OUTCOME:

The Commission went to the former covered municipal market in Piazzale Selinunte to visit the spaces that will be used for games, sports and recreational activities for the young and elderly of the neighbourhood.

Agenda: Prisons and Mental Health.

OUTCOME:

The guests recalled the transfer of the Penitentiary Health functions to the NHS, pointing out that particular attention is paid to the prevention, treatment and rehabilitation of pathological addictions and to the identification, treatment and rehabilitation in the field of mental health and prevention of the suicidal risk of subjects confined in penitentiary institutions.
A debate followed at the end of which the President announced the convening of further in-depth commissions on specific focuses

Agenda: "Proposal no. 2183: Milan Cortina 2026 Winter Olympics – Guarantee of financial contribution for the organization of the Paralympic Games". They will be present:

OUTCOME:

In the presence of the Councilor for Budget and Heritage, as well as the Councilor for Sport, Tourism and Youth Policies, the contents of resolution no. were illustrated. 2183/22 regarding the economic guarantee for the organization of the Paralympic Games. This provision, which in particular establishes the extent of the municipal body's guarantee, is the twin of the one approved last January which generically dealt with the economic guarantee of the Olympic event at a media level. The councilors were able to learn the details of the provision which is essentially an act owed by the Municipality of Milan towards the organizing Foundation.

The Director of the Technical and Street Furnishings Department has announced that in recent days the design of the accessibility to disabled athletes and spectators of the sports facility called Milano Hockey Arena (formerly Palasharp) is starting. The need emerged to set up a technical working group with the participation of the Italian Paralympic Committee, which declared itself available to present some guidelines that could be useful for the drafting of the accessibility project for disabled people.

OUTCOME:

The SEA managers first reported on the tender for the "winders" at the Malpensa hub, which was stopped after its completion due to a ruling by the TAR in favor of the appellant; now and we are awaiting a ruling from the Council of State following the appeal presented by SEA. They also exposed the situation regarding passenger and cargo traffic at Terminal 1, showing the evolution of the situation starting from the closure of 2020 due to the pandemic up to the recovery beyond today's expectations. They underlined that this fact led them to hypothesize a reopening of Terminal 2 at least 2 years earlier than expected. ENAC also intervened, repeating what was stated and noting how the body is in constant dialogue with SEA. The councilors asked some specific questions which were promptly answered.

Agenda: "Illustration of the winning project of the international competition for the New European Library of Information and Culture". The following will participate in the work of the Commission:

OUTCOME:

The architects, winners of the competition for the design of the BEIC (European Library of Information and Culture), presented the rendering of this structure which will be eco-sustainable and inclusive, equipped with particularly advanced technological structures. The Councilors asked some questions which were promptly answered.

Agenda: "Public events and their impact on the mobility and traffic system at urban level and in the Metropolitan City area: critical issues and prevention strategies". Will participate:

OUTCOME:

During the session, the Head of AMAT (Environment and Territory Mobility Agency), the Head of the Public Transport, Sharing and Parking Area of ​​the Municipality of Milan and the Head of the Local Police Operational Coordination Service of the Metropolitan City of Milan presented the Accessibility Plans for Events in the City to guarantee the containment of the overall impact on the urban and metropolitan territory during events that involve a significant influx of the public. The illustrated project involves the mapping of places suitable for hosting large events (concerts, sporting events, etc.), with the aim of identifying, for each virtually adequate area, the maximum number of visitors/spectators, under what conditions and with what costs.

Agenda: N/1918-2022: Establishment of the city council for people with disabilities. This measure does not involve any expense. Will participate:

  • the President of the Council for people with disabilities: Elena Doctor.

OUTCOME:

During the session, the proposal for a council resolution for the establishment of the city council for people with disabilities was illustrated with the aim of renewing its composition and tasks, modifying and integrating its skills. The objective is to enhance and strengthen this tool. The councilors raised some considerations on the merits.

Agenda:"WeMi Spaces: Access Points". Will participate:

OUTCOME:

The session focused on the access points to the WeMi project, and therefore is connected to the previous one, which took place on the platform that organized the experimentation of the project itself, which in the meantime has become an ordinary part of the services and therefore actually belongs to welfare issues of regenerative communities, because evidently the WeMi points go in that direction. The Councilor for Welfare and Health and the coordinators of the WeMi points exposed the problems and potential for development of the service. The councilors present were able to ask in-depth questions to which adequate answers were provided.

Agenda: "Financial education" The following will be present at the hearing:

  • the Anti-Violence Centers of the Milanese Network which offer empowerment courses against economic violence.

OUTCOME:

During the session, the Financial Education Service was illustrated, set up by the Municipality of Milan, which has as its objectives the promotion of the well-being of families by accompanying them in the construction of their own life plan, supporting awareness of the economic needs of their lives and in modifying of dysfunctional behaviors in terms of consumption, indebtedness, protection, pension, savings and investment and preventing the risk of falling into forms of poverty. Representatives of various associations, which deal with supporting women who find themselves in economic difficulty or who need support to achieve their independence, then spoke to talk about the activities they carry out in this area. Given the importance of the topic, the session concluded with the proposal to establish a joint working table to launch initiatives to support women and families who find themselves in economic difficulty.
