OUTCOME:

The guests presented IRIS, a listening and reception desk for LGBTQI+ people, victims of violence. 
The space, opened on April 2022, XNUMX, has so far followed around forty critical cases, also offering them legal advice.
The Councilors who attended asked questions and requested clarifications, also with the aim of starting a dialogue with the municipal administration, with the aim of supporting the initiative.

Agenda:RESOLUTION n.4198/2022 Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000, deriving from the payment of the total sum of €33.258,78 in execution of the sentence of the Court of Milan - Labor section no. 2230/2022 published on 03.10.2022". OUTCOME:

The Director of the Human Resources Administration Area provided specifics relating to Resolution no. 4198/2022, highlighting that it is an agreement between the parties for the correction of a sentence in which the amount that should have been paid was incorrect. At the end, the Vice President declared the resolution discussed and postponed to the council debate.

OUTCOME:

The President appointed two Councilors as scrutineers, who signed and distributed the voting cards, to elect the vice-president of the Commission. The vote gave the following outcome:
12 voters, corresponding to 32 votes. The following Councilors obtained votes:
Councilor Noja - 29 votes
Councilor Valcepina - 3 votes
The President therefore declared Councilor Lisa Noja elected as Vice President of the Budget Commission.

OUTCOME:

The Offices illustrated the contents of the provision in question which refers to the Framework Agreement between the Metropolitan City of Milan and the Municipality of Milan, pursuant to art. 30 of the TUEL, for the coordinated performance of functions and services, providing for the establishment of common offices that will operate with staff seconded from the participating bodies.
At the end of the illustration, resolution no. 4203 was declared discussed and placed for examination by the City Council.

Agenda:RESOLUTION N/4128-2022 Adoption of the Variation, pursuant to art. 13 of LR 11 March 2005 n. 12 and subsequent amendments, to the Plan of Rules of the current Territorial Governance Plan (PGT) having as its object the implementation of the "Variant to update the delimitation of the river bands of the excerpt Plan for the Hydrogeological Structure (PAI) of the Po river basin" of the Seveso torrent with the subsequent updating of the hazard and risk maps of floodable areas of the PGRA, the modification of the art. 45, paragraph 3, of the implementation rules of the Rules Plan and the reduction of the buffer zones of the watercourses of the minor water network within the Mind-post-Expo area. The following were invited to the Commission's work:

• the Director of the Urban Regeneration Directorate arch. Simona Collarini;
• the Director of the General Urban Planning Area arch. Marino Bottini

OUTCOME:

The Councilor and the Offices illustrated the contents of the provision which contains a Variation to the PGT in compliance with higher-level regulations. They highlighted that, through this resolution it is prescribed that, within the identified range, limitations will be introduced regarding buildings, adopted in the wake of calamitous events linked to the flooding of the Seveso. The requirements will be valid especially for spaces below road level. They underlined that in the underground volumes it is forbidden to use these areas for the continuous stay of people, such as homes, businesses dedicated to care or healthcare services; while use for other purposes will be possible only after the approval has been issued by the Municipality. They also explained the reasons why the buffer zone in the Mind area was reduced to 4 metres. At the end, the President declared the provision discussed and sent it to the Chamber for subsequent action.

Joint Council Commission Sport, Tourism, Youth Policies and Wellbeing Policies e Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor Angelica Vasile and Councilor Alessandro Giungi)
Agenda:"Illustration of the Olympic values, also in relation to the reports of physical abuse and psychological violence as recently reported by rhythmic gymnasts. The following will be present:

OUTCOME:

In relation to the reports of physical abuse and psychological violence recently reported by some rhythmic gymnasts. the Vice President of CONI and the President of the Regional Committee of the Italian Gymnastics Federation drew attention to the importance of the training that is carried out for sports technicians regarding the aspects of sporting justice and the relationships that must be had with the athletes. The Commission therefore discussed the eating disorder problems of athletes and the ways to be able to intercept situations of discomfort if they were to suffer harassment from the coaches.

Joint Council Commission Mobility, Environment, Green, Animals e Sport, Tourism, Youth Policies and Wellbeing Policies (Chaired by Councilor Monguzzi Carlo and Councilor Vasile Angelica)
Agenda:“Update on the proposed expansion of the Macallesi sports club area”. They were invited to participate:

• the Councilor for sport tourism youth policies, Martina Riva;
• Representatives of the Viale Ungara and surroundings committee.

OUTCOME:

In the presence of the Councilor for Sport, Tourism and Youth Policies, the project to expand the area reserved for the Macallesi sports club in order to build a new synthetic football pitch was discussed. Particular attention was given to some representatives of the Viale Unità citizens' committee, who were against the initiative as it would take away space from an area currently designated as a public green area. The councilors examined the various aspects of the issue in depth, and in conclusion the Presidents of the commissions involved decided to plan an on-site inspection to better evaluate the desirability of the project itself.

The Councilor for Urban Regeneration, with the help of his technicians, illustrated the Municipal Council resolution no. 1708 which contains the guidelines regarding the exclusion from the calculation of the SL in application of the provisions of art. 15 paragraph 6 letter C, of ​​the implementation rules of the Plan of Rules of the PGT in force, aimed at encouraging the presence of private services, neighborhood businesses, craft activities and administration businesses in the Regeneration areas of the PGT itself. The spaces within which these provisions can be applied must have a size less than or equal to 250 mXNUMX. of SL, including the basements, basements and mezzanine floors if functionally and physically connected located on the ground floor overlooking the public level and/or for public use. The Councilors expressed their appreciation for the resolution and asked some questions which were promptly answered.

The measure involves expense.

OUTCOME:

During the session, resolution no. was presented. 4333 concerning a series of off-balance sheet debts deriving from judicial measures unfavorable to the Municipality of Milan in cases falling within the jurisdiction of the Tax Management Area. At the end of the presentation the provision was considered discussed and can therefore be proposed to the City Council. In the next item on the agenda, the Councilors for State Property and Welfare presented the public tender for the leasing and concession of use of municipally owned spaces for the establishment of health facilities (general practitioners, pediatricians free choice and other health professions). The participants in the session expressed their appreciation for the project aimed at making up for the shortage of doctors in the city area.

Disposal of the aqueduct infrastructure present in the Municipality of Corsico and owned by the Municipality of Milan, pursuant to the Agreement stipulated between the Area Office of the Metropolitan City of Milan and CAP Holding Spa, regulating the assignment of the Integrated Water Service of the Municipalities of the Metropolitan City of Milan. OUTCOME:

The Head of the Green and Environment Department illustrated the main aspects of the proposed Resolution no. 4202/2022, which, at the end of the session and without it having sparked any debate, was declared discussed and which, therefore, can continue its process in the City Council. Finally, a request was made to hear, shortly, the top management of the Villoresi Consortium in order to verify its governance.

OUTCOME:

In the presence of the Councilor for Mobility and the major managers of the Urban Security Directorate, the problem of bicycle theft was addressed, a phenomenon that is still quite popular. Data updated in recent years on reports to the Local Police and the related recoveries made have been provided, as well as the methods and services currently in use for the return to the legitimate owners, as well as the reporting of cases of theft also through the use of social media.
