of the South Milan Agricultural Park envisaged by the Regional Law project which is undergoing its approval process. Agenda: “ Female map of the city of Milan. Itineraries in the historic center" Will be present:

OUTCOME:

The Commission met in Piazza Duomo to carry out an itinerary in the historic center in relation to the women's map of the city of Milan.

OUTCOME:

The guests underlined how sporting activity connected to winter sports is strongly rooted in Milan, in fact the FISI and FISG Federations have their national headquarters in the city. They described the activities of the Milanese ski clubs, each highlighting the specifics of the activity carried out. The councilors highlighted the positivity of the work carried out and highlighted some aspects, including the cost of practicing winter sports activities. They also asked questions aimed at knowing specifics including costs, logistics, accessibility and legacy for the city. The guests responded to all questions by further specifying some specifics.

RESOLUTION N/1106-2022 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 9.566,86."

OUTCOME:

The Director of the Security Area illustrated the two resolutions nos. 1106 and 1434 of 2022, relating to off-balance sheet debts for appeals to administrative sanctions mainly relating to the Highway Code, in respect of which the citizens have appealed, a proceeding in which the Municipality was unsuccessful and therefore required to reimburse the legal costs. There were no interventions by the Councilors and the President of the Commission therefore declared resolutions nos discussed. 1106 and 1434, sending them to the Council debate.

Agenda: Presentation of the Mi.C project, former Hotel Michelangelo and redevelopment of Piazza Luigi di Savoia. The following were invited to the Commission's work:

OUTCOME:

Finleonardo's technicians presented the project which involves the demolition of the former Michelangelo hotel and its replacement with a new office building. With the urbanization costs, the construction company will also provide a more functional and greener redevelopment of the square in front of the Central Station. The Councilor for Urban Regeneration, with the support of the Department's managers, gave information on the current status of the authorization procedure and on how the space surrounding the Central Station is intended to be redesigned. The Councilors asked some questions which were promptly answered.

Agenda: "Presentation of an education and awareness project for the development of greater digital awareness". They will be present:

OUTCOME:

The Director of the "Digital Wellbeing" research center of the Bicocca University, a parent from the Ermanno Olmi comprehensive institute and a parent from the Rinnovata Pizzigoni comprehensive institute illustrated to the Commission the awareness project for the development of greater digital awareness. The Commission therefore discussed the issues of cyberbullying, revenge porn, community pacts for digital well-being, privacy rules and addiction to social networks.

Agenda:

1) Resolution N/1925-2022 circ. 86 Acknowledgment of the resolution of the Court of Auditors Control Section for Lombardy relating to the outcome of the examination of the financial statements of the Municipality of Milan for the years 2016, 2017, 2018 and 2019.

2) Resolution N/1751-2022 circ. 85 Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of the amounts indicated in executive sentences of the Milan Tax Commission unfavorable to the Municipality of Milan in cases falling within the competence of the Tax Management Area for a total of €149.465,52, XNUMX. The measure involves expense.

The Councilor and the Offices illustrated the contents of the resolutions in question which at the end of the discussion were declared discussed and submitted for examination by the City Council.

Agenda: Situation of the IPM Cesare Beccaria with an analysis by: - ​​the Director; - of the Juvenile Justice Center with a focus on the state of the work; - of the offices of the Municipality of Milan.

OUTCOME:

The Councilor for Welfare and Health and the guests invited to the Commission provided specifications relating to the state of the work of the IPM Cesare Beccaria, an element of effort for all the operators who have had to manage the situation in recent years. The priority is to finally be able to plan a full resumption of activity through joint work, putting the child at the center and preparing the area to encourage reintegration paths. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: "European Union cohesion funds: the 2021-2027 programming of the Lombardy Region and the opportunities for urban areas such as Milan". The following will be present at the hearing:

  • Federica Marzuoli - Director of the Community Programming Coordination and Management of the Lombardy Region Cohesion Development Fund

OUTCOME:

The top managers of the Lombardy Region in the field of Programming and Community Relations illustrated the regional programs in line with the contents of the main European strategic documents relating to the ERDF and ESF Funds, combined with the national and regional ones, for the period 2021 - 2027. councilors present were able to appreciate the territorial development policies in regional planning.

OUTCOME:

The Deputy Mayor illustrated the main aspects of the Draft Law no. 218 of the Lombardy Region, relating to the South Milan Agricultural Park and the subject of the session, which aims to remove its management from the Metropolitan City and in its place, provides for the establishment of a Park Authority under public law. Among the negative elements highlighted, he highlights: the exclusion of the Municipality of Milan and the other Municipalities on which the Park is located from the Management Board, which were also never consulted before the drafting of the Project; the excessive interference of the Lombardy Region; the institutional conflict between the latter and the Metropolitan City; no constraints for the construction of infrastructures and other relevant critical issues. Almost all the Councilors who spoke hoped for the withdrawal of the Project.
