Agenda: "Presentation of the BEIC project: European Library of Information and Culture". The Commission will be attended by:

OUTCOME:

The Councilor and the Offices illustrated the contents of the BEIC project, which has funding of 101,574 million euros under the PNRR, clarifying that it involves the creation of a new generation library, a cultural production hub for city ​​and a center of excellence dedicated to digital cultures and research applied to technologies for the digitization of cultural heritage.
The international design competition for the "New European Library of Information and Culture" which will remain open until 22 June was also recalled and illustrated.
A debate followed during which the Councilors formulated questions to which the Councilor and the Offices provided answers.

The session focused on the hearing of the President of Milano Ristorazione SpA who presented the economic data and the company budget for 2022. Various topics were illustrated, from the company mission to its operational structure, up to the strategies for the implementation of the Food Policy of Milan. The councilors present were able to delve deeper into the various topics, offering food for thought and asking questions which were adequately answered.

OUTCOME:

The officials of the Rights, Inclusion and Projects Area of ​​the Municipality of Milan illustrated to the Commission the functions and activities of the Prison Team of the Work Mediation Centre, in particular they reported on the management of work integration paths in favor of people subjected to measures by the Judicial Authority. The Commission debated the housing problems of those who have completed their period of imprisonment. There was also discussion regarding the topic of job placements and the regularization of the registry positions of people detained in prison.

The citizens' committees presented their findings and criticisms regarding the ways in which M4 will return the section of Viale Argonne and they were responded to by the M4 RUP and the Environment Councillor. The President added that an attempt must be made at all costs to give citizens an answer, with improvements, compared to the final situation that is intended to be presented and has arranged for an inspection and a new commission to update on the requests made.

OUTCOME:

During the session, representatives of the Citizens' Committees of the Navigli area were heard and asked for continuous monitoring to be activated on the musical and cultural activities carried out by the RIDE company in the Porta Genova airport area. Since, in the summer of 2021, the noise emissions relating to the events held by RIDE had prevented residents from sleeping at night and therefore it is feared that this problem will also recur next summer. The owner of the company has offered his willingness to collaborate with citizens so that the upcoming summer events do not disturb their rest. The Presidents of the Commissions, taking note of the desire of both parties to collaborate, suggested creating a working table in which the technicians of the Municipality, the representatives of the Citizen Committees and the technicians of RIDE participate to identify ways in which to carry out the summer initiatives without disturbing the rest of the residents of the area. The Commissioners expressed their approval of the proposal.

Agenda: Discussion of resolution N/618-2022: Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 11.089,36. OUTCOME:

The Councilor and the Offices summarized the content of the resolution in question and explained the reasons that require the monthly drafting and subsequent approval by the Council of the provision containing the judicial measures unfavorable for the Municipality following appeals for various types of sanctions . The Councilor also informed that the document requested by some councilors containing the detailed examination of the reasons for the appeals and the overall numbers of sentences is being reviewed; as soon as the verification with the General Secretariat and the Lawyers Office is completed, it can be sent to all the commissioners. Agenda: "Observations on the update of the anti-corruption and transparency plan approved by the Council". The Secretary General, Dr. Fabrizio Dall'Acqua, will participate as a speaker.

OUTCOME:

The Secretary General provided further updates regarding the Anti-Corruption Plan of the Municipality of Milan, focusing on the relevant regulations, its construction and its application. The Councilors asked questions on the merits which were given exhaustive answers.
