Agenda: Inspection at the Civic Museum of Natural History of Milan and the "Ulrico Hoepli" Civic Planetarium. Meeting point: Corso Venezia 55. The following will be present at the Commission:

OUTCOME:

The Commission carried out an inspection at the Civic Museum of Natural History, continuing the series of inspections that the Commission decided to carry out at the city's museum institutions. Information was requested on school visits and attention was paid to the opportunity to promote and enhance the artistic and cultural places present in the area. To increase its visibility, the opportunity was recognized to install adequate signs in the city, useful for citizens and tourists

Agenda: 1) Resolution no. 2849/2022 FACILITY MANAGEMENT AREA Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 3 executive judicial measures unfavorable to the Municipality for a total of €36.272,01.=.The measure entails expense.

2) Resolution no. 2999/2022 FACILITY MANAGEMENT AREA Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 2 executive judicial measures unfavorable to the Municipality for a total of €23.545,11.=.The measure involves expense. They will be present:

OUTCOME:

The Area Director of the State Property and Heritage Directorate illustrated resolutions nos. 2849 and 2999-2022, concerning off-balance sheet debts, deriving from disputes in which the Municipality was unsuccessful, in proceedings of the Court of Milan and the Justice of the Peace. There were no interventions by the Councilors and the President declared the two resolutions discussed, sending them to the Council for debate.

Agenda:"Visit to the Mosso Milano space at the former boarding school". Will participate:

The members of the Commissions no. 13 (Welfare and Health) and n. 17 (Education and food policy) visited the "Mosso Milano" space, managed by a partnership of social cooperatives and associations, which participated in the tender announced by the Municipality of Milan to revive the former Convitto del Parco Trotters. 
Restaurant, pizzeria, bar, music, culture, training projects, reuse practices, parties and workshops are some of the things that make this place transform into a meeting place, integration and presence, not only for the inhabitants of the neighborhood.

Council Commission Budget - Real Estate (Chaired by Councilor D'Amico Simonetta)
Agenda: BUDGET AND AFFILIATED AFFILIATES DIRECTORATE - "Resolution N/3259 regarding: “Renegotiation of the loans granted by Cassa Depositi e Prestiti SpA under the conditions disclosed in Circular no. 1302 of 20 September 2022”. The following will be present:

  • Councilor Emmanuel Conte,
  • the dr. Roberto Colangelo Director of the Financial Statements and Participates Department.

OUTCOME:

The Councilor illustrated the provision in question, delving into its motivations and technical aspects, underlining that this is possible because Milan is a virtuous city and can enjoy the possibility of debt renegotiation and a partial extension of the installment plan. He was keen to point out that in this way there will be the possibility that the new generations of Milanese will find themselves with a lighter debt. At the end of the presentation, the President declared the resolution discussed and sent it to the Chamber for the conclusion of the process.

Trijoint Council Commission Mobility-Environment-Green-Animals,Security-Social Cohesion e Control of Participatory Bodies(Chaired by Councilor Monguzzi Carlo, Councilor Michele Albiani and Councilor Bestetti Marco)
Agenda: Assaults and violence towards ATM staff: critical issues and possible solutions. Will participate:

OUTCOME:

In the presence of the Councilors for Mobility and Safety, as well as the major trade union representatives of the public transport sector, the hearing of the ATM CEO and General Director took place on the worrying increase in violent attacks on service staff, both traveling and parking. A debate ensued nourished by various proposals from the various interested parties, both to stem the phenomenon and to protect staff and passengers. Considering that at the end of the scheduled time for the session, there were still requests for intervention from those present, the Presidents jointly decided to adjourn the discussion of the agenda in a next joint session, to be held as soon as possible.

The Animal Ombudsmen of the Municipality clarified the meaning of the text of article 27 of the Regulation for Animals, while a street vendor, accompanied by her husband, brought her complaints regarding the interpretation given by the offices of the article itself, which does not allow her to continue the business of selling small house animals (birds, turtles, goldfish), carried out by her family since 1957, it being clear that these species belong to the category of "pets", mentioned in the aforementioned article, the sale of which in the markets is prohibited. You also underline that such sales are permitted in Milanese pet shops, just as they are permitted in the open-air markets of the surrounding municipalities. At the end, the Presidents and the Guarantors agreed to review the text, also involving street vendors in the discussion of the changes to be made.

OUTCOME:

The technicians of the Urban Regeneration Department and those of Redo presented the project relating to the recovery of the former slaughterhouse area where the European Institute of Design and more than 60.000 mXNUMX will be located. will be allocated to social housing. With this project we aim to recover a degraded area, maximizing the urban and environmental quality, the social and functional mix in synergy with the context. The Councilors asked some questions which were promptly answered.

During the Council Commission session dedicated to the unilateral decision of the Immobiliare.it company to transfer 25% of the staff, with negligible incentives and with only 45 days' notice, from the Milan office to that of the capital, the trade unionists present denounced that , among the employees identified, there are union members and members of protected categories. Among the contradictions reported, they underlined that all the workers involved carry out their duties remotely and that the Company enjoys excellent economic health, therefore deeming the provision unjustified. The Councilors present, in addition to criticizing the absence of representatives of the Company, sympathized with the workers and announced an Agenda in support of their dispute.

Agenda: "Town Hall 6 hearing on projects concerning Sport and Youth". The following will be present:

OUTCOME:

The President of the Sports Commission of Municipality 6 focused on some initiatives and events of a sporting and recreational nature aimed at resident citizens. He reported on the work, still ongoing, on the topic of school and sport and the desire to reach the most vulnerable citizens and the older population through sport.
A debate followed during which the President and some Councilors expressed considerations and formulated proposals aimed at sharing future lines of intervention with the Municipality.

Agenda: "The PNRR and the digitalisation projects of the Municipality of Milan: let's take stock". The following will be present at the hearing:

  • Sara Belli - Director of the Technological and Digital Innovation Management Area;
  • Dario Moneta - Specialist Director of the Plan Management and Monitoring Authority;
  • Layla Pavone - Technological innovation and digital transformation management.

 

OUTCOME:

The Head of the Transformation Office of the Department for Digital Transformation and the Director of the Technological and Digital Innovation Directorate Area illustrated to the Commission the PNRR projects for digitalisation in the Municipality of Milan. The topics of digital training, calls foreseen in the PNRR, SPID and personal data and electoral register databases were discussed.
